OF THE CITY COUNCIL
CITY OF COSTA MESA
June 25, 1981
The City Council of the City of Costa Mesa, California,
met in adjourned regular session on June 25, 1981, at
6:30 p.m., in the Council Chambers of City Hall, 77 Fair
Drive, Costa Mesa, said meeting having been duly and
regularly ordered adjourned from the adjourned regular
meeting of June 18, 1981, and a copy of the Notice of
Adjournment having been posted as required by law. The
meeting was called to order by the Mayor, followed by
the Pledge of Allegiance to the Flag.
Roll Call Council Members Present: Schafer, -Hall, Hertzog,

Director
Public Hearings The Mayor announced the public hearing for Goal V,
Costa Mesa Transportation, Costa Mesa General Plan. The Develop-
-General Plan ment Services Director read the contents of Goal V from
the document entitled, "Final EIR and Recommendations -
Goal V Costa Mesa General Plan". Malcolm Ross of C. J.
Segerstrom and Sons, 3315 Fairview Road, Costa Mesa,
expressed his opinion that an important consideration
not stated in either Goal V or its policies is the need
for cooperative efforts between neighboring cities to
accomplish the goals which are adopted. Loren Baum-
gardner, 1670 Santa Ana Avenue, Suite G, Costa Mesa,
supported the adoption of Goal V with the following
rewording: It should be the goal of the City of Costa
Mesa to advise and/or consult with mass transportation
systems, businesses, and citizens, towards achieving a
balanced, safe, and energy-efficient transportation
system, incorporating all feasible modes of transpor-
tation. There being no other speakers, the Mayor closed
the public hearing. On motion by Councilman McFarland,
seconded by Vice Mayor Hall, and carried, Goal V was
adopted as written.
Mesa West The Mayor announced that recommendations pertaining to
Homeowner's Goal V have been submitted by Sam Berry, President of
Submittal Mesa West Homeowner's Association, 666 Darrell Street,
Costa Mesa, which will be entered into the record.
Policies Mayor Schafer announced the public hearing to consider
205 - 209D Policies 205A through 209D, Goal V. The Planning Commis-
sion recommended adoption of the following policies:
205B, 206A amended, 207, 208A, 209B, and 209C. The
Traffic Commission supported the following policies:
205B, 206B, 207, 208C, and 209C. Sam Berry, President
of Mesa West Homeowner's Association, commended Pat
Skillman, a westside resident, for her insight and
comments to the Association as to the effect of auto-
mobile noise and traffic on residential neighborhoods,
and expressed the Association's opposition of Policy
207. Referring to Policy 209B, Loren Baumgardner asked
who the contributor of subject transportation improve-
ments would be. Mayor Schafer responded that the
developer would be the contributor. Wilson Roberts,
857 Governor Street, Costa Mesa, related that improve-
ments, including sidewalks and bikeways, are necessary
on Costa Mesa's westside streets, primarily Victoria
Street which is heavily traveled and hazardous. On
motion by Councilman McFarland, seconded by Councilman
Johnson, and carried, Policies 205B, 206B, and 208A were
adopted. A motion was made by Vice Mayor Hall, seconded
by Councilman McFarland, and carried, to adopt Policy
207 modified by deleting the word "implement" and sub-
stituting it with the word "investigate". A motion
was made by Vice Mayor Hall, seconded by Councilman
McFarland, to adopt. Policy 209B, reworded as follows:
Investigate the feasibility of contributions to a city-
wide or areawide transportation system improvement fund
for projects exceeding specified levels of development.
Following discussion, the motion carried unanimously.
Policies Mayor Schafer announced the public hearing to consider
210A - 216 Policies 210A through 216, Goal V. The Planning Com-
mission recommended adoption of the following policies:
210A modified, 210C, 211 modified, 212, 213A, 213C, 214,
215 modified, and 216. The Traffic Commission supported
the following policies: 210A, 210C, 211 modified, 212,
213C,.214, 215, and 216. Carl Spitzer, 582 Knowell
Place, Costa Mesa, supported the Planning Commission's
recommendation to adopt Policies 210A, 211, and 215
with.the deletion of the word "require". There being
no other speakers, the Mayor closed the public hearing.
On motion by Vice Mayor Hall, seconded by Councilman
Johnson, and carried, the following policies were
adopted: 210A amended, 210C, 211 amended, 212, and
213C. After discussion, a motion was made by Councilman
McFarland, seconded by Vice Mayor Hall, to adopt Policy
213A replacing the phrase, "more than 100 employees"
with "more than 50 employees". The motion failed to
carry, Council Members Schafer, Hall, Hertzog, and
Johnson voting no. On motion by Vice Mayor Hall, sec-
onded by Council, woman Hertzog, and carried, Policy 213B
was adopted. A motion was made by Councilman McFarland,
seconded -by Councilwoman Hertzog, to adopt Policies 214,
and 215 amended and with the deletion of the word
"affordable". The motion carried unanimously. A motion
was made by Councilman McFarland, seconded by Council-
woman Hertzog, to adopt Policy 216. The motion carried,
Vice Mayor Hall voting no.
