CITY OF COSTA MESA
October 13, 1978
The City Council of the City of Costa Mesa met in
special session at 2:00 p.m., October 13, 1978, in
the fifth floor Conference Room of City Hall, 77
Fair Drive, Costa Mesa, California, at the call of
the Mayor, notice having been duly given as required
by law, for the purpose of discussing a personnel
matter.

Selection of New
The Mayor announced that a special meeting was called
Council Member
to discuss the selection of a new Council Member to
fill the unexpired term of Vice Mayor Smallwood who
passed away October 7, 1978. The Mayor stated that
there were two options for Council to take and they
were, to appoint the new member, or call a special
election prior to the expiration of 30 days. All
four Council Members agreed that they preferred the
appointment method primarily because a special elec-
tion would burden the City with an additional.expense
of between $12,000.00 and $14,000.00. During the dis-
cussion which followed, the Council agreed that, in
light of the many controversial and detailed applica-
tions scheduled to come before -them, one of the. City's
Planning Commissioners would be a very appropriate
choice because of his knowledge of present City busi-
ness. On motion by Councilwoman Hertzog, seconded by
-Councilwoman Schafer, and carried unanimously, Donn
Donn Hall
Hall, Planning Commission Chairman, was appointed to

fill the unexpired term of Vice Mayor Smallwood. The
Mayor left the meeting to contact Mr. Hall and re-
turned to announce that the appointment had been
accepted. After further discussion, it was decided
that new Council Member Hall would be sworn in on
Monday, October 16, 1978, at 6:30 p.m., prior to the
start of the Council meeting, and, preceding adjourn-
ment of the meeting, a new Vice Mayor would be

selected.
Redevelopment
The Mayor stated that at the next Redevelopment
Agency
Agency meeting, he would-be suggesting that Chair-
manship of the Agency be delegated to the Vice
Mayor.
Adjournment
On motion by Councilwoman Schafer, seconded by Coun-
cilwoman Hertzog, and carried, the meeting was de-
clared adjourned at 2:30 p.m.
