HomeMy WebLinkAbout08/25/1986 - Adjourned City Council Meeting46 ADJOURNED MEETING OF THE CITY COUNCIL CITY OF COSTA MESA AUGUST 25, 1986 The City Council of the City of Costa Mesa, California, met in adjourned regular session on August 25, 1986, at 2:05 p.m., in the Council Chambers of City Hall, 77 Fair Drive, Costa Mesa. The meeting was duly and regularly ordered adjourned from the adjourned regular meeting of August 19, 1986, and a copy of the Notice of Adjournment was posted as required by law. The meeting was called to order by the Mayor. ROLL CALL Council Members Present: Hertzog, Schafer, Hall, Wheeler Council Members Absent: Hornbuckle Implementation The City Manager presented a resolution which will Of MOU implement the salary increases contained in the MOU, effective August 17, 1986. The resolution also provides for increases in part-time salaries to be effective the middle of September, 1986. Part-time salary increases range from 5 to 10 percent. MOTION On motion by Council Member Wheeler, seconded by Council Resolution 86-95 Member Schafer, Resolution 86-95, being A RESOLUTION OF Adopted THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ESTABLISHING THE BASIC PAY SCHEDULE, ESTABLISHING THE RATES OF PAY FOR CLASSIFICATIONS AND EMPLOYEES PLACED UNDER THE BASIC PAY SCHEDULE, was adopted by the follow- ing roll call vote: AYES: COUNCIL MEMBERS: Hertzog, Schafer, Hall, Wheeler NOES: COUNCIL MEMBERS: None ABSENT: COUNCIL MEMBERS: Hornbuckle Salary Range The City Manager presented a resolution which will Increase for increase by approximately 10 percent the top salary Executive range available for department and division heads. Classifications Council Member Wheeler stated that he could not vote for the resolution because it provides for a 10 percent increase for executive personnel while the average increase for the other.employees is only' -7 percent. Officials Present: City Manager, Personnel Director, City Clerk MOU/Employees The City Manager presented the Memorandum of Understand - Association ing (MOU) between the City and the Costa Mesa Employees Association, providing for wage and benefit increases for the next two years for job classifications in the Clerical, Maintenance, and Technical/Professional units. The wage increase for the first year provides for salary increases ranging from 5 to 10 percent. The average increase is approximately 7 percent. The City has also agreed to increase its contribution toward the employee medical plan costs by $14.00 per pay period. The wage increase for the second year is 6.25 percent for all classifications. MOTION A motion was made by Council Member Hall, seconded by MOU Received Mayor Hertzog, and carried 4-0, to accept and file the and Filed Memorandum of Understanding. MOTION On motion by Council,Member Hall, seconded by Council Resolution 86-96 Member Schafer, Resolution 86-96, being A RESOLUTION OF Adopted THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ESTABLISHING RATES OF PAY FOR EXECUTIVE JOB CLASSIFICA- TIONS, was adopted by the following roll call vote: AYES: COUNCIL MEMBERS: Hertzog, Schafer, Hall, NOES: COUNCIL MEMBERS: Wheeler ABSENT: COUNCIL MEMBERS: Hornbuckle Amendment to MOU The City Manager presented an amendment to the Memoran- with Fire Fighters dum of Understand (MOU) with the Costa Mesa Fire Association Fighters Association. The amendment provides for the City to pick up the three percent employee retirement contribution cost effective August 17, 1986, rather than July, 1987. MOTION On motion by Council Member Wheeler, seconded by Mayor Amended-MOU Hertzog, and carried 4-0, the amendment to the Memoran- Received and Filed dum of Understanding was received and filed. MOTION On motion by Council Member Hall, seconded by Council City Manager Member Wheeler, and carried 4-0, the City Manager was Authorized'to authorized to execute the terms and conditions of the Execute MOU Memorandum of Understanding with the Costa Mesa Employees Association.