Policies Mayor,Schafer announced the public hearing to consider
217 - 231 policies 217 through 231, Goal V. The Planning Com-
mission recommended adoption of the following policies:
218, 220, 221, 222A, 225B, 226A, and 227 amended. The
Traffic Commission supported the following policies:
218, 219 amended, 220, 221, 222B, 223 amended, 224,
225A, 225B, 226A, 227 as amended by the Planning Com-
mission, 2288, 229, and 230. Diane Patterson, Director
of Governmental Realtions for the Board of Realtors,
401 North Newport Boulevard, Costa Mesa, spoke in sup-
port of Policy 218 relating to the update of the Master
Plan of Bikeways and added that other policies relating
to bikeways should be included in the review and update.
Bob Graham, Member of the Costa -Mesa Traffic Commission,
expressed his concern that the Planning Commission did
not recommend adoption of Policy 219, and suggested that
a bikeways committee be formed allowing public input in
the updating of the Master Plan of Bikeways. Loren
Baumgardner related his opinion that the intersection
at Fairview Road and Newport Boulevard requires improve-
ment regarding pedestrian and bikeways as its design is
dangerous. He also suggested the exclusion of the
phrase, "Costa Mesa Golf and Country Club" from Policy
221. There being no other speakers, the Mayor closed
the public hearing. A motion was made by Councilman
McFarland, seconded by Councilwoman Hertzog, to adopt
Policies 218, 222A, and 227 amended. Following discus-
sion, the motion carried unanimously. A motion was made
by Councilman McFarland to adopt Policy 219, however,
the motion died for lack of a second. A motion was
made by Vice Mayor Hall,.seconded by Councilman Johnson,
to adopt Policy 220. The motion carried, Councilman
Johnson voting no. A motion was made by Councilman
McFarland, seconded by Mayor Schafer, to adopt Policy
225A.; The motion carried, Vice Mayor Hall voting no.
On motion by Vice Mayor Hall, seconded by Councilman
McFarland, and carried, Policy 225B was adopted. On
motion by Councilwoman Hertzog, seconded by Councilman
McFarland, and carried, Policy 226A was adopted.
Recess The Mayor declared a recess at this time and the meeting
reconvened at 8:30 p.m.
Policies Mayor Schafer announced the public hearing to consider
232A - 239B Policies 232A through 2398, Goal V. The Planning Com-
mission recommended approval of the following policies:
232B amended, 232E, 233, 234C, 235, 236, 237, 238, and
239B amended. The Traffic Commission supported the fol-
lowing policies: 232A, 232E, 233, 2348, 235, 236, 237,
238 amended, and 239A. Jack Polans, 2864 Royal Palm
Drive, Costa Mesa, suggested the procedure of the public
hearings be changed, and Mayor Schafer responded that
the present procedure had been used throughout the
hearings and had been very efficient. Diane Patterson
recommended that the Council not require the installa-
tion of sidewalks, and spoke in opposition to Policies
234A, 234B, and 234C, and in support of Policies 236,
237, 238, and 239B. Ann Shereshevsky, 2152 Elden Ave-
nue, Costa Mesa; supported the adoption of Policy 233,
but with the added comment that larger, wider, and more
visible street signs are needed for the public safety.
Loren Baumgardner, in reference to Policies 234A, 234B,
and 234C, stated that consideration should be given
to conservation of water and personnel by reducing
greenbelt and parkway requirements. He also spoke in
opposition to Policy 235. There being no other speak-
ers, the Mayor closed the public hearing. A motion was
made by Vice Mayor Hall, seconded by Councilman Johnson,
to adopt the following policies: 232B amended, 232E,
233, 236, 237, and 238 amended as recommended by the
Traffic Commission. The motion carried unanimously. A
motion was made by Vice Mayor Hall to adopt Policy 239A,
however, the motion died for lack of a second.
Oil Well The City Attorney reported that the City's Land Use
Drilling Ordinance prohibiting the drilling of oil wells in the
City is being violated by a westside property owner and
requested direction from the Council in this matter.
On motion by Vice Mayor Hall, seconded by.Councilman
Johnson, and carried, the City Attorney was instructed
to enforce the City ordinance in relation to the drill-
ing of oil wells within the City limits.
Policy 239B Councilman McFarland requested further discussion con -
Goal V cerning Policy 239B. A motion was made by Councilman
McFarland, seconded by Councilwoman Hertzog, to adopt
Policy 239B amended. The motion carried, Councilman
Johnson voting no.
Next General Plan Mayor Schafer announced the next public hearing for the
Hearing Announced Costa Mesa General Plan is scheduled for June 29, 1981,
and will be concerning Goal VI, Land Use.
Adjourment At 8:50 p.m., the Mayor adjourned the meeting to June
29, 1981,.at 6:30 p.m.; in the Council Chambers of City
Hall.
