The meeting was called to order by the Mayor, followed by the Pledge of Allegiance to the Flag led by Council Member Steel, and invocation by The Reverend Barbara Stewart, St. John the Divine Episcopal Church. PRESENTATION, Mayor Dixon recognized Anna Rodriguez, Animal Control Officer Employee of the from the Police Department, and congratulated her on being named Month Employee of the Month for February, 2002, in recognition of her excellent work during the City's third annual "National Night Out" crime and drug prevention event, stating that her positive attitude and willingness to assist whenever necessary are true assets'to the City and community. PUBLIC Martin Millard, 2973 Harbor Boulevard, No. 264, Costa Mesa, COMMENTS commented on the Daily Pilot Newspaper article which indicated that Daily Pilot Article there are 140 convicted sex offenders who live in Costa Mesa, while Newport Beach has only 7. He also discussed the lack of low- income senior housing. Fillmore Way Alley John Feeney, 1154 Dorsett Lane, Costa Mesa, showed pictures of old furniture and graffiti in the Fillmore Way alley. Measure "W" Larry Root, 1210 Polaris Drive, Newport Beach, spoke on the importance of voting on March 5, 2002, and asked the public to vote no on Measure "W", the Orange County Central Park and Nature Preserve Initiative. Model Railroad Robert Graham, 3260 Dakota Avenue, Costa Mesa, asked about the expansion of the model railroad -which was approved by Council and then sent back to the Parks, Recreation Facilities and Parkways Commission due to liability issues involving golf balls. Mayor Pro Tem Monahan asked ifor the status of this project, and was advised by the Public Services Director that it was approved at the last Parks, Recreation Facilities and ;Parkways Commission meeting, and will now be taken to the Planning Commission. Measure "W" Barbara Lichman, 1320 Mariners, Newport Beach, spoke about Measure "W", the Orange County Central Park and Nature Preserve Initiative, and asked the citizens of Costa Mesa to vote no at the March 5, 2002, election. Habitat for Humanity Anne Hogan-Shereshevsky, 2152 Elden Avenue No. 1, Costa Mesa, Housing asked what was going to happen to the current residents at 1925 Pomona Avenue now, that Habitat for Humanity will be redeveloping the site; she talked about the traffic problem on Newport Boulevard and 17th Street; thanked Council for City Hall being closed on Martin Luther King, Jr.'s birthday; spoke against Fireworks in the City and asked the City Manager about the status of the City Newsletter. The City Manager acknowledged that the City Newsletter will be delivered bi-monthly, with the most recent issue due in a couple of weeks. Traffic Signal at 19th Janice Davidson, 1982 Arnold Avenue, Costa Mesa, wished Council Street and Pomona Member Robinson the best in her quest for a Judge's seat, and Avenue stated that she would be missed on the Council. She commented that the signal at 19th Street and Pomona Avenue does not allow enough time for pedestrians to cross the street; and expressed the need for more senior housing in the City. Mayor Dixon asked the Public Services Director to check into the signal at 19th Street and Pomona Avenue. Street Sweeping Don Elmore, 2209 Wallace Avenue, Costa Mesa, favored Citywide street sweeping. Boat Covering Ron Staugaard, 1998 Rosemary Place, Costa Mesa, showed a picture of a boat covered by a tarp. CONSENT The following items were removed from the Consent Calendar: Item CALENDAR No. 5, Agreement with Kimley-Horn and Associates, Inc.; Item No. 6, Budget Adjustment No. 02-012 for Wilson Street signal; and Item No. 7, Contract award for Construction of Parkway Landscape Improvements. MOTION/Approved On motion by Council Member Monahan, seconded by Council Except Item Nos. 5 Member Robinson, and carried 5-0, the remaining Consent Calendar 6 and 7 items were approved as recommended. READING FOLDER The following Reading Folder item was received and processed: I., 1 Claim Claim received by the Deputy City Clerk: State Farm Mutual Auto Insurance Company.