HomeMy WebLinkAbout12/14/1998 - City Council Special Meeting124 ROLL CALL SPECIAL CITY COUNCIL MEETING CITY OF COSTA MESA DECEMBER 14, 1998 The City Council of the City of Costa Mesa, California, met in special session on December 14, 1998, at 6:15 p.m., in Conference Room 1-A of City Hall, 77 Fair Drive, Costa Mesa. Notice of the special meeting was given as required by law. The 'meeting was called to order by Mayor Monahan. Council Members Present: Council Members Absent: Officials Present:; Mayor Gary Monahan Mayor Pro Tem Libby Cowan Council Member Joe Erickson Council Member Heather Somers Council Member Linda Dixon None City Manager Allan Roeder City Attorney Thomas Kathe Personnel Services Director Steve Hayman arrived at 8:45 p.m. Deputy City Clerk Mary Elliott The City Council met in special session to interview 8 of 24 NEW BUSINESS Costa Mesa residents who applied for the position of Planning Planning Commissioner. Those interviewed were Flo Martin, Commissioner Andrew J. Barnes, Katie Pitcher Wilson, Craig W. Wilson, Interviews Katrina Anne Foley, Ryo Tanbara, Michael Dunn, and Christopher R. Colvin. The Mayor declared a recess at 8:25 p.m., and reconvened Recess the meeting at 8:30 p.m. On motion by ; Mayor Monahan,, secondod by Council MOTION Member Erickson, and carried 4-I, Council Member Somers Walter Davenport voting no, Walter Davenport was reappointed --for a four-year Reappointed term which will expire February 28, 2003. Mayor Monahan made a motion to. appoint Ed Hodges Motion to Appoint to the Planning Commission. The motion died for lack of a Ed Hodges Died for second. Lack of a Second A motion was ; made by Mayor MOTION Mayor Pro Tem ` Cowan, and Katrina Foley Katrina Foley to the Planning Appointed year term expiring February 28 the unexpired term of Linda February 28, 1999. Monahan, seconded by carried 5-0, appointing Commission for a four- , 2003, which includes W. Dixon which ends A motion was made by Council Member Somers, Motion to Appoint seconded by Mayor Pro Tem Cowan, to appoint Katie Katie Wilson Failed Wilson to the ;Planning Commission. The motion failed to Carry to carry 3-2, Council Members Monahan, Erickson, and Dixon voting no. 125 MOTION On motion by Council Member Erickson, seconded by Christopher Colvin Council Member Dixon, and carried 5-0, Christopher Colvin Appointed was appointed to the Planning Commission. MOTION/Colvin to A motion was made by Mayor Pro Tem Cowan, seconded by Replace Robertson Council Member Dixon, and carried 5-0, stipulating that Christopher Colvin shall fill the unexpired term of Charles Robertson which, ends February 28, 2001. ORAL COMMUNICA- Ernie Feeney, 1154 Dorset Lane, Costa Mesa, commended TIONS the Council on their interview procedures. NEW BUSINESS The City Attorney requested a closed session pursuant Recruitment for City to Government Code Section 54957 to discuss Attorney recruitment for a City Attorney, and interim City Attorney designation. ADJOURNED TO At 8:50 p.m., the Mayor adjourned the meeting to a closed CLOSED SESSION session to discuss recruitment and selection of a City Attorney. MEETING The Mayor reconvened the meeting at 9:15 p.m., and the RECONVENED action taken during closed session was announced. MOTION/Offered On motion by Mayor Pro Tem Cowan, seconded by Council Position to the Member Somers, and carried 5-0, Jerry Scheer, Assistant Assistant City City Attorney, was offered the City Attorney position Attorney commencing January 3, 1999, subject to negotiations by the City Manager and Mayor on a compensation package, and approval by the City Council at their meeting of December 21, 1998.
