HomeMy WebLinkAbout11/23/1992 - City Council Special Meeting_28 ROLL CALL NEW BUSINESS LeagueRepresentation on the Board of SCAQMD MOTION Resolution 92-96 Adopted ADJOURNMENT TO CLOSED SESSION CITY ATTORNEY REPORT Irvine Business Center SPECIAL MEETING OF THE CITY COUNCIL CITY OF COSTA MESA NOVEMBER 23, 1992 City Council of the City of Costa Mesa, California, met in al session November 23, 1992, at 6:55 p.m.; immediately wing the 4:00 p.m. Study Session, in the fifth floor Conference n of City Hall, 77 Fair Drive, Costa Mesa. Notice of the al meeting was given as required by law. The meeting was d to order by the Mayor. Members Present: Mayor Mary Hornbuckle Vice Mayor Sandra Genis Council Member Peter Buffa Council Member Jay Humphrey Council Member Joe Erickson Members Absent: None Present: City Manager Allan Roeder City Attorney Thomas Kathe Public Services Director William Morris Deputy City Clerk Mary Elliott The Deputy City Clerk presented a resolution requesting the Orange County Division, League of California Cities, to convene the City Selection Committee regarding the Division's representation on the board of the South Coast Air Quality Management District. The City Manager gave a brief review of his Agenda Report dated November 19, 1992. A motion was made by Council Member Buffa, seconded by Vice Mayor Genis, to adopt Resolution 92-96, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, REQUESTING THE ORANGE COUNTY DIVISION OF THE LEAGUE OF CALIFORNIA CITIES TO CONVENE THE CITY SELECTION COMMITTEE REGARDING THE DIVISION'S REPRESENTATION ON THE BOARD OF THE SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT, . (SCAQMD); directing staff to forward copies of the resolutior ;to -flit. League's Orange County Division and to the Mayor and Councils of all Orange County cities. The motion carried by the following roll call vote: AYES: Hornbuckle, Denis, Buffa, Humphrey, Erickson NOES: None ABSENT: None At 7:00 p.m., the Deputy City Clerk was excused, and the Mayor adjourned the meeting to a closed session pursuant to Government Code Sections 54957 and 54956.9(c), for performance evaluations of the City Manager and City Attorney, and- to decide whether to initiate litigation concerning the Environmental Impact Report for the Irvine Business Complex. By a vote of 5-0, the City Council instructed the City Attorney not to commence litigation challenging the Environmental Impact Report (EIR) for the Irvine Business Center, based on a proposed agreement 1 MOTION/Litigation offered by the City of Irvine to study and mitigate traffic impacts on EIR Tabled from the project.