- WARRANTS ompany. WARRANTS The following warrants were approved: Approved Warrant Warrant Resolution 1885, funding Payroll 202 for 1885/Payroll 202 $1,876,337.67, and City operating expenses for $661,460.76, including payroll deductions, was approved. Approved Warrant Warrant Resolution 1886, funding City operating expenses for 1886 $739,353.79, was approved. ADMINISTRATIVE Item No. 5 on the Consent Calendar was presented: An agreement ACTIONS with Kimley-Horn and Associates, Inc., 2100 West Orangewood Agreement with Avenue, Suite No. 140, Orange, in an amount not to exceed Kimley-Horn for $41,900.00, for design of the Decorative Street Lighting Project for Decorative Lighting 19th Street. Robert Graham, 3260 Dakota Avenue, Costa Mesa, On 19th Street wanted to know how the City Council could be concerned with low- income housing, and yet be willing to pay millions of dollars to improve the City. Heather Somers, 313 Robin Hood Lane, Costa Mesa, was concerned about the amount of money being spent for lighting in an area that is to be redeveloped. The Public Services Director summarized the agenda report dated January 28, 2002, and MOTION/Approved responded to questions from Council. On motion by Council Agreement Member Monahan, seconded by Council Member Cowan, and carried 5-0, the agreement was approved for Edison -approved decorative lighting. CITY MANAGER'S Later in the meeting, the City Manager requested clarification on the REPORT motion and stated that approval of a budget adjustment for the same amount as the contract for design services is required. On motion MOTION/Contract by Mayor Pro Tem Monahan, seconded by Council Member Cowan, and Budget Adjust- and carried 5-0, the contract with Kimley-Horn and Associates, Inc., ment approved was approved in an amount not to exceed $41,900.00, and Budget Adjustment No. 02-084 was approved for $41,900.00. Traffic Signal Wilson Item No. 6 on the Consent Calendar was presented: Budget Street Adjustment No. 02-012 for $119,231.00, to construct a new traffic signal on Wilson Street east of Harbor Boulevard, serving the main entrance driveways of Harbor Center and the K -Mart Shopping Center. Allan Mansoor, 2973 Harbor Boulevard, No. 406, Costa Mesa, stated his concern that the traffic light will create a traffic backup on Wilson Street, and proposed posting signs stating "Right Turn Only" out of each shopping center. Don Elmore, 2209 Wallace Avenue, Costa Mesa, suggested entering and exiting off of Harbor Boulevard instead of Wilson Street. The Public Services Director summarized the agenda report dated January 24, 2002, and MOTION/Approved responded to questions from Council. A motion was made by Budget Adjustment Council Member Monahan, seconded by Council Member Cowan, No. 02-012 and carried 3-2, Council Members Robinson and Steel voting no, to approve Budget Adjustment No. 02-012. Parkway Improve- Item No. 7 on the Consent Calendar was presented: Contract ments on Baker Award for Construction of Parkway Landscape Improvements on Street and Gisler Baker Street North Parkway from Coolidge Street to Babb Street; Avenue, Project and Gisler Avenue North Parkway from Wicks Furniture Driveway to 01-16 College Avenue, Project No. 01-16. On motion by Council Member Monahan, seconded by Council Member Dixon, and carried 5-0, the MOTION/Approved contract was awarded to Green Giant Landscape, Inc., 941-A Macy Contract Award Street, La Habra, for $81,559.00, and the Mayor and Deputy City Clerk were authorized to sign on behalf of the City; S. Parker Engineering was relieved of their bid proposal pursuant to provisions of Section 5103 of the Public Contract Code; the non-responsive bid from Phoenix Landscape, Inc. was rejected, and the minor irregularities of the submitted bids were waived. OLD BUSINESS The Deputy City Clerk presented from the meeting of January 7, Parking of Oversized 2002, second reading and adoption of Ordinance 01-32, repealing Vehicles on and replacing Section 10-185 of the Costa Mesa Municipal Code Residential Streets regarding parking of oversized and non -motorized vehicles in residential districts; a new ordinance, attachment No. 5, concerning the above mentioned, vehicles; -and a resolution amending the bail schedule for violations of Title 10 of the Municipal Code. Communications were received from Mark Abrams, 174 Broadway, No. A, Costa Mesa, forwarding State Attorney General's Opinion 89- 602 dated January 11;, 1990, which he interpreted as stating that the Council does not have authority to restrict parking of certain classes of vehicles; Wayne Anderson, 958 Junipero Dr., Costa Mesa, commented about the lack of information available to the public on the number of people who have been complaining about the RV parking problems; Irene Brazda, 1646 Santa Ana Ave., and Lydia Swensen, 309 Ogle St., Costa Mesa, reporting on the RV's that are illegally parked in their neighborhood;: Mr. and Mrs. G. E. Buck, 1890 Parkcrest Dr., Costa Mesa, opposing any new regulations for RV's, and requesting that the 72 -hour parking restriction be enforced; Marianne Clever, Costa Mesa, ;suggesting a $15.00 -per -day fee to park an RV on the street to prepare and unload the vehicle, or for visitor RV parking for! a maximum of three days, maybe for 2 or 3 times a year; Becky and George Cote', no address given, supporting motor home parking restrictions; Jim and Kay Craft, 972 Begonia Ave., Costa Mesa; supporting parking restrictions for RV's; Alec Daigle, 332 Reims Lane, Costa Mesa, supporting the use of placards for RV's while loading.,or unloading the vehicle for a maximum of 72 hours; Blythe and, Jerry Fair,. 