CITY OF COSTA MESA
SEPTEMBER 9, 2008
The City Council of the City of Costa Mesa, California met in a Regular
Adjourned Meeting (Study Session), on Tuesday, September 14, 2008, at 4:40
p.m. at the Neighborhood Community Center, 1845 Park Avenue, Costa Mesa.
The meeting was called to order by the Mayor Pro Tem.

I. PUBLIC COMMENT
There was no public comment.
II. ITEMS FOR DISCUSSION
Freeway Landscaping and Maintenance - State of California Department of
Transportation (Caltrans) Presentation
Armand Silva, Caltrans Maintenance Manager for District,12,(Orange-County,
and James Pinheiro, Deputy District Director of Operations --and- Maintenance
for Caltrans, made a presentation that covered freeway landscape- elements,
maintenance priorities, staffing, expenditures, replanting work-alo�ig the 1-405
freeway, current and future freeway landscape projects, litter, weed -and graffiti
removal; explained the Adopt -a -Highway program, and partrierships with local
agencies and business; and responded to questions from the City Council.
2. SR -55 Access Study Update — Presentation by Orange County Transportation
Authority
Michael Litshi, Orange County Transportation Authority (OCTA) Section Manager
for Transportation Planning, and Tony Petros, consultant with LSA Associates,
made a presentation to the Council regarding the Costa Mesa Freeway (SR -55)
Access Study and the initial screening of the alternatives considered. An
overview was provided as to the purpose of the study, the impacts of the current
situation, the community outreach to receive input regarding the study and the
findings from those meetings. The alternatives that were considered included:
Cut and Cover, a no build baseline, Transportation Systems Maintenance,
Vertical Terminal Enhancement, and a Viaduct. Other topics of discussion
included signal synchronization improvement, cut -through traffic concerns,
evaluation criteria, options that were rejected in the process and cost, scheduling
of construction and funding of the project. They responded to questions from the
City Council that included the ability to move the project forward, the managing of
citizen input, and future expectations if nothing is done. The Council took no
action on the item.
3. Costa Mesa Library Foundation — Library Services Master Plan
Assistant City Manager Thomas Hatch presented a request to release a Request
for Proposals (RFP) for the preparation of the Master Plan of Library Services,
and along with Bruce Garlich, and Mary Ellen Goddard, and Eleanor Egan of the
Costa Mesa Friends of the Library responded to questions from the City Council
regarding results of the Arroyo Associates study completed in 1999, funding and
budgeting of the RPF process, creative funding raising opportunities, the library
services to be provided and the consideration at budget discussions. There was
no action taken by the Council.
4. Employee of the Month
The City Council reviewed applications for Employee of the Month, a preference
was indicated, absent any objection. ; Announcement of the Employee of the
Month would be made at a subsequent City Council meeting.

There were no comments by the Council.
IV. ADJOURNMENT:
The City Clerk declared the City Council meeting adjourned at 6:27 p.m. The next
Regular Meeting will be held September 21, 2008, at 6:00 p.m.
