CITY OF COSTA MESA
OCTOBER 8, 1990
The City Council of the City of Costa Mesa, California,
met in special session on October 8, 1990, at 5:20 p.m.,
in.the fifth floor Conference Room of City Hall, 77 Fair
Drive, Costa Mesa. Notice of the special hearing was
given as required by law. The meeting was called to
order by the Mayor.
ROLL CALL COUNCIL MEMBERS PRESENT: Mayor Peter Buffa
Vice Mayor Mary Hornbuckle,
Council Member Ory Amburgey
Council Member Sandra Genis
COUNCIL MEMBERS ABSENT: Council Member Edward Glasgow
OFFICIALS. PRESENT: City Manager Allan Roeder
City Attorney Thomas Kathe
Finance Director Susan Temple
City Clerk Eileen Phinney
The City Manager recommended that Council consider the
agreement with CIC Research, Incorporated, for a survey
and analysis of the Festival of Britain in open session,
and following that to consider in closed session the
performance and salary compensation for both the City
Manager and the City Attorney. The Council concurred
with the recommendation.

The City Manager presented a proposal from CIC Research,

Incorporated, 1215 Cushman Avenue, San Diego, to prepare
an Economic Impact Analysis of the 1990 Festival of

Britain at a cost of $12,500.00.

The City Manager reported that options were available for
gathering the data required which would show the impact
that the Festival of Britain has on sales tax revenues.
He stated that this analysis could be performed by the
Festival of Britain management; the City; or an outside
firm. He felt that it was important for the City to
know what the impact would be. The Finance Director
answered questions from the -.Council.
Council Member Amburgey_ was of the opinion that if the
management of the Festival of -Britain were planning to
do a survey and analysis of the impact of the Festival,
then he was in favor of letting them do it instead of
the City.
MOTION
After discussion, a motion was made by Vice Mayor
Proposal Approved
Hornbuckle, seconded by Council Member Genis, to approve
the proposal from CIC Research, Incorporated, in an
amount not to exceed $12,500.00. The motion carried by
the following roll call vote:
AYES: COUNCIL MEMBERS: Buffa, Hornbuckle, Genis
NOES: COUNCIL MEMBERS: Amburgey
ABSENT: COUNCIL MEMBERS: Glasgow
ADJOURNMENT TO
At 6:00 p.m., the Mayor declared the meeting adjourned
CLOSED SESSION
to closed session, and the City Clerk was excused from
the meeting.
Reviews for Manager
The purpose of the closed session was to review the
and Attorney
performances of the City Attorney and City Manager.
Council Member Council Member Genis left the meeting following the
Genis Left City Attorney's performance review. The Council then
reviewed the City Manager's performance.
MEETING RECONVENED At 7:20 p.m., the Mayor reconvened the special meeting
and the following action was taken:
Motion to Approve A motion was made by Vice Mayor Hornbuckle, seconded
Salary Increase for by Mayor Buffa, to approve an 11.25 percent (9 pay
City Attorney ranges) salary increase for the City Attorney. The

ABSENT: COUNCIL MEMBERS: Genis, Glasgow
Three affirmative votes were required for approval
pursuant to Section'2-47 of the Costa Mesa Municipal
Code.
MOTION A motion was made by Vice Mayor Hornbuckle, seconded
Approved Salary by Mayor Buffa, to approve an 11.25 percent (9 pay

ABSENT: COUNCIL MEMBERS: Genis, Glasgow
Staff Directed to Council requested the Personnel Director to prepare a
Prepare a Report report reflecting the above action and depicting how

October 15, 1990 data. Staff was also requested to place this item on
the Agenda for the regular City Council meeting of
October 15, 1990, so that Council could take additional
action if it so desired.
ADJOURNMENT The Mayor declared the meeting adjourned at 7:35 p.m.
