CITY OF COSTA MESA
September 27, 2010
The City Council of the City of Costa Mesa, California met in a Special Closed
Session, on Monday, September 27 2010 at 5:30 p.m. at City Hall in Council
Chambers, 77, Fair Drive, Costa Mesa. The meeting was called to order by the
Mayor.

PUBLIC COMMENT (00:00:41)
Allen Rieckhof, Costa Mesa Police Association President, requested that allegations
by Planning Commissioner Jim Righeimer be conducted transparently.
Council Member Bever referenced an article on income and expenses for Orange
County cities and directed City Manager Allan Roeder to report the differences of
Costa Mesa's figures.
City Manager Roeder advised that he did not have the budget information available,
but confirmed with the reporter that the article in question used figures by the State
Controller's office which are unaudited, and the City uses audited figures.
Council Member Bever suggested postponing the employee association -contract
negotiations until after the new City Council is seated in January 2011 and stated his
intent to boycott any further negotiations until the new Council is seated.
Council Member Leece stated that employee association contracts=are -expiring and
time is of the essence.

Council Member Foley stated that there is a, responsibility to negotiate with employee
associations when contracts are due to expire.
CLOSED SESSION (00:13:46)
1. Pursuant to Government Code Section 54957.6, conference with Allan L.
Roeder, City Manager and Labor Negotiator, Agency Negotiator: Stephen N.
Mandoki, Administrative Services Director, regarding Employee Organizations:
Costa Mesa City Employee Association (CMCEA), Costa Mesa Firefighters
Association (CMFA), Costa Mesa Police Association (CMPA), Costa Mesa Police
Management Association (CMPMA) and Unrepresented Employees (Executive
and Confidential).
2. Conference with Legal Counsel — Anticipated Litigation: Significant exposure to
litigation pursuant to subdivision (b) of Government Code Section 54956.9 (one
case).
The Mayor recessed the meeting to Conference Room 1 B for the closed session at 5:45
p.m.
The meeting was reconvened at 6:45 p.m. and it was announced that no action was
taken.
ADJOURNMENT
The Mayor adjourned the Special Meeting at, 6:45 p.m.
