ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
CITY OF COSTA MESA
August 6, 1987
The City Council of the City of Costa Mesa, California,
met in adjourned regular session on August 6, 1987, at
6:30 p.m., in the fifth -floor Conference Room of City
Hall, 77 Fair Drive, Costa Mesa. The meeting was duly
and regularly ordered adjourned from the regular meeting
of August 3, 1987, and copies of the Notice of Adjourn-
irent were posted as required by law. The meting was
called to order by the Mayor.
COUNCIL MEMBERS PRESENT: Hall, Amburgey, ��heeler,
Hornbuckle, Buffa
COUNCIL MEMBERS ABSENT: Ibne
OFFICIALS PRESENT: City Manager, City Attorney,
City Clerk
The Mayor announced that the meting was adjourned to
continue discussion on the appropriations limit. The
City Manager explained the proposed measure to appear
on the ballot: "To provide more safety for the public,
to improve the condition of the City streets, curbs,
gutters, parkways and sidewalks, and to fund the
construction of new sidewalks for pedestrian safety
arra canmunity improvement, shall the appropriations
limit of the City of Costa Mesa be increased to the
amount of the actual proceeds of taxes received in each
year for the four fiscal years starting with the Fiscal
Year 1985-86?"
The City Manager explained that the increase in the
appropriations limit if approved by the voters shall be
for four years. The total appropriations limit for the
City for each of the four years shall be the amount
calculated by the usual method plus all additional
proceeds of taxes actually received each year above the
appropriations limit thus calculated.
The City Manager recammnded that the additional pro-
ceeds of taxes authorized for appropriation by the
masure shall be used as follows:
(a) 50 percent of the funds shall be allocated for
street maintenance projects throughout the City.
(b) 30 percent of the funds shall, be allocated for the
replacement of damaged curbs, gutters, parkway
trees and sidewalks throughout the City.
(c) 20 percent of the funds shall be allocated for the
construction of new sidewalks, throughout the City
with priority hereby granted to the construction
of sidewalks where currently missing on the "Safe
Route Tb School" plan on arterial highways for
pedestrian safety.
The City Manager also recanmended that to insure that
the funds appropriated by reason of an election masure
would constitute an increased level of public safety,
that an amount not less than $1,500,000.00 for street
maintenance, and $437,000.00 for curb, gutter, parkway
tree and sidewalk replacement be annually appropriated
in addition to the excess over the appropriations limit.
These amounts were arrived at by averaging the budgeted
amounts for these items for the past four years.
Council Member Wheeler expressed his wish that funds
in the budget not be shifted and wanted to be sure that
the usual budget funds were spent in addition to any
funds released by the election measure if it is passed
by the voting public.
Jan Luymes, 592 -Park Drive, Costa Mesa, asked whether
or not the citizens could submit areas that they would
like to see improved, and the answer was yes; arra she
said that there were major parts of the city that were
in need of improvement.
Mark Knrando, 582 Park Drive, Costa Mesa, was in agree-
ment with staff's proposal.
John Feeney, 1154 Dorset Lane, Costa Mesa, said that he
would prefer that the excess appropriations be returned
to the people.

Council Member Wheeler expressed the desire to write the
opposing argument to the election measure, and Council
was in total agreement.

COMMENTS
There were no Councilmanic Comments and Suggestions,
with one exception, Council Member Hornbuckle requested

that her topic of late Council meetings discussed in a
Council Meetings

of a future study session, and the City Manager agreed
to so schedule this topic.
