SPECIAL CITY COUNCIL MEETING
CITY OF COSTA MESA
NOVEMBER 9, 1998
The City Council of the City of Costa Mesa, California, met
in special session on November 9, 1998, at 6:05 p.m.,
immediately following the regularly scheduled 4:30 p.m. City
Council Study Session, in Conference Room 1-A of City Hall,
77 Fair Drive, Costa Mesa. Notice of the special meeting
was given as required by law. The meeting was called to
order by Mayor Buffa.

After roll call was taken, the Deputy City Clerk was excused.
NEW, BUSINESS The City Attorney presented a request for closed session
Performance pursuant to Government Code Section 54957, to conduct
Evaluations Trailed performance evaluations for the City Manager and City
Attorney. Mayor Buffa trailed this item to the end of the
agenda.
CITY ATTORNEY The City Attorney presented . a request to hold a
REPORT closed session pursuant to Government Code Section
Sale of Surplus City 54956.8 to discuss the sale of surplus City -owned
Properties properties at 110 Del Mar Avenue and at 2600
Newport Boulevard. -
ADJOURNMENT TO At 6:10 p.m., the Mayor adjourned the meeting .to a ciosed
CLOSED SESSION session to discuss the two items announced by the _0ty
Attorney.
Mayor Buffa Left Mayor Buffa left the meeting at 7:15 p.m.
MEETING At 7:20 p.m., Mayor Pro Tem Monahan adjourned the closed
RECONVENED session to open session.
CITY ATTORNEY Mayor Pro Tem Monahan asked the City Attorney to report
REPORT on the action taken for New Business No. 1, Sale of surplus
Sale of Surplus City City -owned properties at 110 Del Mar Avenue and 2600
Properties Newport Boulevard.

MOTION The City Attorney, announced that by a vote of 4-1, Mayor
Gave Directions to Pro Tem Monahan voting no, the City Council gave direction
the City Manager to the City Manager to make a counteroffer to the Hanson
Family Trust on th'e items discussed, with authority to bring
a Purchase and Sale Agreement to the City Council for their
confirmation at the next available meeting.
NEW BUSINESS Mayor Pro Tem Monahan asked for motions relating to the
Performance performance evaluations of the City Manager and City
Evaluations Attorney.
MOTION Council Member Cowan moved that, in response to excellent
Compensation for performances and marketplace factors, compensation for the
for City Manager City Attorney should be adjusted to Step E, and the City
and City Attorney Manager's adjusted to Step F within their respective pay
was Increased ranges. Council Member Erickson seconded the motion
citing excellent performances by both. Council Member
Somers agreed with the comments and supported the
motion. Council Member Cowan stated that she recognized
the City Manager's comments regarding the marketplace,
felt it was important to keep staff in market competitiveness,
and believed a compensation adjustment is warranted by
both performance 'and the marketplace. The motion carried
4-0, Mayor Buffa absent.
The Personnel Services Director asked for clarification on the
effective date of the adjustment. Council Member Cowan
responded that it should take place immediately; and the
other Council Members concurred.
ADJOURNMENT Mayor Pro Tem Monahan declared the meeting adjourned at
7:25 p.m.
