HomeMy WebLinkAbout02/13/2007 - Adjourned City Council Meeting - Study SessionREGULAR ADJOURNED MEETING (STUDY SESSION) OF THE CITY COUNCIL CITY OF COSTA MESA February 13, 2007 The City Council of the City of Costa Mesa, California met in a Regular Adjourned Meeting (Study Session), on Tuesday, February 13, 2007, at 4:35 p.m. in the Conference Room 1A of City Hall, 77, Fair Drive, Costa Mesa. The meeting was called to order by the Mayor. ROLL CALL: Council Members Present: Mayor Allan Mansoor Mayor Pro Tem Eric Bever Council Member Linda Dixon Council Member Katrina Foley Council Member Wendy Leece Council Members Absent: None Officials Present: City Manager Allan Roeder Assistant City Manager Thomas Hatch Assistant City Attorney Harold Potter Finance Director Marc Puckett City Clerk Julie Folcik I. PUBLIC COMMENT 1. William Holiday, Costa Mesa, speaking about the condition of the Bark Park, introduced a distributor of artificial grass. 2. Kirk McMahan, head design consultant for "YourTurP', indicated that the company offered to donate 250 feet of artificial turf for use in the City's bark park. 3. Christine Cameron, Costa Mesa, advised her daughter was chosen to be on the Youth and Government Council, encouraged Council to support the program and for its continuation. 4. Diane Bjelland, Costa Mesa, reported her daughter was also chosen to be a part of the program, expressed support for the youth council—and encouraged Council action to continue with the program. 5. Meagan Kunert, Costa Mesa, a student chose to be member of the youth council, expressed her excitement at the opportunity to be involved. She felt the program was not given a chance. II. ITEMS FOR DISCUSSION 1. Fiscal Year 2006-2007 Mid -Year Budget Report. Marc Puckett, Director of Finance, presented the mid -year budget review for the current fiscal year (FY 2006-2007). He reported on the details relative of the current revenue and expenditure adjustments and gave.a year-end estimate. He reported on the economic impacts such from the effects of the state budget on the local economy and on the local conditions that have contributed to the City's current mid - budget status. He responded to questions from the City Council. Discussion ensued regarding the Council's expectations and priorities for the capital improvements and program and services as well as the consideration of new review sources for Fiscal Year 2007-2008. No action was taken on this matter. 2. Youth in Government Program Allan Roeder, City Manager, introduced the item that was requested by Council Member Linda Dixon to be placed on the agenda for discussion. Discussion ensued amongst the Council regarding their concerns relative to the intent of the youth council, and its implementation of the "program". No action was taken by the City Council. 4. Employee of the Month The City Council reviewed applications for Employee of the Month, a preference was indicated, absent any objection. Announcement of the Employee of the Month would be made at a subsequent City Council meeting. III. COUNCIL MEMBERS REPORTS, COMMENTS, AND SUGGESTIONS Council Member Linda Dixon announced that at 7:00 p.m., that evening, at Chapman University, Orange County Sheriff Corona and the Police Chief of Garden Grove would be addressing immigration policies in cities, and invited the public to attend. She also inquired about press releases for Council related issues. IV. ADJOURNMENT: The Mayor declared the City Council meeting adjourned at 6:50 p.m. The next Regular Meeting will be held February 20, 2007, at 6:00 p.m. AllR.