283 Magnolia St., Costa Mesa, suggesting that a permit procedure be adopted with a 72 -hour parking limitation; Mary Fewel; 2000 Republic Ave., Costa Mesa, supporting the proposal for a placard system as researched by Lt. Schuler; Sue and Thomas Graham; 1106 Redding Ave., Costa Mesa, supporting the ban on motor home parking on City streets; Beverly Hargrove, 2865 Boa Vista Dr., Costa Mesa,: supporting a ban on parking RV's on City streets; Margarete A. lannelli, 3233 Michigan Ave., Costa Mesa, requesting that Council retain the current 72 -hour limitation for RV owners to load and unload their vehicles; John W. Lackey, 917 Coronado Dr., Costa Mesa, supporting the current 72 -hour parking restriction; Diane La Duca, 939 West 19th St., Unit B-4, Costa Mesa, requesting that Council adopt ordinance prohibiting overnight ,an parking and storage of commercial vehicles; Mr. and Mrs. Steven O'Daly, 1663 New Hampshire, Costa Mesa, supporting the new proposed ordinance except for the limitation of 12 permits per year; Mr. and Mrs. John O'Meara, no address given, supporting the new proposed ordinance and suggesting some minor modifications; Frances O'Neil -Hoppe, 3086 Fern,heath Lane, Costa Mesa, supporting the enforcement of the existing !RV parking laws, and changing the time for on -street parking on residential streets to be as short as possible; Fred Sendra, 817 Cortez St., Costa Mesa, member of Greyhound Adoption' Center, providing information on several subjects: "unknown facts" about RV parking; 'Who is harmed'; forming a "citizens committee" and supporting the new ordinance using the placard system; The Sharps, 1780 Anaheim Ave., Costa Mesa, requesting Council to consider a "permanent yearly placard" for RV owners; Larry Weichman, Costa Mesa, supporting the RV permit program; and Brian Witter, 2976 Babb St., Costa Mesa, opposing the new ordinance for use of the placard system. The Police Lieutenant _ X15 and Senior Deputy City Attorney reviewed the proposed ordinances, and responded to questions from Council. Elka Kyle, no address given, showed photos of a motor home which is a permanent fixture on her street. Nicole Lloyd, 22871/2 Pacific Avenue, Costa Mesa, was in favor of the proposed ordinance because of two motor homes that are currently parked on her street and are never moved. Frank Cummings, 3046 Capri Lane, Costa Mesa, owner of a motor home, supported the ordinance reflected as option B. David Goss, 2021 .Cornett Drive, Costa Mesa, who stores his RV, had reservations about each of the proposed ordinances. Fred Sendra, 817 Cortez Street, Costa Mesa, stated that he takes approximately 2 trips per month, so the proposed 12 permits per year would not be feasible for him, but felt the 72 -hour limit is fair to everyone. Linda lannelli, 3233 Michigan Avenue, Costa Mesa, thought that the proposed ordinances infringe upon her Constitutional Rights, and stated that she will forward a letter to Council with some proposed changes. Mrs. Buck, 1890 Parkcrest Drive, Costa Mesa, commented that those who are abusing the current parking regulations should be punished, not all RV owners. Gail Lackey, 917 Coronado Drive, Costa Mesa, did not agree with the limit of 12 permits per year, and would like it reconsidered. Bill Folsom, 2700 Peterson Place, No. 45C, Costa Mesa, suggested forming a group to work with Council to find a better solution for RV parking in the City. Don Elmore, 2209 Wallace Avenue, Costa Mesa, supported a Citywide ban on RV parking in residential or commercial areas. Mark Abrams, 174 Broadway, No. A, Costa Mesa, favored a 72 -hour parking limit for RV's, and opposed the 12 -permits a year limit. Darrell Freebridge, Oahu Place, Costa Mesa, thanked staff for considering previous concerns but opposed the ordinances as unworkable. Cindy O'Daly, New Hampshire Drive, Costa Mesa, stated her concerns with the limit of 12 permits per year since she travels