HomeMy WebLinkAbout10/20/1988 - City Council Special MeetingF SPECIAL JOINT MEETING OF THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY OF THE CITY OF COSTA MESA OCTOBER 20, 1988 At the call of the Mayor, the City Council of the City of Costa Mesa, California- met in special session with the Costa Mesa Redevelopment Agency on October 20, 1988, at 6:30 p'.m „ in the Police Auditorium, 99 Fair Drive, Costa Mesa. Notice of the special meeting was posted as ,required by law. The meeting was called to order by Mayor Hall and Agency Chairman Buffa. ROLL CALL AGENCY MEMBERS,PRESENT: Buffa, Hornbuckle, Amburgey: Hall, Wheeler AGENCY MEMBERS ABSENT: None ,COUNCIL MEMBERS,PRESENT: Hall- Amburgey, Wheeler, Hornbuckle, Buffa COUNCIL MEMBERS ABSENT: None Disposition and Dispostion and Development Agreement between the Rede - Development Agreement velopment Agency and Triangle Square Associates, 33161 Redevelopment Agency/ Camino Capistrano, Suite "A', San Juan Capistrano Triangle Gquare regarding the proposed sale by the Agency to Triangle Associates Square Associates, of property in the block bounded by 19th Street, Newport Boulevard, and,Harbor Boulevard. The Affidavits of Publishing and Mailing are on file in the Redevelopment Agency office. ANNOUNCEMENT Redevelopment Agency Chairman Buffa advised the audience :that the Redevelopment Agency and the developer have .requested withdrawal of all actions pertaining to the Triangle Square project and the property bounded by 19th 'Street, Newport Boulevard,: and Harbor Boulevard. He 'then asked the Executive Director to comment on this ,request. Redevelopment Agency Executive Director Roeder confirmed the requests to withdraw any actions at this time and referred to a letter received from Gerald Klein, Managing OFFICIALS PRESENT: City Manager, Citv 7,ttorney. Deputy City Manager/Develop- ment Services, City Clerk PUBLIC HEARINGS This was the time and place set for:the following public hearings: PA -88-131 and Planning Action PA-88-131'and Redevelopment Action RA -88-08 RA -88-08 for Gerald Klein, Trianglq.'Square Associates, Klein/Redevelop- 33161 Camino Capistrano, Suite "A':., San Juan Capistrano, ment Agency authorized agent for Costa Mesa,Redevelopment Agency, for final planned development -review for a commercial development of approximately 185,000 square feet con- sisting of a combination of retail, theaters, and restaurant uses; with a variance from site coverage and a Conditional_ -:Use Permit to deviate from the shared parking standards, on property bounded by 19th Street. Newport Boulevard, and Harbor Boulevard, in a C2 (PDC pending) zone. Environmental Determination: Supplemental EIR 1026 certified in December, 1985. He stated that it is the Redevelopment Agency's desire to examine concerns previously presented by property owners before further action is recommended on these matters. There being no public speakers, the Mayor closed the public hearings. MOTION A mention was made by Council Member Hornbuckle, seconded PA -88-131 and by Council Member Wheeler, and carried 5-0, to withdraw RA -88-08 Planning Action.PA-88-131 and Redevelopment Action Withdrawn RA-88-08� MOTION On motion by Council Member Hornbuckle, seconded by Agreement Council Member Wheeler, and carried 5-0, the,Disposition Withdrawn and ,Development Agreement between the Redevelopment Agency and Triangle Square Associates, was withdrawn. ADJOURNMENT At 6:35 p.m. Mayor Hall adjourned the meeting to an adjourned regular meeting on October 20, 1988, immedi- ately following the Redevel envy meeti g .'
