ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
CITY OF COSTA MESA
August 28, 1985
The City Council of the City of Costa Mesa, California,
met in adjourned regular session on August 28, 1985, at
7:00 p.m., in the Multi -Purpose Roam of Whittier
Elementary School, 1800 Whittier Avenue, Costa Mesa.
The meeting was duly and regularly ordered adjourned
from the regular meeting.of August 19, 1985, and a copy
of the Notice of Adjournment was posted as required by
law. The meeting was called to order by the Mayor,
followed by the Pledge of Allegiance to the Flag.
ROLL CALL COUNCIL MEMBERS PRESENT: Hertzog, Hornbuckle, Schafer,
Hall, Wheeler
COUNCIL MEMBERS ABSENT: None
OFFICIALS PRESENT: Development Services Director,
City Clerk
EIR/GP-85-2B/ On July 1, 1985, a public hearing was held concerning
PA -85-103 the Environmental Impact Report, General Plan Amendment
Barto/Tarnutzer GP -85-2B, and Planning Action PA -85-103, Ocean Develop-
ment Company, 2915 Red Hill Avenue, Suite F-200, Costa
Mesa, authorized agent for Barto/Tarnutzer Venture I,
for an amendment to the Master Plan of Highways by
deleting the future extension of West 18th Street; for
a Final Development Plan for a 160 -unit condominium
project on 11 acres of land in conjunction with an
existing oil field; and a variance from private open
space requirements for property located at the western
terminus of West 18th Street.
At that public hearing, the Council agreed to have a
representative from the State's Division of Oil and Gas
give a presentation on oil.fields and oil production.
In view of this decision, the public hearing was con-
tinued to September 16, 1985, and.the-presentation was
scheduled for August 28, 1985. •Notices of the August 28
meeting were sent to property owners impacted by the
Barto project, and the Affidavit of Mailing is on file
in the Clerk's office.
Mayor Hertzog introduced Mr. E. R. Wilkinson, Special
Representative, Division of Oil and Gas, State of
California, 245 West Broadway, Suite 475,'Long Beach.
Mr. Wilkinson gave a slide presentation on oil producing
methods and explained the various processes depicted
on the slides. He also commented on the State's regula-
tions concerning oil production. Mr. Wilkinson answered
questions from the audience concerning the slide pre-
sentation and the Barto condominium project as it
relates to the adjacent oil field.
ADJOURNMENT At 8:50 p.m., the Mayor adjourned the meeting to Septem-
ber 3, 1985, at 4:00 p.m., in the fifth floor Conference
Room of City hall, for the purpose of holding a closed
session to discuss personnel matters.