in her RV every weekend. Bert Osterman, 3213 Montana Avenue, Costa Mesa, stated that he needs more than 72 hours to prepare for a trip. Simon Horton, Baker Street, Costa Mesa, reported that he already has 20 trips scheduled for the year, so 12 permits will not work for him. Martha O'Meara, 1980 Lemnos Drive, Costa Mesa, complimented Lt. Schuler on his work with the ordinances, and noted two motor homes in her neighborhood that move a few inches every 72 hours so they will not be towed. She believed there should be a sticker placed on RV's showing that they are being stored regularly. Beth Refakes, 320 Magnolia Street, Costa Mesa, complained about Newport Beach residents parking their oversized vehicles on Costa Mesa streets, and supported a Citywide ban on oversized vehicle parking.without a permit. Gina Goldwag, 2021 Balearic Drive, reported that an RV has been parked on her street for the past four years. Vicky Moore, no address given, requested that RV owners be able to register with the Police Department and show proof of storage fees paid so that would allow them to park on a residential street for 72 hours without receiving. a ticket. She also opposed the 12 permits per year limitation. Cassandra Frizell, no address given, objected to both ordinances, and wanted the problem RV owners penalized, not the responsible RV owners. Kris Gold, 2559 Elden Avenue, Costa Mesa, addressed parking concerns in her neighborhood, stating that commercial vehicles and RV's are being parked on her street. Ed Keane, 2777 Lorenzo Avenue, Costa Mesa, who does not own an RV, opposed signs having to be posted in order to enforce the ordinance. Tom DeLong, 2421 College Drive, Costa Mesa, reported that four motor homes are parked on his street and are moved a few inches every 72 hours. David Stiller, 2879 Regis Lane, Costa Mesa, did not agree with either ordinance being proposed, and wanted to know how many complaints have actually been received regarding oversized vehicles parking on residential streets. Lou Lelea, 2395 Westminster Avenue, Costa Mesa, supported the one-week permit for a'visitor's RV to be parked on the street, and felt the fines should be progressive for continuous abusers. Lucille Huddy, 15419 Talbot Drive, La Mirada, representing the Good Sam Club, which is a recreational vehicle owners association, recommended that an RV committee be established that has members who are RV,owners, non -RV owners, and City staff. Ron Staugaard, 1893 Rosemary Place, Costa Mesa, opposed the ordinances, and stated he cannot afford to store his RV. Sandy Ward, no address given, -recommended that the police focus on the RV owners who abuse the current 72 -hour limit, not all RV owners. Council Member Cowan stated she would like more information brought back by Lt. Schuler on; setting up an on-line or telephone process where individuals could register when they are going on a trip, instead of having ' to come to the police station. She liked the idea of owners showing proof of storage by placing a decal on the window of their RV. IJ 1 1 MOTION/Gave A motion was made by Council Member Cowan, seconded by Directions to Staff Council Member Robinson, designating option B, attachment 5, as the base ordinance; identify that a parking permit is a round trip permit; directing staff to present an option for a computerized registration process; include an annual exemption for "extreme hardship"; and _allowing three round trip permits per month, with a minimum of 72 hours between each round trip permit. Council Member Robinson asked if four trips per month could be considered by the maker of the motion, but Council Member Cowan preferred first addressing three permits per month. Council Member Monahan asked Council Member Cowan what she would consider "extreme hardship". Council Member Cowan asked staff to define it when they bring the ordinance back for further discussion. Substitute Motion A substitute motion was made by Council Member Steel to continue Died for Lack of a this item until members of Council can meet with a group of RV Second owners to come up with a reasonable solution to the problem. The motion died for lack of a second. The original motion carried 3-2, Council Members Monahan and Steel voting no. RECESS The Mayor declared a recess at 9:15 p.m., and reconvened the meeting at 9:30 p.m. PUBLIC HEARING The Deputy City Clerk announced that this was the time and place Title 20/Canopies in set for the public hearing to consider an ordinance amending Title 20 Residential and of the Costa Mesa