HomeMy WebLinkAbout09/30/1992 - City Council Special Meeting/sem 44 SPECIAL MEETING OF THE CITY COUNCIL CITY OF COSTA MESA SEPTEMBER 30, 1992 The City Council of the City of _Costa Mesa, California, met in special session September 30, 1992, at 5:30 p.m., in the fifth floor Conference Room of City Hall, 77 Fair Drive, Costa Mesa. Notice of the special meeting was given as required by law. The meeting was called to order by the Mayor. ROLL CALL Council Members Present: Mayor Mary Hornbuckle Council Member Buffa Council Member Jay Humphrey Council Member Joe Erickson Council Members Absent: Officials Present: Vice Mayor Genis City Attorney Thomas Kathe City Clerk Eileen Phinney OLD BUSINESS The City Clerk presented Ordinance 92-15 for second reading and Amendment to PERS adoption, which relates to approval of an amendment to the Public Contract Employees' Retirement System (PERS) contract. On motion by Council Member Humphrey, seconded by Council Member MOTION Erickson, Ordinance 92-15, AN ORDINANCE OF THE CITY Ordinance 92-15 ! COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, TO Adopted APPROVE AN AMENDMENT TO THE CONTRACT BETWEEN THE CITY OF COSTA MESA AND THE BOARD OF ADMINIS- TRATION OF THE PUBLIC EMPLOYEES' RETIREMENT SYSTEMS, was given second reading and adopted by the following roll call vote: AYES: Hornbuckle, Buffa, Humphrey, Erickson NOES: None ABSENT: Genis CITY ATTORNEY The City Attorney reported that the Costa Mesa Golf and Country REPORT Club liquor license has been transferred to the new operators; and Golf Course that there was a willingness to settle the case, Tim Green v. Orville Amburgey, et al., Orange County Superior Court Case No. 63-93- 04. COUNCIL Council Member Humphrey requested that the Red Ribbon Week COMMENTS Proclamation be listed on the agenda for October 19, 1992. Red Ribbon Week Council Member Humphrey would like to_ see addressed at a Council Access for the meeting the progress: being made by the Cif' -y ---regarding the handicap Handicapped access requirements and the 90 -day compliancezequirement. The City Attorney said that the American Disal ilities Act (ADA) City Council Report was in .the process of being Completed; and the Board of Appeals for Building, Housing, ,; and Fire Codes, and Building Access for the Physically Handicapped will be voting on the report at their meeting on October 20, 1992. Discussion ensued on the starting date of the 90 -day compliance requirement, and the following three actions are required to comply with the ADA transition plan: obtain an architect to draft the plans; let the bid or bids; and commence with corrections. 1 Council Member Humphrey mentioned that Assistant Development Services Director/Building Tony C'De Baca appears as a voting member of the Appeals Board rather than a nonvoting staff member in the draft rules 'and regulations, and this should be corrected. Discussion was held to determine which Council meeting agenda should list this item, mainly toreport and discuss the status of the handicap access corrections. It was decided to schedule it for the Council meeting of October 19, 1992. The Mayor suggested, and it was agreed upon,' to place this item under New Business and have the City Manager give a report on the progress relative to State and Federal regulations. Orange County An announcement was made that the County of Orange was holding Meeting Regarding a neighborhood , meeting at 7:00 p.m. this evening at the the 19th Street Neighborhood Community Center, 1845 Park Avenue, Costa Mesa, Bridge regarding the proposed West 19th Street Bridge.
