SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COSTA MESA
July 12, 2004
The City Council of the City of Costa Mesa, California, met in a
special session on July 12, 2004, at 6:40 p.m., in the Conference
Room IA, of City Hall, 77 Fair Drive, Costa Mesa. Notice of the
special meeting was given as required by law. The meeting was
called to order by the Mayor Monahan.

PUBLIC COMMENTS Lori McDonald, Costa Mesa, stated that she has witnessed some
encroachments on the public right-of-way and felt that there was a

suggested that if any alley's are to be considered that utilities be
considered before installation of the right-of-way. She estimated
that it would cost about $3,000.00 for a property owner to
underground their utilities.
Encroachments of Beth Refakes, Costa Mesa, commented that there are a lot of
Public Right -of -Way encroachments in the right-of-way on the east side. She felt any
remodel of a home should require a survey of the property to
identify the location of the property line. She believed that the
except for sprinklers and sod that all encroachments should be
removed, and that the City should increase the liability insurance

undergrounding for major remodeling projects in residential
neighborhoods.
CLOSED SESSION Mayor Monahan announced the Closed Session Pursuant to
Section 54957.6 of the California Government Code a closed
session was to be held by the City Council to confer with its labor
negotiators. The City's designated representatives are Steve
Hayman, Assistant City Manager, and Steve A. Filarsky, The labor
negotiations are with the following employee organizations: Costa
Mesa Firefighters Association, Costa Mesa Police Association, and
the Costa Mesa Police Management Association.
The Mayor adjourned the meeting to closed session at 6:50 p.m.
RECONVENED The Mayor reconvened the public session of the meeting at 8:15
No Action Taken p.m. and at that time, reported that no action was taken at the
closed session.
ADJOURNMENT The Mayor declared the meeting adjourned at 8:17 p.m.
