SPECIAL JOINT MEETING OF THE CITY COUNCIL
AND REDEVELOPMENT AGENCY
CITY OF COSTA MESA
AUGUST 10, 1998
The City Council and the Redevelopment Agency of the City
of Costa Mesa, California, met in special joint session on
August 10, 1998; at 5:00 p.m., in conjunction with the
regularly scheduled Redevelopment Agency meeting, in first
floor Conference Room A, City Hall, 77 Fair Drive, Costa
Mesa. Notice of: the special joint meeting was given as
required by law. ; The meeting was called to order by
Mayor/Agency Member Buffa.

Amended and The Redevelopment and Housing Manager summarized the
Restated HOME Agenda Report dated July 20, 1998, which states that in
Fund Reservation July, 1997, the City Council and Redevelopment Agency
and Implementation entered into a HOME Fund Reservation Agreement to
Agreement establish allocations of HOME funds for fiscal years 1994
through 1998, which were committed to affordable housing
projects. Since that time, all HOME funds have been spent
on single-family housing rehabilitation loan and - -grant
programs.
The Agenda Report also includes a suggestion by the U. S.
Department of Housing and Urban Development (HUD) that
an agreement be created and approved which offers a
schedule for commitment and disbursal for each HOME grant
year, and describes how the funds will be expended.
The Redevelopment and Housing Manager introduced Special
Counsel Celeste Brady, of Stradling, Yocca, Carlson & Rauth,
who drew up the agreement.

After brief discussion, a motion was made by Mayor/Agency
Member Buffa, seconded by Council/Agency Member Somers,
and carried 3-0, approving the Amended and Restated HOME
Fund Reservation and Implementation Agreement; and
authorizing the Mayor and Agency Chairperson to sign on
behalf of the City and Redevelopment Agency.
Mayor/Agency Member Buffa declared the meeting adjourned
at 5:10 p.m.
