HomeMy WebLinkAbout10/13/2009 - Adjourned City Council Meeting - Study SessionREGULAR AJOURNED MEETING (STUDY SESSION) OF THE CITY COUNCIL CITY OF COSTA MESA October 13, 2009 The City Council of the City of Costa Mesa, California met in a Regular Adjourned Meeting (Study Session), on Tuesday, October 13, 2009, at 4:30 p.m. in the Conference Room 1A of City Hall, 77, Fair Drive, Costa Mesa. The meeting was called to order by the Mayor. ROLL CALL: Council Members Present: Mayor Allan R. Mansoor Mayor Pro Tem Wendy Leece Council Member Eric R. Bever Council Member Katrina Foley Council Member Gary Monahan Council Members Absent: None Officials Present: City Manager Allan Roeder Assistant City Manager Tom Hatch Assistant City Attorney Harold Potter Acting Development Services Director Kimberly Brandt Planning Administrator Claire Flynn Budget and Research Officer Bobby Young Maintenance Services Manager Bruce Hartley City Clerk Julie Folcik I. PUBLIC COMMENT 1. Judi Berry, Costa Mesa, encouraged the sponsorship and donations for the doggie waste bags (mutt mitts). 2. Beth Refakes, Costa Mesa, noted the vandalism and the cost of the replacement of the doggie bag dispensers and questioned the need for offering the mutt mitts to responsible dog owners. 1 II. ITEMS FOR DISCUSSION 1. Review of Mesa West Bluffs Urban Plan. Planning Administrator Claire Flynn presented the staff report which covered recent changes to the Urban Plan that included the establishment of the minimum work space area in live/work units, clarification of the roof gardens, and applicable mixed-use development standards. She responded to questions from the Council that included density standards between medium density and live/work units, the total square footage of the units and conceptual designs. No action was taken. 2. Proposition 1A Securitization Program Budget and Research Officer Bobby Young presented the staff report on the City's proposed participation in the securitization program of Proposition 1A monies borrowed by the state from the City's property tax revenue. No action was taken on this item. 3. Evaluation of the Current and Proposed Street Sweeping Service Levels Maintenance Services Manager Bruce Hartley presented the staff report covering the current street sweeping operations, a review of some cost saving alternatives, and a comparison with the operations of surrounding cities. 4. Sponsorship Program for Dog Waste Bags and Dispensers Assistant City Manager Tom Hatch gave an overview of a possible sponsorship program to fund dog waste bags and dispensers. He responded to questions from the Council regarding a sponsorship policy, the amounts proposed for the various levels of sponsorship, and dog license fees. No action was taken on this item 5. Proposal for Management of TeWinkle Sports Fields. Assistant City Manager Thomas Hatch introduced Mike Balliet and Jim Gattis of the Municipal Sportspark Management, LLC who presented their proposal for a public/private partnership in managing softball/baseball fields at TeWinkle Park which covered improvements that would be made to the facility, the lease of the facilities, and the structure of the partnership, their affiliation, educational and training programs, special events and of their affiliation Orange County Scholar Athletes a 501 ( c) (3). They also responded to questions from the council regarding facility improvements, layout and use, user groups, neighborhood impacts, community uses, specialty training, and outreach. 6. Employee of the Month The City Council reviewed applications for Employee of the Month, a preference was indicated, absent any objection. Announcement of the Employee of the Month would be made at a subsequent City Council meeting. III. COUNCIL MEMBERS REPORTS, COMMENTS, AND SUGGESTIONS Council Member Foley announced that the Battle of the Bells, a football game between Estancia and Costa Mesa High School football teams, was taking place on October 16, 2009, and encouraged all to attend. Council Member Monahan noted that he had requested an item to be placed on the next council meeting agenda for consideration of a moratorium of code enforcement relating to temporary signs. IV.
