CITIES OF COSTA MESA AND NEWPORT BEACH .
July 21, 1981
The City Councils of the Cities of Costa Mesa and
Newport Beach met in joint session on July 21, 1981,
at 6:30 p.m., at the Riviera Restaurant, Negresco
Room, 3333 Bristol Street, Costa Mesa. The meeting
was called to order by Mayor Arlene Schafer.

Automatic Aid Mayor Schafer began a discussion relative to the develop -
Agreement ment of an automatic aid agreement between the two Cities
for fire protection services. Acting City Manager Roeder
presented a discussion paper on behalf of the City of
Costa Mesa outlining the present status and need for
finalizing the agreement. Discussion between the two
Councils concluded with an expression of interest in see-
ing the agreement completed as soon as possible.
Airport' Traffic The next item discussed was the traffic circulation
Circulation around John Wayne Airport. General comments were made
regarding the need for improved circulation and coopera-
tion between the jurisdictions involved.
Prohibition of The regulation/prohibition of fireworks was presented by
Fireworks Mayor Heather. Councilman Maurer recounted the success
of increased enforcement on Balboa Island in reducing the
number of fireworks related fires. General discussion
ensued regarding the need for a County -wide prohibition
of fireworks sales and the need to supplement the fund
raising efforts of a non-profit organization that would
be effected by such a prohibition. It was resolved that
Newport Beach would draft a resolution on this matter
to be considered by the Orange County Division of the
League of California Cities.
University Drive The last item of discussion involved the extension of
Extension University Drive. The City of Costa Mesa explained its
concerns regarding a lack of progress on the project
and the need to proceed with the Environmental Impact
Study. Mayor Heather expressed her concerns over the
project, particularly as it relates to the size (num-
ber of lanes) involved in the roadway extension. Con-
siderable discussion followed with a resolve to move
forward with the Environmental Impact Study.
Adjournment The meeting was adjourned at 9:48 p.m.
