AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
CHANGING THE ZONING OF LOTS 1 AND 2 OF TRACT NO. 1712 FROM
R1 TO C1 -CP.
The City Council of the City of Costa Mesa does hereby ordain as follows:
SECTION 1. All that portion of the following described real property is hereby
placed and included in the C1 -CP Zone, to wit:
Lots 1 and 2 of Tract No. 1712 as shown on a map of said tract
recorded in Book 50, pages 32 to 36 inclusive of Miscellaneous
Maps, records of Orange County, California.
SECTION 2. Pursuant to the provisions of Section 9230.4 of the Municipal Code
of the City of Costa Mesa, District Map A-3 of the City of Costa Mesa is hereby amended
by the addition thereto of the C1 -CP area described in Section 1 hereof.
SECTION 3. This Ordinance shall take effect and be in full force thirty (30)
days from and after its passage, and prior to the expiration of fifteen (15) days from
the passage thereof shall be published once in the ORANGE COAST DAILY PILOT, a newspaper
of general circulation, printed and published in the City of Costa Mesa, together with
the names of the members of the City Council voting for and against the same.

AN ORDINANCE OF THE CITY OF
COSTA MESA, CALIFORNIA, RELAT.
ING TO REAL ESTATE S 1 G N 5
AMENDING SECTION 8502 OF CHAP-
TER VIII, ARTICLE 5, RELATING
THERETO.
THE CITY OF COSTA MESA DOES
HEREBY ORDAIN:
SECTION 1. Section 8502 of Chapter
VIII, Article 5 of the Costa Mesa Munici-
pal Code is hereby amended to read
as follows:
"Section 8502 — Classification of Signs
— Definitions.
In order to carry out the purpose of
this article as set forth in Section 8500.1
signs are hereby classified and provided
for as follows:
(a) Real Estate Signs — Residential.
Temporary Real Estate signs advertis-
ing the sale of residential properties
shall be permitted subject to the stand-
ards of the City of Costa Mesa which
are hereby adopted and as the same
shall be amended from time to time
by the City Council of the City of Costa
Mesa which said standards are as fol-
lows:
1. One (1) sign per lot.
2. A maximum in size of eighteen
(18) inches in height and twenty-four
(24) inches in width.
3. Green background with white iden-
tifying letters.
4. The following copy only shall be
permitted:
A."For Sale by Owner" or "For
Lease or Rent by Owner" and own-
er's phone number.
OR
B. "For Sale by Agent' or "For
Lease or Rent by Agent" and tele-
phone number of licensed real es-
tate broker.
5. Location. On a standard realty
frame placed in the ground not closer
than ten (10) feet from the front
property line or five (5) feet from
any side property line, when possible.
6. Permission to use. Any licensed
real state broker who has been issued
a current business license by the Fi-
r.a„ce Department of the City' of
Costa Mesa and who has a bona fide
listing of the property upon which the
sign is placed or property owner.
7. Length of Placement. Sign shall
be removed immediately upon signing
an agreement to purchase or agree-
ment to enter into escrow has been
received by the broker or owner.
8. A one (1) foot x three (3) foot
clip -on of the same color with the ad-
ditional words "OPEN HOUSE" may
be attached to the supporting post or
sign during open house and removed
immediately upon completion.
9. One additional "OPEN HOUSE"
directional arrow sign of the size set
forth in subparagraph 2 may be al-
lowed to advertise the property listed
for sale with no limitations on the lo-
cation of said directional sign.
All flags, banners or other advertising
devices are hereby prohibited.
(b) Real Estate Signs — Other than
Residential Property.
A Real Estate sign to be placed on
other than residential property shall
mean a sign which contains the follow-
ing copy:
1. "FOR SALE" or "FOR LEASE
OR RENT"
2. Name of owner or agent and any
telephone number.
3. Length of Placement. Sign shall
be removed Immediately upon signing
an agreement to purchase or agree-
ment to enter into escrow has been
received by the broker or owner.
(c) Tract Sign. A Tract Sign shall
mean any sign located within the boun-
daries of an improved tract, advertising
the first sale of homes or lots within
such tract.
(d) Advertising Copy Signs.
1. Appurtenant and Incidental Adver-
tising Copy Sign shall mean a sign
which relates to the goods or services
rendered within the building on which
building site said sign is erected and
which does not fall within the defini-
tion of a Tract Sign or Real Estate
Sign as defined in subsections (a)
and (b) of Section 8502 of this Article.
2. Off -Site Advertising Copy Sign
shall mean a sign containing adver-
tising copy which does not fall within
the definition of the Tract Sign, the
Real Estate Sign, or the Appurtenant
and Incidental Advertising Copy Sign
as defined in sub -sections (a), (b),
(c), (d) (1) of Section 8502 of this Ar-
ticle."
SECTION 2. All references to signs
relative to the number allowed, the size,
the type, the copy and time limita-
tions, not mentioned in this Ordinance,
shall be referred to in the adopted
sign standards.
SECTION 3. There is hereby added to
Chapter VIII, Article 5, Section 8502.1
which shall read as follows:
"EXCEPTIONS: Signs used during
course of construction, or remodeling ad-
vertising material, products or services
used in connection with said construc-
tion. Said signs shall be removed at
the completion of construction and in any
event no later than the issuance of an
Occupancy Permit."
SECTION 4. There is hereby repealed
the following portions of the following
sections of Chapter VIII, Article 5 of
the Costa Mesa Municipal Code: Section
8503 (d) and Section 8504 (a).
SECTION 5. This ordinance shall take
effect and be in full force thirty (30)
days from and after its passage and
prior to the expiration of fifteen (15)
days from its passage shall be published
once in the Daily Pilot, a news-
paper of general circulation, printed and
published in the City of Costa Mesa,
together with the names of the mem-
bers of the City Council, voting for
and against the same.
