CITY OF COSTA MESA
JUNE 8, 1992
The City Council of the City of Costa Mesa, California, met in
special session June 8, 1992, at 3:57 p.m., in the fifth floor
Conference Room of City Hall, 77 Fair Drive, Costa Mesa. Notice
of the special meeting was given as required by law. The meeting
was called to order by the Mayor following the special Study
Session which began at 12 noon and was called to discuss the
Preliminary City Budget for fiscal year 1992-93.

South Coast The Mayor announced that the special meeting was being held to
Symphony/Fairview discuss and take action on a request from South Coast Symphony to
Park Concerts use Fairview Park for four pop concerts during August and
September, 1992.
Council Member Council Member Buffa left the meeting room because he was
Buffa Left abstaining from voting on any Council action.
The City Manager reported that the proposal had been reviewed by
the Fairview Park Committee and that the City Attorney had
prepared a contract.
The Community Services Director explained the proposal in detail:
parking plans include use of the Estancia High School parking lot,
keeping the parking on the west side of the street, using the dirt
areas, and prohibiting parking on the turf; temporary lighting will
be installed, although there is security lighting in the park;
dismantling of concert equipment will be done immediately after the
concert so the park will be completely open to the public on the
following day; and the concert area will be located in the middle of
the improved area in the southeast section of the west side of the
park. The City Attorney answered questions regarding insurance
concerns.
Doreen Hardy, Executive Director of South Coast Symphony, 1631
Sunflower Avenue, Suite C-45, Santa Ana, answered questions from
Council.
MOTION On motion by Council Member Erickson, seconded by Vice Mayor
Request Approved Genis, and carried 4-0, Council Member Buffa absent, the request
from South Coast Symphony was approved subject to the following
changes: Attachment B, No. 6, the concert shall end by 10:00 p.m.;
No. 13, delete "along the bike trails"; No. 14 was deleted; and the
Mayor was authorized to sign the contract.
ADJOURNMENT The Mayor adjourned the meeting at 4:15 p.m.
