REGULAR MEETING OF THE CITY COUNCIL
CITY OF COSTA MESA
MAY 1, 2000
The City Council of the City of Costa Mesa, California, met in
regular session May 1, 2000, at 6:30 p.m., in the Council
Chambers of City Hall, 77 Fair Drive, Costa Mesa. The meeting
was called to order by the Mayor, followed by the Pledge of
Allegiance to the Flag led by Council Member Erickson, and
invocation by Dr. Gary Barmore, Fairview Community Church.

MINUTES On motion by Council Member Erickson, seconded by Council
April 17, 2000 Member Dixon, and carried 4-0, Council. Member Somers
absent, the minutes of the regular meeting of April 17, 2000,
were approved as distributed.
ORDINANCES AND A motion was made by Council Member Erickson, seccnded by
RESOLUTIONS Council Member Dixon, and carried 4-0, to read all ordinances
and resolutions by title only.
PRESENTATION Mayor Monahan read a proclamation recognizing the Estancia
Estancia High High School CIF Division IV Champions for their athletic
School Soccer abilities, their championship season, and their unified spirit. He
Team presented commendations to members of the team who were in
Proclamation attendance, and introduced their coaches.
PRESENTATION Mayor Monahan read a proclamation recognizing the significant
National Small contributions of the small business community, and declared the
Business Week week of May 22 thru 26, 2000, as Small Business Week in the
Proclamation City of Costa Mesa.
PRESENTATION Mayor Monahan read a proclamation honoring Costa Mesa's
David Cline David Cline, President of Balboa Instruments, on being named
Proclamation "California Small Business Person of the Year by the United
States Small Business Administration". He proclaimed May 1,
2000, to be Balboa Instruments Day, and presented the
document to Mr. Cline. The National Small Business Week
proclamation was received by Deputy Small Business District
Director Rachel Branick.
PRESENTATION Mayor Monahan presented the Mayor's Award to Ivan Calderon
Mayor's Award in recognition of his commitment to the community through
business and volunteer efforts.
PRESENTATION Mayor Monahan commended the Costa Mesa Police Department
Neighborhood for hosting a Neighborhood Watch Meeting on April 28, 2000,

ORAL COMMUNI- Paul Bunney, 984 Linden Place, Costa Mesa, spoke about the

meeting to the signs which had been posted in the
neighborhood, and to telephone calls. He thanked Council
Members Somers and Dixon for their participation.
Janice Davidson, 1982 Arnold . Avenue, Costa Mesa,
representing the Westside Improvement Association, distributed
a survey pertinent to west side issues, and explained that
recent comments regarding the City Council's lack of interest in
the west side referred to the last several Councils, not only the
present one.
Eleanor Egan, 1893 Parkview Circle, Costa Mesa, reported the
need for improved code enforcement in the City, and noted that
.the Westside Improvement Association will work with the City
to clean up the west side. She announced that she is
cochairman of their Code Enforcement Committee, and will
press for intensive enforcement. Mrs. Egan revealed a program
for active participation in the wrest side cleanup.
Assembly Bill 1363 Greg Ziencina, 1296 Londonderry Street, Costa Mesa, a nursing
student at California State Long Beach, addressed Assembly Bill
1363, legislation which would establish school health centers in
the educational system. Most importantly, he stated that the
legislation would establish standards enabling the centers to
contract with health maintenance organizations. He encouraged
those interested in .the legislation to contact Senator Ross
Johnson, Assemblywoman Marilyn Brewer, or Governor Grey
Davis.
19th Street to the Robert Graham, 3260 Dakota Avenue, Costa Mesa,
Beach complimented Council Member Somers on her comments in the
Daily Pilot on April 8, 2000, regarding the EI Toro Marine Air
Corps Station, and related that issue to the extension of 19th
Street to Huntington Beach. He commented that documenta-
tion in opposition to the bridge should be updated, and noted
that the issue was intentionally omitted from the West Side
Specific Plana
Parkway Trees' Hilldegard Gonzalez, 1932 Pomona Avenue, Costa Mesa,
showed a photograph of her property when it was purchased in
1985, and indicated that she had planted six Ornamental Pear
trees in the parkway at that time. She complained about the
manner in which the trees had been trimmed by the City,
observing that several branches had been destroyed. She felt
that the City should address the blighted apartment buildings
across the street from her residence instead of mutilating her
trees.
West Side Density Campbell Davidson, 1982 Arnold Avenue, Costa Mesa, urged
Council to support the reduction of residential density on the
west side of Costa Mesa. He believed that new residential
development or redevelopment should be zoned R1 or, where
appropriate, R2. He suggested eliminating R3 and R2H zoning
from the Costa Mesa Municipal Code and amending the General
Plan to delete corresponding densities.
West Side Specific Mike Ontko, 3261 Dakota Avenue, Costa Mesa, wanted to

Millard Comments Martin Millard, 2973 Harbor Boulevard, Costa Mesa, reported
on the "drug dealer telephone booth" in Mesa North, stating
that it contains additional graffiti and should be declared a
public nuisance and removed from the property. He thanked
Council for repairing a broken wall in his neighborhood. Mr.
Millard commented that a housing component should be added
to the C. J. Segerstrom & Sons 93 -acre Home Ranch Project.
The Development Services Director confirmed that copies of the
environmental impact report for the Segerstrom project are on
file in the two local libraries, the Planning Division has several
copies to loan out, and copies are available for sale but the
price is quite high since the document is 800 pages.
Graffiti John Feeney, 1154 Dorset Lane, Costa Mesa, complained about
the "Family Mob" gang graffiti which continues to decorate his
neighborhood. He felt that the Costa Mesa gangs and slums
can be eliminated.