Municipal Code regarding the use of canopies in Non -Residential residential and nonresidential zones. Environmental Determination: Zones Exempt. The Affidavit of Publication is on file in the City Clerk's Office. The Chief of Code * Enforcement and the Development Services Director summarized the agenda report dated January 28, 2002, and responded to questions from Council. . Don Elmore, 2209 Wallace Avenue, Costa Mesa, did not object to the canopies in commercial areas, but objected to them in residential zones. Kris Gold, 2559 Elden Avenue, Costa Mesa, opposed tarps or canopies in residential zones. Beth Refakas, 320 Magnolia Street, Costa Mesa, stated she does not want to see tarps or canopies in residential zones, but thought they should be allowed in commercial areas. There being no other speakers, the Mayor closed the Public Hearing. MOTION/Continued A motion was made by Council Member Robinson, seconded by to February 19, Council Member Monahan, and carried 5-0, to continue this item for 2002 two weeks for staff to clarify the definition of "canopy", when it should be removed or replaced, and the type of notice to be given. OLD BUSINESS The Deputy City Clerk presented from the meeting of January 22, Rezone Petition 2002, second reading and adoption of Ordinance 02-1, adopting R-01-06 Rezone Petition R-01-06, changing the zoning of 1900 and 1904 Federal Avenue from C1 to R1. MOTION/Adopted On motion by Council Member Monahan, seconded by Council Ordinance 02-1 Member Robinson, and carried 5-0, Ordinance 02-1 was given second reading and adopted: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ADOPTING REZONE PETITION R-01-06, CHANGING THE ZONING OF 1900 AND 1904 FEDERAL AVENUE FROM C1 TO R1. OLD BUSINESS The Deputy City Clerk presented from the meeting of January 22, Resolution 02-8A 2002, a resolution correcting a date in Resolution No. 02-8, which 2000 General Plan adopted the City of Costa Mesa 2000 General Plan Update. The Update Planning and Redevelopment Manager summarized the agenda report dated January 25, 2002. MOTION/Adopted On motion by Council Member Cowan, seconded by Council Resolution 02-8A Member Steel, and carried 4-1, Council Member Robinson voting no, Resolution 02-8A was adopted: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, CORRECTING A DATE IN RESOLUTION NO. 02-8 WHICH ADOPTED THE CITY OF COSTA MESA 2000 GENERAL PLAN UPDATE. NEW BUSINESS The Deputy City Clerk presented a request to make a finding of ABC License/L & M public convenience or necessity from L & M Dairy, 1712 Santa Ana Dairy Avenue, for a Type 21 (off -sale general) ABC license. The Development Services Director summarized the agenda report dated January 28, 2002, and responded to questions from Council. Shailesh Patel, L&M Dairy, stated that he has owned the business for the past 12 years, and is requesting .this license in response to requests from his customers. Joel Faris, 1863 Parkglen Circle, Costa Mesa, did not see the necessity of L&M Dairy selling more than just beer and wine. Don Elmore, 2209 Wallace Avenue, Costa Mesa, opposed this application due to the overabundance of establishments in this area that sell alcoholic beverages. MOTION/Denied A motion was made by Council Member Monahan, seconded by ABC License Council Member Robinson, and carried 5-0, to deny the request. NEW BUSINESS The Deputy City Clerk presented a resolution supporting Proposition Proposition 42 42, the Transportation Congestion Improvement Act, on the March 5, 2002, state ballot. The Public Services Director summarized the agenda report dated January 25, 2002, and responded to questions from Council. NEW BUSINESS The Deputy City Clerk presented the "Westside Bluff Industrial" "Westside Bluff General Plan Amendment GP -02-02 and Rezone Petition R-02-01. Industrial" The Planning and Redevelopment Manager summarized the agenda report dated January, 11, 2002, and responded to questions from Council. Don Elmore, 2209 Wallace Avenue, Costa Mesa, supported the rezone. Chris Eric, Placentia Avenue, Costa Mesa, stated that the Westside would not be able to grow without this rezone. Martin Millard, 2973 Harbor Boulevard, No. 264, Costa Mesa, was in favor of Council moving ahead with this rezone as soon as possible. Tom Egan, 1893 Parkview Circle, Costa Mesa, was confused with the areas being proposed in the staff report. He wanted Council to move ahead with this project as soon as possible. Allan Mansoor, 2973 Harbor Boulevard, No. 406, Costa Mesa, supported the rezone. Joel Faris, 1863 Parkglen