HomeMy WebLinkAbout09/14/1998 - City Council Special Meeting - Redevelopment Agency46 SPECIAL JOINT MEETING OF THE CITY COUNCIL AND REDEVELOPMENT AGENCY CITY OF COSTA MESA SEPTEMBER 14, 1998 The City Council and the Redevelopment Agency of the City of Costa Mesa, California, met in special joint session on September 14, 1998, at 4:45 p.m., in conjunction with the regularly scheduled Redevelopment Agency meeting, in Conference Room 1-A of City Hall, 77 Fair Drive, Costa Mesa. Notice of the special meeting was given as required by law. The meeting was called to order by Mayor/Agency Member Buffa ROLL CALL Council/Agency Members Present: Mayor/Agency Member Peter Buffa Mayor Pro Tem/Agency Chair- person Gary Monahan Council Member/Agency Vice Chairperson Libby Cowan Council/Agency Member Joe Erickson Council/Agency Member Heather Somers Council/Agency Members _ Absent: None Officials Present: City Manager\Agency Executive Director Allan Roeder City/Agency Attorney Thomas Kathe Redevelopment and Housing Manager Muriel Ullman Assistant City Engineer Ernesto Munoz Budget and Research Officer Carol Jacobs Accounting Supervisor Diane Butler PUBLIC HEARING The Redevelopment and Housing Manager presented the Habitat for Purchase and Sale Agreement between the City and the Humanity Redevelopment Agency transferring City -owned property at 212 Del Mar Avenue to the Redevelopment Agency for an affordable housing project by Habitat for. Humanity, Inc. The City Engineer summarized his Agenda Report dated September 14, 1998: In December, 1997, staff was directed to set aside --four surplus City -owned parcels at 212 Del Mar Avenue, - 2152 Maple Street, and 570 and 574 Victoria Street, in connection with negotiations between the Agency -and Habitat for Humanity, Inc., to develop new single-family homes_ to be purchased by income -eligible home buyers. At - the same time, the Agency's Executive Director—was was authorized to 4'7 enter into real . property negotiations with Habitat for Humanity for disposition of the parcels and subsequent development. Staff obtained an appraisal of $35,000.00 for the property at 212 Del Mar Avenue; and negotiations on the three remaining properties continue between the City and Habitat for Humanity. The Redevelopment Agency has offered to purchase the site at 212 Del Mar Avenue from the City for $75,000.00 with funds available from the Fiscal Year 1997-98 budget appropriations. The original purchase was made with Gas Tax Fund money and, upon sale of the property, funds will revert back to that account. The Agency's Special Counsel, Celeste Brady, of Yocca, Carlson and Rauth, stated that details for implementation and development of all four parcels are included in the Purchase and Sale Agreement;, and the disposition for review by both the Agency and City Council under Redevelopment Law includes all four sites, as contained in the public hearing notice. She added that the City's resolution to approve the Purchase and Sale Agreement for 212 Del Mar Avenue also includes ,findings under Redevelopment Law that relate to the disposition of all four parcels. The City/Agency Attorney stated that the motion should be to approve the Purchase and Sale Agreement by adoption of the Resolution, and to authorize the City Manager/Agency Executive Director to make appropriate amendments reflecting the sale of property at 212 Del Mar Avenue. Mark Korando, representing Habitat for Humanity of Orange County, ' 8361 Westminster Boulevard, Suite 210, Westminster, hoped to have a house completed on the site and a family moved in by November 14, 1998. Ms., Brady stated that a new section should be added to the Purchase and Sale Agreement which establishes a sole discretion election by the Redevelopment Agency on whether to go forward with the three remaining parcels within a certain time -frame so that the entire agreement would not have to be redrafted. Anne Hogan Shereshevsky, 2152 Elden Avenue, Apt. No. 1, Costa Mesa, supported the proposed project. There being no other speakers, Mayor/Agency Member Buffa closed the public hearing. MOTION On motion by ,Mayor Pro Tem Monahan, seconded by Council Council Resolution