HomeMy WebLinkAbout08/11/2009 - Adjourned City Council Meeting - Study Session1 1 Ll REGULAR ADJOURNED MEETING (STUDY SESSION) OF THE CITY COUNCIL CITY OF COSTA MESA August 11, 2009 The City Council of the City of Costa Mesa, California met in a Regular Adjourned Meeting (Study Session), on Tuesday, August 11, 2009, at 4:35 p.m., in the Conference Room 1A of City Hall, 77 Fair Drive, Costa Mesa. The meeting was called to order by the Mayor. ROLL CALL: Council Members Present: Council Members Absent: Mayor Allan R. Officials Present: City Manager Allan Roeder Assistant City Manager Thomas Hatch City Attorney Kimberly Hall Barlow Administrative Services Director Steve Mandoki Acting Development Services Director Kimberly Brandt Information Technology Manager Richard Kirkbride Legislative and Public Affairs Manager Ann Shultz City Clerk Julie Folcik I. PUBLIC COMMENT 1. Tom Egan, Costa Mesa, expressed support for the displaying of the motto "In God We Trust" in the Council Chambers. 2. Terry Nelson, Pacific Justice Institute, encouraged the city to approve the.use of the "In God We Trust" motto in the chamber and offered the services of the justice center should there be a court challenge. 3. Michael Parker, Pacific Justice Institute, encouraged the Council's approval of the displaying of the motto. 4. Greg Gillaspy, Yorba Linda, encouraged the Council's support of the displaying of the motto in the Council Chamber. II. ITEMS FOR DISCUSSION 1. Update of the John Wayne Airport Activities — presented by Tom Edwards, consultant to the City of Newport Beach A presentation was made by Tom Edwards, Consultant to the City of Newport Beach, who gave an overview of the history of the JWA Settlement Agreement, established in 1985, noting its expiration in 2015, pointed out the flight curfew, the Airport Policy, which was formed to protect the residents from the adverse effects of the airport, and current and future events which includes an air quality study that was noted to be in progress, and of the attempt to use a chemical fingerprinting to distinguish between various emission sources, as well as reported on DUUKE One RNAV Departure procedure which the airport is attempting to gain approval from the Federal Aviation Administration (FAA). He responded to questions from the Council regarding the chemical fingerprinting. No action was taken by the City Council. 2. Local Agency Formation of Orange County (LAFCO) Presentation by Bob Aldrich, Assistant Executive Officer - Roles and Responsibilities Bob Aldrich, Assistant Executive Office, LAFCO made a presentation covering topics of the history of LAFCO, what their responsibilities include and of the projects they are currently involved in. He noted that in the 1950's and 1960's there were 13 cities that were formed in the Orange County area and has steadily grown since. The agency oversees annexations, small "island" annexations, incorporations, dissolutions, and special studies which are primarily to improve delivery of municipal services. 3. Consideration of the Display of the National Motto "in God We Trust" in the City_ Council Chambers Mayor Pro Tem Leece presented her research of the displaying of the motto "In God We Trust" in the City Council Chambers, noting that 13 cities in Orange County and 57 cities throughout California display the motto. She noted her reasons for presenting the item for consideration pointing out it was a display of patriotism that the United States Congress voted to approve the national motto in 1956, that the slogan is displayed in the United States Senate Chambers as well as the Speaker's dais in the House of Representatives. Comments from the Council covered the cost for the display and that of inclusion. No action was taken on this item. 4. New Website Overview Administrative Services Director Steve Mandoki introduced the item informing of the collective staff efforts through the website committee. Information Technology Manger Richard Kirkbride provided a preview of the new website for the City and responded to questions from the Council that included the ability of making payments, park reservations and registering for activities online. 1 1 5. Employee of the Month The City Council reviewed applications for Employee of the Month a preference was indicated, absent any objection. Announcement of the Employee of the Month would be made at a subsequent City Council meeting. III. COUNCIL MEMBERS REPORTS, COMMENTS, AND SUGGESTIONS There were no comments by the Council. IV. ADJOURNMENT The Mayor declared the meeting adjourned at 5:35 p.m. He noted the Redevelopment Agency was scheduled to begin at 6:30 p.m., and would be followed by a Special City Council Meeting in the Council Chambers.
