ADJOURNED MEETING OF THE CITY COU\TCIL
CITY OF COSTA MESA
JULY 11, 1983
The City Council of the City of Costa Mesa, California,
met in adjourned regular session on July 11, 1983, at
2:05 p.m., in the fifth floor Conference Room of City
Hall, 77 Fair Drive, Costa Mesa, said meeting having
been duly and regularly ordered adjourned from the
regular meeting of July 5, 1983, and a copy of the
Notice of Adjournment having been posted as required by
law. The meeting was called to -order by the Mayor.
ROLL CALL Council Members Present: Hall, McFarland, Schafer

Council Members Absent: Hertzog, Johnson
Officials Present: City Manager, Assistant City
Manager, Director of Public
Services, Deputy City Clerk
Draft EIS for The Mayor presented a letter dated June 30, 1983, which
Route 55 is to be transmitted to CALTRANS regarding the Draft
Environmental Impact Statement for Route 55. The dead-
line for submitting comments is July 15, 1983.
Discussion followed concerning wording in the first
paragraph, Page 2, relating to noise levels in residen-
tial areas adjacent to the easterly alignments between
Industrial Way and Bay Street.
Vice Mayor Vice Mayor Johnson arrived at 2:15 p.m.
Johnson Arrives
A motion was made by Councilman McFarland, seconded by
MOTION Councilwanan Schafer, and carried 4-0, Councilwanan
Utter to CALTRANS Hertzog absent, to change the first paragraph on Page
Authorized 2 to read as follows:
"While the City finds that the overall environmental
impact analysis included in the Draft EIS is generally
acceptable, the City suggests that the discussion and
the consideration of noise mitigation measures is
deficient. The conclusion in the document which
states that no mitigation measures are required is
based upon by two questionable reasons. First,
. that the area is already subjected to higher
than average noise levels and, second, that CALTRANS
noise standards are not exceeded . . .' The City of
Costa Mesa questions the validity of that statement
because the data included in the DEIS appears to be
incomplete and in our opinion inconclusive regarding
the need for mitigation measures. Our observations
indicate that noise levels may not be abnormally high
(exceeding State standards) to exclude the need for
sound reduction measures. We feel a complete noise
study, measurements and analysis, should be completed
prior to adoption of the final EIS. This is especi-
ally true for the residential uses adjacent to the
easterly alignments (H1 and H2) between Industrial
Way and Bay Street."
ADJ0URNMENT TO At 2:20 p.m., the Mayor adjourned the meeting to a
CLOSED SESSION closed session for the purpose of discussing personnel
matters. No action was taken.