Circle, Costa Mesa, expressed his support -for the project. MOTION/Area B On motion by Council Member Cowan, seconded by Council Approved Member Robinson, and carried 4-1, Council Member Monahan voting no, staff was directed to proceed with area B, to draft the scope of work and bring that to the new Westside Committee for review, and return to Council for review and direction. NEW BUSINESS The Deputy City Clerk presented the City Council Community 2002-2003 Objectives for fiscal year 2002-2003. The Finance Director Community summarized the agenda report dated January 28, 2002. Objectives Tom Egan, 1893 Parkview Circle, Costa Mesa, supported the meeting the Council participated in with the Planning and Parks Commissions, and asked that a Community Objective be added whereby 100 percent of the new revenue from the Home Ranch project is dedicated to the quality of life in the City. Council Member Monahan asked that Objective Nos. 1, 2, 8, 12, 16, 18, 19, and 22 be separated for further discussion. MOTION/Approved On motion by Council Member Monahan, seconded by Council Community Object- Member Dixon, and carried 5-0, the remaining Community ives Objectives were approved. MOTION/Rejected A motion was made by Council Member Monahan, seconded by Objective No. 1 Council Member Cowan, and carried 4-1, Council Member Steel voting no, to reject Community Objective No. 1, stating that Community Objective No. 1 is overly broad, and too many legal, and discrimination problems could arise. MOTION/Approved A motion was made by Council Member Dixon, seconded by Council Objective No. 8 Member Cowan, and carried 4-1, Council Member Monahan voting no, to move forward with Community Objective No. 8. MOTION/Amended On motion by Council Member Monahan, seconded by Council Objective No. 16 Member Robinson, and carried 3-2, Council Members Dixon and Cowan voting no, Community Objective No. 16 was amended as follows: Change "Operational Definition" to read, "Develop incentives for water conservation in new developments and existing water -intensive land uses" (the word "ordinance" was deleted); and the Planning Commission was asked to come back with an information campaign and incentive campaign. MOTION/Rejected On motion by Council Member Monahan, seconded by Council Objectives 19 & 22 Member Dixon, and carried 5-0,; Community Objectives Nos. 19 and 22 were rejected because they have already being done, and are not needed. MOTION/Adopted On motion by Council Member Monahan, seconded by Council Recommendations Member Cowan, and carried 5-0, the recommendations outlined in Attachment 2.were adopted regarding Community Objectives on the current "active" list. NEW BUSINESS The Deputy City Clerk presented the Downtown and Eastside Downtown/Eastside Transportation Ad Hoc Committee status, and appointment to fill Transportation Ad vacancy: Hoc Committee Appointment of Brett Hemphill to fill the recently vacated position on the Committee. A report outlining: progress, of the Committee regarding widening and enhanced pedestrian features on Newport Boulevard and the -status of! the Eastside Residential Area Monitoring Program. Adjustment to the reporting schedule for the Biennial Monitoring Program for eastside residential area traffic to July of every other year to coincide with the regularly scheduled biennial Citywide traffic data collection process conducted by the Transportation ,Services ,Division in the spring of even numbered years. The Public Services Director summarized the agenda report dated January 25, 2002. Tom Egan, 1893 ;Parkview Circle, Costa Mesa, supported the appointment of Brent Hemphill to this Committee. MOTION/Appointed A motion was made 'by Council Member Monahan, seconded by Brent Hemphill Council Member Steel', and carried 5-0, to appoint Brent Hemphill to the committee, to receive and file the report, and to approve staff's recommendation on the reporting schedule to July of even numbered years commencing this summer. COUNCIL Council Member Steel expressed his desire to move Council COMMENTS/Move Comments back to the beginning of the meeting in order to have a Council Comments dialogue with members of the public who spoke during Public 1 1 1 Comments. He asked that members of the public join City committees, and meet with Council Members when there is an issue that they would like to discuss. He also suggested that the Redevelopment Agency address these "slum" areas which are not currently being discussed; and wanted to see the "anti -gang" crime ordinance brought back to Council.