MOTION/Approved On motion by Council Member Erickson, seconded by Council

items were approved as recommended.
WARRANTS The following warrants were approved:
Approved Warrant Warrant Resolution 1794, funding Payroll 008 for
1794/Payroll 008 $1,615,233.21, and City operating expenses for
$728,926.18, including payroll deductions.
Approved Warrant Warrant Resolution 1795, funding City operating expenses
1795 for $1,273,817.92.

Alcoholic Beverage Alcoholic Beverage Control (ABC) License requests:
Licenses
Cafe Pascal, 3333 Bristol Street, Suite 2505, for an original
Type 41 ABC license (on -sale beer and wine for a bona fide
eating place).
Skosh Monahans, 2000 Newport Boulevard, for a person-to-
person transfer of a Type 47 ABC license (on -sale general for

MOTION/Received Mayor Monahan announced that he would abstain from voting

by Council Member Erickson, and carried 3-0, Council Member
Somers absent and Mayor Monahan abstaining, the reading
folder was received and filed.
PUBLIC HEARING The Deputy City Clerk announced that this was the time and
PA -99-36, Request place set for the public hearing to consider a request from C. J.
from Segerstrom Segerstrom & Sons, 3315 Fairview Road, Costa Mesa, to allow
for Pedestrian an additional 70 days of nighttime construction for the Bear
Bridge Nighttime Street pedestrian bridge (14 nights were originally approved
Construction under Master Plan Amendment PA -99-36), located at 3333
Bristol Street and 3333 Bear Street. The Affidavits of
Publishing and Mailing are on file in the City Clerk's office. No
communications were received. The Development Services
Director reviewed the Agenda Report dated April 25, 2000,
reporting that to date complaints had not been filed regarding
the project, and property owners, including residential, were
notified of the public hearing. He and the Public Services
Director responded to questions from Council.
David Wilson, representing C. J. Segerstrom & Sons, addressed
concerns by reporting that partial closure of Bear Street will be
accomplished in most cases by narrowing the number of lanes,
and the full blockage of traffic will be a rare event.
MOTION/Approved A motion was made by Mayor Pro Tem Cowan, seconded by
Request Council Member Erickson, and carried 4-0, to approve the
request from C. J. Segerstrom & Sons to allow 70 additional

days of nighttime construction, allowing Segerstrom to request
expanded hours of closure . on an as -needed basis, and
authorizing staff to close the project if citizen complaints are
received.
NEW BUSINESS The Deputy City Clerk presented a request from Costa Mesa -
Annual Lions Club Newport Harbor Lions Club, Inc., Post Office Box 10628, Costa
Fish Fry and Mesa, to waive the costs of police services and the provision of
Carnival picnic ,tables, chairs, and benches from City parks, associated
with the 55th Annual Lions Club Fish Fry and Carnival, at Orange
Coast College, June 2 thru 4, 2000. The Assistant to the City
Manager summarized the Agenda Report dated April 18, 2000.
Rod Cunha, 116 Industrial Way, Costa Mesa, President of the
Costa Mesa -Newport Harbor Lions Club, Inc., complimented
City staff on their cooperation.
MOTION/Approved A motion was made by Mayor Pro Tem Cowan, seconded by
Waiver Council Member Dixon, and carried 4-0, to waive the cost of
Police services and the provision of picnic tables, chairs, and
benches, in an amount not to exceed $9,000.00.
Council Member Erickson expressed appreciation to the Lions
Club for limiting the actual cost to the City in previous years,
and encouraged their efforts in this direction for the future.
CITY ATTORNEY'S The City Attorney requested a closed session pursuant to
REPORT/Request Government Code Section 54957.6 to discuss the following:
for Closed Session: negotiations with the Costa Mesa Firefighters Association
Firefighter Negotia- regarding their Memorandum of Understanding; and changes to
Ions; Executive the Executive Compensation Plan/Policy. Mayor Monahan
Compensation announced that closed session would be held at the conclusion
of regular business.
COUNCIL Council Member Dixon announced that the third annual Costa
COMMENTS/Costa Mesa Senior Citizens Artist ' Showcase will be held on
Mesa Senior Saturday, May 6, 2000, from 6:00 'p.m. to 10:00 p.m., at the
Citizens Artist Senior Center, at a cost of . $35.00 per ticket, including
Showcase dinner.
Estancia High Referring to the Estancia High.. School Soccer Team who
School Soccer received a proclamation earlier in the evening, Council Member
Team Erickson commented that approximately half the team are
members of Save Our Youth (SOY), and reported that the
scholarships that they are receiving are for academic merit.
Recreation Society Mayor Pro Tem Cowan reported that she had attended a
Event California Park and Recreation Society District 10 event, and
was pleased to discover that Costa Mesa had honored ReLeaf
Costa Mesa for their volunteer, efforts, noting that the ReLeaf
group will complete their goal of "2,000 trees by 2000" with a
planting at Fairview Park in November. She announced that at
the same event, Richard Brunette, a member of the City's
Recreation staff, was sworn in as vice president of District 10.
West Side Specific Mayor Pro Tem Cowan felt that the West Side Specific Plan is
Plan generating public interest, and .commented on the City's efforts
to address property enhancement and to deal with safety, etc.
She pointed out that west side density had been reduced in the
1992 General Plan.
ADJOURNMENT At 7:40 p.m., the Mayor adjourned the meeting to a closed
TO CLOSED session in first floor Conference Room A to discuss the items

MEETING At 9:00 p.m., the Mayor reconvened the meeting, and the
RECONVENED action taken during closed session was announced.
Firefighters MOU Regarding the Costa Mesa Firefighters Association
Memorandum of Understanding, no action was taken.
Executive Compen- Regarding changes to the Executive Compensation Plan/Policy,

ADJOURNMENT - The Mayor declared the meeting adjourned at 9:05 p.m.
