CALL TO ORDER (00:15:02) ROLL CALL (00:15:03) Present: Mayor Mensinger, Mayor Pro Tem Righeimer, Council Member Foley (arrived at 7:12 p.m.), Council Member Genis and Council Member Monahan Absent: None Officials Present: Chief Executive Officer Thomas R. Hatch, City Attorney Thomas Duarte, Assistant Chief Executive Officer Rick Francis, Economic and Development Services Director Gary Armstrong, Public Services Director Ernesto Munoz, and City Clerk Brenda Green. CONSENT CALENDAR (00:15:32) 1. AMENDMENT FOUR TO THE PROFESSIONAL SERVICES AGREEMENT WITH KEYSER-MARSTON ASSOCIATES CONSULTING — Development Services/ Department/Housing and Community Development/Network for Homeless Solutions Division MOVED/SECOND: Council Member Monahan/Mayor Pro Tem Righeimer The motion carried by the following roll call vote: Ayes: Council Member Monahan, Mayor Pro Tem Righeimer, and Mayor Mensinger Nays: None Absent: Council Member Foley Abstain: Council Member Genis (Potential conflict of interest) Motion carried: 3-0-1-1 ACTION: City Council, Housing Authority and Successor Agency approved Amendment Four, revising existing cap not to exceed $107,917 and extended the term to June 30, 2016 to the Professional Services Agreement with Keyser Marston Associates (KMA) Consulting. Minutes — Special Meeting/Special Joint Meeting — June 23, 2015 - Page 1 PUBLIC HEARINGS — 7:00 p.m. (Resolution No. 05-55): (00:16:04) 1. ADOPTION OF THE FISCAL YEAR 2015-16 BUDGET (00:16:06) Stephen Dunivent, Interim Finance Director, presented report and highlighted changes made since the Study Session that include: cost of new full- and part- time positions, Street Cleaning program correction, updated sales tax forecast; partial pre -payment of Park Fund loan; partial reimbursement of Fire expenses; and replacement of certain leased vehicles. (00:17:20) CEO Hatch spoke on the changes since the Budget Study Session that include: Park Fund Loan; increased reserves by $500,000; Police Station Emergency Generator $600,000; Fire Station No. 4 improvements $800,000; and spoke on turf, lighting, and stadium seating at Sports Fields $1,900,000. (00:25:06) Council Member Monahan recommended a letter be sent to the school district requesting assistance on funding; and recommended working on lighting the Sports Fields first and install turf second. (00:42:11) Public Comments: Frank Albers, Costa Mesa, spoke in support of lighting, turf and seating at the stadium; supports a balanced budget; and recommended prioritizing Davis Elementary. (00:51:29) Robert Graham, Costa Mesa, spoke in support of funding for Parks Maintenance; spoke on Pinkley Park, Lindbergh Park, and Brentwood Park; spoke on deficient shade, playground equipment and benches; and spoke on erosion at Fairview Park. (00:52:57) Lou DeSandro, Costa Mesa, spoke in support of a balanced budget; supports lighting and turf at Sports Fields; recommended installing lighting first and turf second; and seating at the stadium. (00:56:30) Flo Martin, Costa Mesa, spoke in support of increased funding for the Fire and Police Department. (00:59:07) Jay Humphrey, Costa Mesa, spoke on Park Fees Funding and new developments. (01:01:57) Robin Leffler, Costa Mesa, spoke in support of increased funding for Police and Fire Departments; spoke on pensions; supports a conservative budget; questioned 17% increase for consultants; and supports budgeting for a Police generator. (01:05:04) Minutes — Special Meeting/Special Joint Meeting — June 23, 2015 - Page 2 Chris Cox, Costa Mesa, spoke in support of $1.9 million for seating at stadium and lights and turf. (01:08:24) Brett Woods, Costa Mesa, spoke in support of a lighting feasibility study at Kaiser Elementary. (01:09:13) Cynthia McDonald, Costa Mesa, spoke on budget forecasting; budget priorities; and a vision statement, goals and objectives. (01:10:09) Ralph Taboada, Costa Mesa, spoke on the community meeting; recommended an actual employee count in the final budget for comparison; and the funding for actual employee count. (01:13:05) Beth Rafakes, Costa Mesa, supports funding reserves, public safety, a police generator; and spoke on Newport Mesa improvements. (01:16:08) Mark Arblaster, Costa Mesa, president of Newport Mesa Soccer Club, supports funding lighting at the Sports Fields. (01:18:42) Brett Eckles, Costa Mesa, spoke in support of the funding for lighting and turf fields for Sports Fields; and spoke on a partnership with the school district. (01:21:22) Chuck Perry, Costa Mesa, spoke in support of funding parks and Sports Fields; and recommended lighting as the first priority. (01:24:37) Joanne Perler, Costa Mesa, spoke in support of building the reserves; a multi- year plan to pay the pension liability; supports funding for public safety; deferring the Capital Improvement Projects; and questioned Park Fees received from developments. (01:26:39) Speaker, Costa Mesa, spoke in support of funding for public safety; requested clarification of the self-insurance fund; and spoke on paying toward the pension liability. (01:29:44) Council Member Monahan applauded Staff on the budget; spoke on funding for park facilities; spoke in support of park fees and Sports Fields funding; requested budget priorities for Sports Fields in the order of: 1). design of project, 2). lighting, 3). turf; requested clarification on paving the City Hall parking lot; and requested the actual employee count and vacancy factor. (01:32:17) Mayor Pro Tem Righeimer spoke in support of the lighting at the Sports Fields; spoke on the usage on turf fields; spoke on cooperation with the Newport Mesa Unified School District and an updated joint use agreement; spoke on the vacancy factor; spoke on solving pension problems; spoke on budgeting for reserves; funding and loans for facilities; and public safety funding. (01:44:49) Minutes — Special Meeting/Special Joint Meeting — June 23, 2015 - Page 3 1 Council Member Genis thanked Staff; spoke on utilizing funds balances; recommended examining which parks receive lighting; requested a report back on the legislation for joint projects with the school district; and requested adding Jack Hamnett Park. (02:00:25) Council Member Foley spoke on long-term planning; the importance of having a partnership with the school district; spoke on creating jobs; infrastructure; public safety; and requested giving the same money to Newport Harbor ($50,000) but adding additional funds to Costa Mesa and Estancia High School ($75,000). (02:03:43) Mayor Mensinger spoke in support of funding allocations between high schools; thanked Staff; requested an employee count; supports funding Sports Fields; and supports Public Works projects and a family friendly community. City Council approved partial loan prepayment of $1,500,000 from the Park Development Fees Fund 208 to the General Fund. City Council directed staff to return to Council with recommendations on proposed Fire Department fees. Discussion ensued on additional funding for Costa Mesa, Estancia and Newport Mesa High Schools; and the issue will be scheduled for a future meeting. (02:20:57) COUNCIL MEMBER' REPORTS, COMMENTS, AND SUGGESTIONS (02:21:55) Council Member Monahan wished everyone a Happy 4th of July; supports fireworks sales; announced July 20th is the Costa Mesa Golf Tournament; and announced August 20th fundraiser for the homeless. (02:22:10) Council Member Genis wished everyone a Happy 4th of July; spoke on safety of fireworks; and requested being courteous of neighbors. (02:23:52) Mayor Pro Tem Righeimer wished everyone a Happy 4th of July. (02:24:41) Council Member Foley wished everyone a Happy 4th of July; and spoke on the Women in Business Luncheon. (02:24:46) Mayor Mensinger spoke on the Vans business relocating back to Costa Mesa.
