HomeMy WebLinkAbout05-08 - Council Meeting Order of Business and Scheduling, Rescinding Reso 01-47, and Reso 89-126M RESOLUTION NO. 05-8 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, CONCERNING COUNCIL MEETING ORDER OF BUSINESS AND SCHEDULING AND RESCINDING RESOLUTION NO. 01-47 AND RESOLUTION NO. 89-126. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the City Council has determined that it would expedite the Council's business and be more convenient and informative to the public to revise Council meeting agendas as shown below; and WHEREAS, the City Council has determined that holding closed sessions prior to the start of regular business will reduce costs and enhance Council consideration of closed session items; and WHEREAS, the City Council has determined that holding City Council meetings on Tuesday evenings will contribute to the conduct of the public's business by allowing additional time for public review of agenda materials prior to City Council meetings and facilitate public participation in items of City business by removing scheduling conflicts between City Council meetings and Planning Commission meetings. NOW, THEREFORE, BE IT RESOLVED: 1. The order of business and item matter descriptions for Council meeting agendas shall be as follows: (a) Closed Session items (b) Pledge of Allegiance to the Flag (c) Moment of Solemn Expression (d) Roll Call and Call to Order (e) Special Presentations (f) Public Comments (g) Consent Calendar (h) Public Hearings (i) Old Business (j) New Business (k) City Attorney's Reports (1) City Manager's Reports (m) Council Member's Reports, Comments and Suggestions (n) Adjournment 2. (a) The City Council will hold regular meetings on the first and third Tuesdays of each month at the hour of 6:30 p.m., except that there shall be no meeting on the third Tuesday in December. Preceding each regular meeting, the City Council will hold a study session commencing at or about 5:30 p.m., as set forth in Costa Mesa Municipal Code section 2-40. (b) If there are one or more closed session items, the regular meeting will be convened at 5:00 p.m. for consideration of those closed session items, and then will be recessed for the study session preceding the regular meeting. The regular meeting shall then be reconvened at 6:30 p.m. (c) "Except by majority vote of the City Council, the City Council shall conclude meetings by 12:00 midnight. The determination of whether to continue the meeting or adjourn the meeting shall be made at the conclusion of the item of council N business ending after 11:45 p.m. and nearest to midnight. In the event there is unfinished business on the Agenda, the Council will continue any remaining items of unfinished business to the next Regular Meeting of the City Council, or to a Special Meeting at the option of the City Council." 3. The City Council will hold regular study session meetings on the second Tuesday of each month at the hour of 4:30 p.m. These study sessions are in addition to the study sessions that occur during the hour preceding regular Council meetings on the first and third Tuesdays of each month. 4. The presiding officer, or a majority of the Council Members present and voting, may change the order of business at any time during the meeting; however, business will be considered in the order shown unless modified as provided for herein. 5. Any item of business removed from the Consent Calendar to permit separate discussion shall be discussed and voted upon immediately following Council action on the remainder of the Consent Calendar unless the item is continued to a later date by majority vote of the Council Members present and voting. 6. Each speaker during Oral Communications shall be limited to three (3) minutes; provided, however, that this time may be extended for good cause by the presiding officer, or by majority vote of the Council Members present and voting. 7. At the study sessions, members of the public will be allowed to address the Council for Oral Communications for a total of one (1) minute for each person and an overall total of ten (10) minutes, provided, however, that this time may be extended for good cause by the presiding officer or by majority vote of the Council members present and voting. 3 8. This resolution supersedes Council Resolution No. 01-47 and Resolution 89-126, both of which are hereby rescinded. BE IT FINALLY RESOLVED that this resolution shall take effect and be in full force immediately after its adoption by the City Council.
