CITY OF COSTA MESA
September 11, 2007
The City Council of the City of Costa Mesa, California met in a Regular Adjourned
Meeting (Study Session), on Tuesday, September 11, 2007, at 4:35 p.m. in the
Conference Room 1A of City Hall, 77, Fair Drive, Costa Mesa. The meeting was called
to order by the Mayor.

1. PUBLIC COMMENT
1. Judi Berry, Costa Mesa, relative to the Joanne Bicycle Trail encouraged the Council
to consider the placement of vines or climbing flowers as a cost effective means to
cover up the unsightly barbed wire on the fence running the length of the trail.
II. ITEMS FOR DISCUSSION
1. Use of Synthetic Turf for Sports Field Applications.
Bruce Hartley, Maintenance Services Manager, presented the staff report providing
samples of the various synthetic turf's that are available. He explained the differences in
the fibrous materials, the appropriate uses, design, construction, maintenance costs and
the advantages and the concerns relative to the use of the artificial turf on recreational
fields and play surfaces. A discussion ensued amongst the Council regarding its use; no
action was taken.
2. Joann Street Bike Trail Project Update
Ernesto Munoz, City Engineer, summarized the staff report, providing a brief history of
the bicycle trail, maintenance and reconstruction issues and beautification efforts. He
responded to questions from the Council relative to landscaping and alternative fencing
materials. No action was taken on this item.
3. Proposal for a Seasonal Street Banner Program
Thomas Hatch, Assistant City Manager, presented the staff report regarding a city
sponsored banner program for seasonal banners about the City. Discussion relative to
the number of banners that could be permitted, costs, sponsorship, location, frequency
and funding of the banners. He along with Legislative and Public Affairs Manager Ann
Shultz responded to questions from the Council and no action was taken on the item.
4. IS -700 National Incident Management System (NIMS) Training for the City Council
Emergency Services Training Specialist Elizabeth Eddlemon, provided the required
training, describing the key concepts, principles and benefits to the Council relative to
the local and regional approach to incident management for domestic incident
responses.
5. Employee of the Month
The City Council reviewed applications for Employee of the Month, a preference was
indicated, absent any objection. Announcement of the Employee of the Month would be
made at a subsequent City Council meeting.
III. COUNCIL MEMBERS REPORTS, COMMENTS, AND SUGGESTIONS
Council Member Foley reported that Company D is scheduled to come home on
October 7, 2007 and supported distribution of remaining items to another military
company.
IV. ADJOURNMENT:
The Mayor Pro Tem declared the City Council meeting adjourned at 6:40 p.m. The next
Regular Meeting will be held September 18, 2007.
