AND REDEVELOPMENT AGENCY
CITY OF COSTA MESA
FEBRUARY 10, 1997
The City Council and the Redevelopment Agency of the City
of Costa Mesa, California, met in special joint session
February 10, 1997, at 6:50 p.m., following the regular
5:30 p.m. Agency meeting, in first floor Conference Room A,
City Hall, 77 Fair Drive, Costa Mesa. Notice of the special
joint meeting was given as required by law. The meeting
was called to order by Agency Chairman/Mayor Pro Tem
Monahan.

NEW BUSINESS The Redevelopment and Housing Manager presented a
1996-97 synopsis of the Agenda Report dated February 10, 1997,
HOME/Redevelop- concerning the Fiscal Year 1996-97 HOME/Redevelopment
ment Acquisition Acquisition and Rehabilitation project which was continued
and Rehabilitation from the special joint meeting held on January 13, 1997.
Housing Project Proposals received from Civic Center Barrio Housing
Corporation and Jamboree Housing Corporation were
discussed at the January meeting, and the Agency/Council
Members requested additional time to review two
alternatives:
Alternative 1: Utilizes a combination of original NOFA
(Notice of Funds Available) funds in the amount of
$633,300.00, plus $26,700.00 Rental Rehabil tation funds
to undertake a total of 12 units. Total assistance is-.
$660,000.00, or $55,000.00 per unit.
Alternative 2: Utilizes the original NOTA funds in the .
amount of $633,300.00 plus $292,000.00 in Rental
Rehabilitation and carry-over funds, which - allows
assistance for 16' units..Total assistance is $925,000.00,
or $57,800 per unit.
Staff's evaluation in the Agenda Report states that both
alternatives are Within Civic Center Barrio Housing
Corporation's capacity to complete the project within the
next fiscal year; however, the second alternative is the
preferred option since excess HOME/Redevelopment funds
are available, allowing the City to complete more units.
Mayor Pro Tem/Agency Chairperson Monahan referred to
Alternative 2 in that it mentions $292,000.00 in Rental
Rehabilitation and/or HOME carry-over funds. The
Redevelopment and Housing Manager clarified the proposal
which originally envisioned taking $300,000.00 from the
Rental Rehabilitation Program. Because of the current
moratorium on the program, approximately $500,000.00 is
available. Due to negotiations on the current HOME projects,
and one project dropped late last year, $300,000.00 is now
available in carry-over funds. Some of those funds could be
used for this project instead of using all Redevelopment
funds. She confirmed that Alternative 1 would take care of
the necessary set-aside funds.
MOTION/Selected On motion by Council/Agency Member Somers,
Alternative 2 seconded by Council/Agency Member Erickson, and
carried 5-0, Alternative 2 was selected for the 1996-97
HOME/Redevelopment Housing project, and the City
Manager/Agency Executive Director was authorized to enter
into and make ' minor modifications to an Exclusive
Negotiating Agreement with Civic Center Barrio Housing
Corporation, subject to approval by the City Attorney.
ADJOURNMENT At 6:55 p.m., the Mayor Pro Tem/Agency Chairperson
declared the special joint meeting adjourned.
