REGULAR AJOURNED MEETING (STUDY SESSION) OF THE
CITY COUNCIL
CITY OF COSTA MESA
February 8, 2011
The City Council of the City of Costa Mesa, California met in a Regular Adjourned
Meeting (Study Session), on Tuesday, February 8, 2011 at 4:35 p.m. in the
Council Chambers of City Hall, 77, Fair Drive, Costa Mesa. The meeting was
called to order by the Mayor.

II. ITEMS FOR DISCUSSION
1. Overview of FY 2010-2011 Budget at Mid -Year (00:14:30)
Mayor Monahan commented on the current state of the City and on the work that
needs to be done to move the City forward "in these tough times."
Assistant City Manager Tom Hatch introduced the item and highlighted the
shortfall of $1.4 million for the current budget year. Budget and Research Officer
Bobby Young presented the mid -year budget review providing information on
historical data on revenues, expenditures, fund balance and what was projected
for the year as well as responded to questions from the Council Members.

It was unanimously agreed to take Items 4 and 6 out of order.
4. Presentation of Future Rates and City's Unfunded Liability for CalPERS (00:26:38)
Budget and Research Officer Bobby Young presented the report, explaining the
unfunded pension liability (currently $130 million), provided historical and projected
PERS rates and spoke of the PERS contributions to be made by the City and that
of the employees. Mr. Young along with City Manager Allan Roeder responded to
questions from Council Members.
No action was taken on this item.
6. Redevelopment Agency Update (01:04:08)
Development Services Director Kim Brandt presented the report on the
Governor's proposal to eliminate Redevelopment Agencies, and the status of the
City's loan to the Costa Mesa RDA and the Downtown Project Fund. Mrs.
Brandt along with City Manager Allan Roeder and Budget & Research Officer
Bobby Young responded to questions from Council Members.
No action was taken on this item.
The Mayor recessed the meeting at 5:58 p.m. The Mayor reconvened the
meeting at 6:10 p.m.

2. Consider the Dissolution of the Airborne Law Enforcement (ABLE) Program

Assistant City Manager Tom Hatch presented the report with ABLE Commander
Tim Starn, providing a history of the ABLE Program highlighted the agreements
with the communities that it served, informed of the program cost saving
measures taken in the fiscal year FY 2010-2011, and explained the process of
the potential dissolution of the program noting the considerations to include
personnel, Joint Power Authority Agreements and the lease of the Hanger at
John Wayne Airport.
Assistant City Manger Tom Hatch along with Commander Starn and City
Manager Allan Roeder responded to questions from Council Members. Mayor
Monahan requested this item to be added to the February 15, 2011 Council
Meeting Agenda for further consideration and determination. No action was
taken on this item.

3. Consider the Elimination of Two Vacant Police Officer Positions (02:05:48)
Administrative Services Director Steve Mandoki presented this report based on
the City Council Budget Working Group's review of vacant positions and
recommendation for elimination of the two police officer positions that had been
vacant. Discussion ensued on citywide vacancies and staff reductions.
Administrative Services Director Steve Mandoki, along with Assistant City
Manager Tom Hatch and City Manager Allan Roeder responded to questions
from Council Members. No action was taken on this item.
5. Discussion of Noticing Requirements for Outsourcing City Services or Layoffs

City Attorney Kimberly Hall Barlow explained the 30 -day notice requirement for
lay-offs of employees and/or for services that the City would no longer provide
and the 6 -month notice requirement for services that were to be outsourced
pursuant to the Memorandums of Understanding with the various labor
organizations. She informed of the need to "meet and confer" with employee
bargaining groups and the City's requirement to comply with the Meyers-Milias
Brown Act. The City Attorney responded to questions from Council Members.
No action was taken on this item.
7. Employee of the Month
The City Council reviewed applications for Employee of the Month, a preference
was indicated, absent any objection. Announcement of the Employee of the Month
would be made at a subsequent City Council meeting.
III. COUNCIL MEMBERS REPORTS, COMMENTS, AND SUGGESTIONS
There were no Council Comments made.
IV. ADJOURNMENT
The Mayor declared the City Council meeting adjourned at 7:07 p.m. The next
Regular Meeting will be held February 15, 2011.
