SPECIAL JOINT MEETING OF THE CITY COUNCIL
AND REDEVELOPMENT AGENCY
CITY OF COSTA MESA
JUNE 10, 2002
The City Council and the Redevelopment Agency of the City of
Costa Mesa, California, met in special joint session on June 10,
2002, at 6:50 p.m., in first floor Conference Room A, 77 Fair Drive,
Costa Mesa, in conjunction with the regularly scheduled
Redevelopment Agency meeting which commenced at 6:30 p.m.

NEW BUSINESS The Agency Executive Director/Development Services reported
Amended Redevelop- that a contract with Urban Futures, Inc., has been approved, and

indicated that the Survey Area is the next step wherein the extent
of the area is officially declared, and then staff and the consultant
can make an evaluation in order to adopt a Project Survey Area.
He presented various maps indicating possible expansions of the
Downtown Project Area, and confirmed Mayor Pro Tem/Agency
Chairperson Manahan's understanding that the area indicated
forms the final Project Survey Area, and no additional areas may
be added once adopted.
Mayor Pro Tem/Agency Chairperson Monahan suggested three
areas for possible inclusion in the Project Survey Area: the area
north of 19t' Street; the area north of the Pacific Plaza; and the
Rutgers area. He highlighted, problems existing within each area.
Allan Mansoor, -2973 Harbor Boulevard, No. 406, Costa Mesa,
suggested adding the east_ side of -Placentia Avenue, from Victoria
Street to Wilson° -Street, and-: the= north side of Wilson Street,
including Joann Strzat-froni, Placentia Avenue to Harbor Boulevard.
Mayor Pro Tem/Agency Chairperson Monahan commented that he
mapped the area for clarification and would provide this
information to staff.. _ v
Eleanor Egan, 1893 Parkview Circle, Costa Mesa, supported the
extension of the east side of Placentia Avenue to Wilson Street.
Council/Agency Member Robinson requested confirmation that
Urban Futures, Inc., will not be required to do additional research if
the additional areas qualify for redevelopment. Mayor Pro
Tem/Agency Chairperson Monahan responded that there would be
a small increase in scope, and indicated that he did not anticipate
a large increase in cost for this service.

MOTION/Adopted On motion by Council/Agency Member Robinson, seconded by
Resolution 02-39 Mayor/Agency Vice Chairperson Dixon, and carried 4-0,
Council/Agency Member Steel absent, Resolution 02-39 was
adopted: A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, CALIFORNIA, ADOPTING A REDEVELOP-
MENT SURVEY AREA, AND, DIRECTING THE PLANNING
COMMISSION TO FORMULATE A PRELIMINARY PLAN, AND
CERTAIN OTHER DIRECTIVES, replacing and superseding the
exiting redevelopment "survey area" previously adopted by
Resolution No. 1-72 on August 7, 1972, with the additional areas
identified by the speakers and Mayor Pro Tem/Agency
Chairperson Monahan, directing ,staff to work with Urban Futures,
Inc., to prepare a Preliminary Plan for the proposed amendment to
the Downtown Costa Mesa Redevelopment Plan, and to initiate all
other procedures necessary to process and prepare the
amendment for consideration and action in accordance with the
requirements of the California Community Redevelopment Law
(Health and Safety Code Section 3300, et seq.).
Council/Agency Member Cowan supported the motion but
expressed concern , that only housing areas were being added.
She indicated that while redevelopment in housing areas is
appropriate, the consequences could be higher densities, costs for
relocation, etc., and noted that Federal and State laws are specific
concerning housing obligations. Council/Agency Member Cowan
felt that redevelopment allows property owners to "get off the hook"
due to tax breaks for improving the property, and thought that they
would then ask for higher densities.
Mayor Pro Tem/Agency Chairperson Monahan reiterated that the
action requested this evening is to determine which areas will be
included.
ADJOURNMENT Mayor Pro Tem/Agency Chairperson Monahan declared the
special joint meeting adjourned at 7/8 p.m.
