BACKGROUND Adopted a et In Jure 2012„ the City Council adopted a $4.6 million dollar r oper t n and capital improvement budget for the Economic and Development Services Department. The Development nt Services Department is comprised of the following divisions" Administration Planning Building Safety / Code Enforcement Housing and Community Development Removal o`°wo Full-time Planningpositions from u The Planning Division provides comprehensive planning services and assistance to the City's elected and appointed officials, residents, developers, business owners, and fry other individuals.Advance planning functions involve General Plan amendments, rezones, Master Plans, Specific Plans, ordinances, and environmental analysis. Current planning functions relate also to interpretation of the State/Federal lags, City- Council policies, and the Zoning Code. As a part of the City's desire to reduce full time positions, in May 2012, two full4ime Planning positions were removed from the FY 2012-13 preliminary budget: Principal Plannerposition was deleted due to internal reorganization. Recently, the City replaced the interim positions, for the Development Services Director and Assistant Development Services Director. Due to a Principal Planner being promoted to the Assistant Development Services Director position, the Principal Planner position was removed from the budget. Assistant Planner position was deleted due to resignation. An Assistant Planner resigned from City employment and the position was eliminated from the budget. ANALYSIS Proposed Budget Adjustment Both of the eliminated planning positions provided essential services and were pivotal in completing tasks and projects in timely manner, With the recent up tick in the economy, the department has experienced increased service requests and expects further need to respond to many new project applications and development activities. Staff believes the Principal Planner position is essential to keep pace with the increasing work load. This request is strictly limited to the Principal Planner position. The Assistant Planner duties have already been redistributed amongst other staff to assure adequate service to public. Therefore the proposed request is to restore one (1) full-time Principal Planner position in the City's budget for the remaining fiscal year. Staff is seeking authorization to allocate funds from the unencumbered fund balance of the general fund to restore a Principal Planner position for fiscal year 2012-201 3 As explained previously the justifications include: Additional commitments to Economic Development. The previous Principal Planner staff member is now assisting the department head in economic development aspects of the newly combined departmental duties and tasks. As a result, a vacuum has been created in undertaking the previous duties of this staff member in Principal Planner position. Increased activity at the public counter. There is a range of 475 to 600 visitors to the Planning Division's public counter per month and 550 to 650 callers. Counter activity has increased about 10 to 15 percent compared to the previous year, with an uptick in activity observed during the current summer months. '4LI Increased work activity on the General Plan U pdate, The following elements of the General Plan are current being updated in consultation with Hogle- Ireland, Inc- Housing Element, Land Use Element, Transportation Element, and Noise Element, Because existing Planning staff resources may be committed to this two-year work effort, it would be necessary to recruit for an additional planner. Onaoina commitment, of an existing PrinqWal Planner to oversee Houskig & Community, Development, There is currently one Principal Planner (Willa Bouwens-Killeen). Approximately 25% of her time is allocated to planning - related functions due to workload requirements to manage Code Enforcement and Housing & Community Development. M alor Qevet2gment Activity anticigated. There are major land use entitlements that maybe in process in the near future: • General Plan Amendment/Rezone of Shannon's Mountain parcel at the Fairview Developmental Center: 242 -unit apartment complex. • Live Irk Development at Newportlindustrial Way: 40 to 60 unit live/work development in the 19 West Urban Plan, • Mixed-use or Residential Development at ArgoTech/JC Carter site at 17th Street and Superior Avenue. ALTERNATIVES The City Council could consider other options involving contracting planning services to an outside company. The Council could also decide to "receive and file" this report. FISCAL ANALYSIS The annual budget impact of the requested Principal Planner position is $142,174.00® However, for FY 2012-13, only funding for nine months is requested, therefore attached Budget Adjustment 13-007 is for the amount of $106,631 from the General Fund - Fund Balance, LEGAL ANALYSIS Legal review is not required. CONCLUSION Due to increased development activity and anticipated pending ;entitlements, staff is seeping authorization to, restore one full-time Principal Planner position in the Development Services Department. , I E lol 1, AICP - P T NAGS 1 .
