HomeMy WebLinkAbout12/13/1993 - City Council Special Meeting4 SPECIAL MEETING OF THE CITY COUNCIL CITY OF COSTA MESA DECEMBER .13, 1993 The City Council of the City of Costa Mesa, California, met in special session December 13, 1993, at 3:30 p.m., immediately preceding the regular City Council Study Session, in the fifth floor Conference Room of City Hall, 77 Fair Drive, Costa Mesa. Notice of the special meeting was given as required by law. The meeting was called to order by the Vice Mayor. ROLL CALL Council Members Present: Vice Mayor Jay Humphrey Council Member Mary Hornbuckle Council Member Peter Buffa Council Member Joe Erickson Council Members Absent: Officials Present: Mayor Sandra Genis (arrived at 3:35 p.m.) City Manager Allan Roeder City Attorney Thomas Kathe Personnel Director Steve Hayman Deputy City Clerk Mary Elliott ANNOUNCEMENT Vice Mayor Humphrey announced that the agenda items would be taken out of order, that is, closed session items would be discussed prior to New Business No. 1. REPORTS/Request The City Attorney requested a closed session pursuant to for Closed Session: Government Code Sections 54957 and, 54957.6 to discuss the Police Association; following items: Negotiations with the Costa Mesa Police and Performance Association, and job performance evaluations for the City Manager Evaluations and City Attorney. ADJOURNMENT TO The Deputy City Clerk was excused, and Vice Mayor Humphrey CLOSED SESSION 'adjourned the meeting to a closed session to consider the items announced by the City Attorney. (Mayor Genis arrived immediately after closed session commenced.) The Personnel Director was excused after discussion of negotiations with the Costa Mesa Police Association. . MEETING The Mayor reconvened the special meeting at 4:30 p.m., and the RECONVENED actions taken during closed session were announced. Police Association In regard to negotiations with the Costa Mesa Police Association, Negotiations Council directed the City Manager to extend the offer on terms recommended by the City Manager. Job Performance Job performance evaluations , were given to the City Manager and Evaluations City Attorney by the City. Council. No action was taken. NEW BUSINESS The Deputy City Clerk presented a policy statement regarding reuse El Toro Marine Corps of the El Toro Marine Corps Air Station. The City Manager Air Station submitted a draft letter outlining various policy objectives relating to the El Toro Marine Corps Air Station Reuse Plan, reporting that the objectives were based on Councils' comments at the Study Session of November 8, 1993: Council Member Buffa stated that while the letter covered the basic issues, he felt it could be shortened to be more concise and direct. He offered minor amendments to the letter MOTION for Council consideration. A motion was made by Council Member Approved Revised Hornbuckle, seconded by Council Member Buffa, and carried 5-0, Letter for Submittal to approving the revised letter to be signed by the Mayor, and directing Board of Supervisors that it be forwarded to the Orange County Board of Supervisors.
