HomeMy WebLinkAbout04/08/1996 - City Council Special Meeting1 SPECIAL MEETING OF THE CITY COUNCIL CITY OF COSTA MESA APRIL 8, 1996 The City Council of the City of Costa Mesa, California, met in special session April 8, 1996, at 6:02 p.m., in first floor Conference Room A, City Hall, 77 Fair Drive, Costa Mesa, following the regular , Redevelopment Agency meeting. Notice of the special meeting was given as required by law. The meeting was called to order by the Mayor. ROLL CALL Council Members Present: Mayor Joe Erickson Mayor Pro Tem Peter Buffa Council Member Mary Hornbuckle Council Member Sandra Genis Council Member Gary Monahan Council Members Absent: None Officials Present: City Manager Allan Roeder City Attorney Thomas Kathe Assistant to the City Manager Ann Gyben Deputy City Clerk Mary Elliott ORAL COMMUNI- CATIONS There were no speakers under Oral Communications. OLD BUSINESS The Deputy City Clerk presented a request from Rich Shapiro, "Imagination Celebra- Triangle Square, to install 23 Orange County Department of tion" Banners at Education's "Imagination Celebration" banners around the perimeter Triangle Square of Triangle Square until May 6, 1996. The Assistant to the City Manager reviewed the Agenda Report dated April 4, 1996. Rich Shapiro explained that he arranged for the banners to be installed on April 1, 1996; however, when he was informed that Council approval was. needed, he contacted the installer and found that the banners had already been hung. Mr. Shapiro recommended, that the City's regulations be amended so that the same banners for the same events would not have to be approved each year. MOTION On motion by Mayor Pro Tem Buffa, seconded by Council Member Banners Approved Genis, and carried 5-0, the request for banners was approved. Council Member Hornbuckle asked that staff bring back the banner policy for Council review whenever convenient. The City Manager mentioned that he expects to receive another request for a change in the banner policy since there may be those in one or more areas in the City that want to exclude banners altogether.
