ROLL CALL Present: Mayor Righeimer, Mayor Pro Tem Mensinger, Council Member Monahan (arrived 7:19 p.m.), Council Member Leece, and Council Member Genis Absent: None Officials Present: Chief Executive Officer Thomas R. Hatch, City Attorney Thomas Duarte, Assistant CEO Rick Francis, Assistant CEO/Administrative Services Director Tamara Letourneau; Economic and Development Services Director Gary Armstrong, Public Services Director Ernesto Munoz, Interim Finance Director Steve Dunivent and City Clerk Brenda Green. PUBLIC HEARING ON PROPOSED CHARTER Kimberly Hall Barlow, Special Counsel, presented a report on the draft charter that was prepared by the Charter Committee. Discussion ensued on Prevailing Wage Law; Uniform Cost Accounting Act; Outsourcing; Civic Openness In Negotiations; Charter Review Commission; Qualifications for Office; and Administrative positions. (08:25) PUBLIC COMMENTS (00:00:40) Harold Weitzberg, Costa Mesa, spoke on the process and expressed opposition to a Charter. James Bridges, Costa Mesa, spoke in support of an elected Charter Commission. Melissa Abrams, Costa Mesa, spoke on Section 806 and Powers. Chris McEvoy, Costa Mesa, spoke in opposition to a Charter. Greg Thunell, Costa Mesa, spoke in opposition to a Charter. Gene Hutchins, Costa Mesa, thanked the Charter Committee and spoke in support of the Charter due to the pension provisions. Terry Koken, Costa Mesa, spoke in opposition to a Charter. Perry Valantine, Costa Mesa, thanked the Charter Committee for their time; and spoke in opposition to a Charter. Cindy Brenneman, Costa Mesa, spoke in opposition to a Charter. City Council recessed 7:56 p.m. — 8:05 p.m. Tamar Goldmann, Costa Mesa, spoke in opposition to a Charter. Ron Amburgey, Costa Mesa, spoke in support of the Charter. Sue Lester, Costa Mesa, thanked the Committee Members and spoke in opposition to a Charter, and spoke on a cost analysis. Tom Pollitt, Costa Mesa, thanked Committee Members and Staff, and spoke in support of a Charter. Anna Vrska, Costa Mesa, spoke in opposition to a Charter. Jay Humphrey, Costa Mesa, thanked the Committee Members and spoke in opposition to a Charter. Karl Alf, Costa Mesa, spoke in opposition to a Charter. Speaker, spoke in support of a Charter. Robin Leffler, Costa Mesa, spoke in opposition to a Charter. Public Comments were closed. Council Member Monahan spoke on the need for a Charter. Council Member Genis spoke regarding Section 104 - Powers. Council Member Leece spoke in opposition to the Charter. Mayor Pro Tem Mensinger spoke in support of the Charter. Mayor Righeimer spoke in support of the Charter. Minutes — Special Meeting — April 22, 2014 - Page 2 1 Discussion ensued regarding eminent domain and that there are no changes pertaining to eminent domain in the Charter. Discussion ensued regarding public bidding. Discussion ensured regarding mailers and the Questions and Answers on the flyers.
