REGULAR AJOURNED MEETING (STUDY SESSION) OF THE
CITY COUNCIL
CITY OF COSTA MESA
January 13, 2009
The City Council of the City of Costa Mesa, California met in a Regular Adjourned
Meeting (Study Session), on Tuesday, January 13, 2009, at 4:35 p.m. in the Conference
Room 1A of City Hall, 77, Fair Drive, Costa Mesa. The meeting was called to order by
the Mayor.

I. PUBLIC COMMENT
1. Beth Refakes, Costa Mesa, expressed a concern regarding banners and other
signage along Newport Boulevard; and if sex -offenders were being permitted to
live near schools.
2. Dan Debazio, Costa Mesa, reported to council regarding a service issue he
experienced and a claim he had filed regarding tree roots that affected the sewer
lateral.
II. ITEMS FOR DISCUSSION
1. 2008 Annual Code Enforcement Report
Development Services Director Don Lamm introduced the staff of the Code
Enforcement Division and commended them for their efforts. Building Official
Khanh Nguyen presented a report that highlighted the number and types of code
enforcement cases that had responded to in the last year. Assistant
Development Services Director Kimberly Brandt addressed zoning regulations,
violations relative to signage. They responded to questions from the Council
relative to the abatement and receivership processes, visual clutter, the parking
district, illegal dwelling units, inspections, shopping carts, street vendors and
pushcarts. Chief Code Enforcement Officer Jim Golfos responded to questions
relative to the issuing of citations, and the process for follow-up, compliance
issues, graffiti, the new issues relative to vacant or foreclosed properties, and the
status on the Motel Task Force. Police Chief Shawkey and Public Services
Director Peter Naghavi addressed the City's response and coordination of graffiti
abatement. No action was taken by the City Council.
2. Update On The Master Planning Of Certain Newport -Mesa Unified School District
(NMSUD) Sites
Parks Project Manager Bart Mejia made a presentation regarding the plans for
the creating of additional field sites at the various school sites, gave an overview
of the outreach, and the collaborative efforts of the community, the user groups,
school district and the consultants and ,the timetable for the meeting and plans for
the coming year. He responded to such questions as to facility amenities,
parking, accessibility, outreach, fundraising and the expected timeframe for
consideration by the Parks and Recreation Commission and the, Council. No
action was taken by City Council.
3. Update On Maior Capital Proiects
Public Services Director Peter Naghavi presented an update on the capital
improvement projects of .the Fairview, and the 1-405 Freeway Project and the
Harbor Boulevard Improvement Project. Police Lieutenant Allan Huggins gave
an update on the construction of the Police Facility.
4. Sex Offender Registration and Parolee Placement
Police Chief Christopher Shawkey ' and Sergeant Robert Phillips gave a
presentation that covered active status parolees that are registered sex
offenders. They responded to questions from the Council relative to transient
sex offenders, jurisdictional requirements, tracking, the use of locators, and
the notification requirements of sex offenders living in an area. There was no
action taken by the Council.
5. Employee of the Month
The City Council reviewed applications for Employee of the Month a
preference was indicated, absent any objection. Announcement of the
Employee of the Month would be made at a subsequent City Council meeting.
III. COUNCIL MEMBERS REPORTS, COMMENTS, AND SUGGESTIONS
There were no comments by the Council.
IV. ADJOURNMENT:
The Mayor declared the meeting adjourned at 7:00 p.m. The next Regular
Meeting will be held January 20, 2009.