Member Somers., and ,carried 5-0, City Council Resolution No. 98-78 Adopted 98-78 was adopted: A RESOLUTION OF THE CITY COUNCIL OF THE `CITY OF COSTA MESA, CALIFORNIA, APPROVING THE PURCHASE AND SALE AGREEMENT BETWEEN THE CITY OF COSTA MESA AND THE COSTA MESA REDEVELOPMENT AGENCY; CONSENTING TO THE AFFORDABLE HOUSING AGREEMENT BETWEEN THE COSTA MESA REDEVELOPMENT AGENCY. AND HABITAT FOR HUMANITY; AND MAKING CERTAIN OTHER FINDINGS IN CONNECTION THEREWITH; and the City Manager/Agency Executive Director and the City/Agency Attorney were authorized to amend the agreement as previously discussed. NEW BUSINESS The Redevelopment and Housing Manager reviewed the Police Officer Home Agenda Reports dated September 14, 1998: Buyer Assistance Program in 1997, the Redevelopment Agency adopted guidelines for its Home Buyer Assistance Program which is available to any first time buyer household. The City Council expressed interest in creating police officer programs to encourage officers to live in the City. Staff was directed to develop a City police officer home buyer assistance program with no income limits, housing affordability, or maximum purchase price restrictions, and incorporate it into the existing Agency program. She referred to a handout which compares the Agency and General Fund programs. MOTION On motion by Agency Chairperson Monahan, seconded by Adopted Agency Agency Member Buffa, and carried 4-1, Agency Vice Resolution 212-98 Chairperson Cowan voting no, Redevelopment Agency Resolution No. 212-98 was adopted: A RESOLUTION OF THE REDEVELOPMENT AGENCY FOR THE CITY OF COSTA MESA, ADOPTING THE HOME BUYER ASSISTANCE PROGRAM AND MAKING CERTAIN FINDINGS IN CONNECTION THEREWITH, with the inclusion of a police officer home buyer assistance component. MOTION On motion by Agency Chairperson Monahan, seconded by Approved Agency Agency Member Buffa, and carried 4-1, Agency Vice Budget Adjustment Chairperson Cowan voting no, Budget Adjustment No. 99-01 99-01 for $286,000.00 was approved to fund the Redevelopment Agency police officers home buyer assistance program. MOTION On motion by Mayor Pro Tem Monahan, seconded by Council Adopted Council Member Erickson, and carried 4-1, Council Member Cowan Resolution 98-79; voting no, the following action was taken: Approved Council Budget Adjustment Council Resolution 98-79 was adopted: A RESOLUTION OF 99-11; and THE CITY COUNCIL OF THE CITY OF COSTA MESA, Approved a Program CALIFORNIA, ADOPTING THE POLICE OFFICERS HOME Administrator BUYER ASSISTANCE PROGRAM; Budget Adjustment No. 99-11 for $356,000.00 was approved to fund the City's police officer home buyer assistance program; and U.S.E. Community Services Group was approved as program administrator. Council Member Cowan stated that she has been opposed to the police officer home buyer assistance program since its inception because the program is very expensive; it could open up opportunities for other unions or associations within the City to demand the same benefits; and to implement the program with the understanding that it makes Costa Mesa safer, creates issues of workers' compensation, overtime, and an "on-call" status for police officers. Council Member Erickson reported that several years ago, there were discussions on the Shalimar Drive area and "Cop on the Block" programs which proved to be very successful in controlling crime.', He supported the police officers program because he believed it would help to deter crime; however, he would not support the program for any other associations. 1 1 1 1 1 Council Member Somers was in favor of the program because she supported having more police officers, as well as other employees, reside in the City. She, believed it would create a higher level of City pride; she supported extending the program to other City associations and hoped the Fire Department would make a request to enter the program. She added that if an emergency arose, it would be helpful to the citizens to have City personnel living as close as possible. Mayor Pro Tem Monahan expressed his thanks to staff, particularly to the Redevelopment and Housing Manager, for their part in establishing the home buyer programs.
