CITY OF COSTA MESA
April 15, 1980
The City Council of the City of Costa Mesa, California,
met in adjourned regular session on April 15, 1980, at
7:30 p.m., in the Council Chambers of City Hall, 77 Fair
Drive, Costa Mesa, said meeting having been duly and
regularly ordered adjourned from the meeting of April 7,
1980, and a copy of the Notice of Adjournment having
been posted.as required by law. The meeting was called
to order by the Mayor, followed by the Pledge of Allegi-
ance to the Flag, and Invocation by Doctor George 0.

Roll Call Council Members Present: McFarland, Schafer, Raciti,
Hertzog, Hall
Council Members Absent: None
Officials Present: City Manager, City Attorney,
City Clerk
Former Mayors Mayor McFarland introduced the following former Mayors
Introduced. of the City who were -in the audience: Willard Jordan;
Robert Wilson and his wife, Maryalice; and Alvin
Pinkley and his wife, Lucy.
Certificate The Clerk presented the Certificate of Canvass of the
of Canvass of returns of the General Municipal Election held on
Election Returns April 8, 1980. The election was held for the purpose of
electing three members of the City Council for a full
term of four years. The results of said election are
as follows:
The whole number of votes cast (except absent votes)
was 18,703. The whole number of absent votes cast
was 206, for a total'of 18,909 votes cast in the City
-of Costa Mesa.
There were nine candidates for the office of City
Council Member of the City of Costa Mesa. The names
of the persons voted for were: Donn Hall, Eric C.
"E. J." Johnson, Richard "Dick" Johnston, Edward V.
McFarland, Dick Carstensen, David W. "Dave" Balsiger,
Christopher "Chris" Steel; Robert E. Graham, and
K. Paul Raver.
Donn Hall, having received -3,781 votes, was elected
as a member of the City Council for a full term of
four years.
Edward V. McFarland, having received 3,153 votes, was
elected as a member of the City Council for a full
term of four years.
Eric C. "E. J." -Johnson, having received 2,664 votes,
was elected as a member of the City Council for a full
term of four years.
Declaring the On -motion by Councilman Raciti, seconded by Councilwoman
Results of the Hertzog, Resolution 80-48; being A RESOLUTION OF THE
Election CITY COUNCIL,OF THE.CITY.OF COSTA MESA, CALIFORNIA,
RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD
IN.SAID.CITY ON APRIL 8,-1980, DECLARING THE RESULT
THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW,
was adopted by the following roll call vote:
AYES: Council Members: McFarland, Schafer,
Raciti, Hertzog, Hall
NOES: Council Members: None
ABSENT: Council Members: None
Comments by
Councilman Raciti, retiring from the City Council,
Councilman
expressed his appreciation in having been elected to the
Raciti
Council for two terms, and chosen Mayor for a one-year
term. He thanked the City Manager and City staff for
their assistance and cooperation,, and also commended
the four newspapers for their coverage of City matters.
Councilman Raciti congratulated the newly -elected mem-
bers and urged public support of the new Council. He
then introduced his wife, Teresa, and son, Robert, who
were in the audience. In closing, Councilman Raciti
again expressed pleasure for having served on the
City Plaque
Council. Mayor McFarland presented a City plaque to

Councilman Raciti in recognition of his dedication and
service to the City.
Oaths of Office
The Clerk administered the Oaths of Office to Council
Administered
Members Donn Hall, Ed McFarland, and Eric Johnson, and
presented Certificates of Election to each of them.
Mayor McFarland invited the newly -elected Council Member
to the Council table.
Comments by
Councilman Hall thanked all of those who supported him
Councilman Hall
in his bid for election to the City Council, and intro-
duced his wife, Jean.
Comments by
Newly -elected Council Member Eric Johnson introduced his
Councilman
wife, Charlotte, and son, Dave; he also recognized his
Johnson
Campaign Manager, Hank Hornsveld. Councilman Johnson
stated he would give every effort in serving the City
well as a Council Member.
Comments by
Mayor McFarland introduced his wife, Patty, and his
Mayor McFarland
mother, Mrs. Jordan. He expressed appreciation for hav=
ing served on the Council for the past four years, and
as Mayor for two of those years. The Mayor thanked his
family; Council Members with whom he has served; the
City Manager and staff for their excellence; and
property owners and developers for their cooperation in
assisting in the development of the City.
Call for The Clerk called for nominations for the office of
Nominations Mayor. A motion was made by Councilwoman Hertzog, nomi-
for Mayor nating Arlene Schafer for said office for a term of two
years, which will expire on the first Tuesday after the
Arlene Schafer next General Municipal Election in 1982. The motion was
Elected Mayor seconded by Councilman Johnson, and carried unanimously.
Outgoing Mayor Ed McFarland turned the meeting over to
incoming Mayor Arlene Schafer.
Donn Hall Newly -elected Mayor Schafer called for nominations for
Elected the office of Vice Mayor. On motion by Councilman
Vice Mayor McFarland, seconded by Councilwoman Hertzog, and carried
unanimously, Donn Hall was elected as Vice Mayor for a
term of two years, which will expire on the first Tues-
day after the next General Municipal Election in 1982.
Comments by Mayor Schafer thanked the Council for selecting her as
Mayor Schafer Mayor, and commended Councilman McFarland for his excel-
lent performance as Mayor during the past two years.
Mayor Schafer summarized the outstanding progress of the
City from the time of its incorporation, and asked for
public support in deciding the future of Costa Mesa.
She then introducd her husband, Jim, and her daughter,
Jamie.

Adjournment The Mayor declared the meeting adjourned at 8:15 p.m.
