SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COSTA MESA
October 27, 2003
The City Council of the City of Costa Mesa, California, met in a
special meeting on October 27, 2003, at 5:00 p.m., in
Conference Room 1-A of City Hall, 77 Fair Drive, Costa Mesa.
Notice of the special meeting was given as required by law. The
meeting was called to order by Mayor Monahan.
Council Members Present: Mayor Gary Monahan
Mayor Pro Tem Chris Steel (arrived
at 5:05 p.m.)
Council Member Libby Cowan
Council Member Allan Mansoor
Council Member Mike Scheafer
Council Members Absent: None
Officials Present: City Manager Allan Roeder
Director of Administrative Services
Steve Hayman
Risk Manager Karen Adams
Risk Management Analyst Jim

Deputy City Clerk Julie Folcik
There was no public comment.
Mayor Monahan presented the following closed session:
Pursuant to Section 54956.9(a) of the California Government
Code a closed session has been scheduled for the City Council
to confer with the legal counsel regarding pending litigation:
Scheer v. City of Costa Mesa, et al (OCSC Case No.
30CC11070).
The Mayor adjourned to the closed session at 5:05 p.m.
Meeting Reconvened The Mayor reconvened the special meeting at 6:20 p.m. and
announced the following action taken at the closed session:
MOTION/Approved On motion by Mayor Pro Tem Steel, seconded by Council
Settlement Member Cowan, and carried 5-0, a mutual release and
Agreement settlement agreement was approved with Mr. Jerry Scheer to
settle his litigation; that the amount provided in the term of the
agreement will be for a total of $750,000 to be paid to Mr. Sheer
and his attorneys; that Mr. Scheer will be retiring; and authorized
Mayor Monahan to be the sole spokesperson on the Council's
behalf, regarding this matter.
ADJOURNMENT Mayor Member Monahan declared the special me ting of the City
Council adjourned at 6:25 p.m. 0�
