HomeMy WebLinkAbout05/08/2007 - Adjourned City Council Meeting - Study SessionREGULAR ADJOURNED MEETING (STUDY SESSION) OF THE CITY COUNCIL CITY OF COSTA MESA May 8, 2007 The City Council of the City of Costa Mesa, California met in a Regular Adjourned Meeting (Study Session), on Tuesday, May 8, 2007, at 4:50 p.m. in the Conference Room 1A of City Hall, 77, Fair Drive, Costa Mesa. The meeting was called to order by the Mayor. ROLL CALL: Council Members Present: Mayor Allan Mansoor Mayor Pro Tem Eric Bever Council Member Linda Dixon Council Member Katrina Foley Council Member Wendy Leece Council Members Absent: None Officials Present: City Manager Allan Roeder Assistant City Manager Thomas Hatch City Attorney Kimberly Hall Barlow Finance Director Marc Puckett Interim Fire Chief Steven Parker Transportation Manager Peter Naghavi Police Sergeant Philip Myers City Clerk Julie Folcik I. PUBLIC COMMENT 1. Frank (Last name inaudible), Member of the County Regional Trails Advisory Committee, he spoke in support of the suggestions made in relative to the Joint Use Flood Control/Bicycle Trails, and urged the Council's support. 2. Beth Refakes, Costa Mesa, regarding the Animal Control Ordinance expressed concern requiring the cats to wear collars with tags due to the safety issues, the withholding of food and water from strays and opposes the reduction of the number of animals one may keep. 3. Gary Monahan, Costa Mesa, suggested that the City, the Lion's Club and the Model Engineers, meet retarding the relocation of the Lion's Club Annual Fish Fry to the grass area of Fairview Park. 4. Cindy Brennaman, Costa Mesa, addressed the issue -of .the location of the Royal Palm Fire Station, she informed the Council that the Mesa- Verde- . Homeowners Association is. very interested in the potential relocation of -the_=fire- station expressing issues of concern relative to the level of service. She felt th_d[_it-=needs-to stay South of the 405 Freeway. 11. ITEMS FOR DISCUSSION 1. Reaional Mobilitv/Air Transportation Presentation Allan Roeder, City Manager introduced Jim Gosnell, Deputy Executive Director and Darin Chidsey, Member Relations Officer of the Southern California Association of Governments) who presented a report relative to the regional issues surrounding the air transportation, site location, traffic and planning for the future growth. 2. Status on Fire Department 2007 Deployment Review Report Interim Fire Chief Steven Parker provided an overview of the study that was prepared by Emergency Services Consulting, Inc. relative the feasibility of relocating Fire Station #1 (Royal Palm Fire Station). He and Ronny J. Coleman, Senior Vice President of Emergency Services Consulting responded to questions from the Council relative to the options presented. No action was taken by the City Council. The Mayor recessed the meeting at 6:00 p.m. and reconvened the session at 6:10 p.m. 3. Joint Use Flood Control/Bicycle Trails Transportation Manager Peter Naghavi made a presentation relative to the feasibility of providing multi purpose trails for recreational purposes utilizing existing maintenance roads and flood control channels within the City. No action was taken on this item. 4. Vicious Dog Ordinance Kimberly Hall Barlow, City Attorney reviewed the proposed changes to the Animal Control Ordinance. Discussion ensued amongst the Council on those elements of concern such as the number of animals that,are allowed within the definition of wild/exotic pets, and identification of cats and dogs. She along with Police Sergeant Philip Myers responded to questions. 5. Use of Davis Ball Field in Lion's Park for Carnivals Mark Puckett summarized the report relative to the use of park facilities. Discussion ensued relative to the effects of the use of Davis Field for a carnival purposes, the. costs associated with mitigations, and criteria that could be established for the permitting of the activity on city and joint use properties. 6. Employee of the Month The City Council reviewed applications for Employee of the Month, a preference was indicated, absent any objection. Announcement of the Employee of the Month would be made at a subsequent City Council meeting. III. COUNCIL MEMBERS REPORTS, COMMENTS, AND SUGGESTIONS No reports were given IV.
