(03:04:53) William Michael King, Costa Mesa, spoke in support of issuing more than two parking permits per household; opposed the two year expiration; and supports the use of stickers on bumpers. (03:10:42) Mrs. Drain, Costa Mesa, recommended considering each neighborhood separately; and supports stickers or numbered placards as a parking permit. (03:12:37) Kimberly Clayton, Costa Mesa, spoke in support of permit parking; the use of stickers; spoke in opposition of a two year expiration and two permits per household; and recommended lowering the fines for ticket violations. (03:16:04) Joanne Perler, Costa Mesa, spoke in support of Staff for parking enforcement instead of sworn officers; and spoke in opposition of the fees. (03:21:45) Mayor Pro Tem Righeimer spoke in support of placards as parking permits and three permits per household; spoke in opposition of fees; recommended looking at Staff for enforcement; and 50% threshold on the petitions. (03:25:04) Council Member Genis spoke on the number of parking permits reflecting the parking situations by neighborhood; favors 2-3 permits per household; recommended not issuing permits to small lot subdivisions; spoke in opposition to fees; and requested a review of the utilization threshold. (03:36:08) Discussion ensued on altering the processing of parking permits; complaints received from residents; and abuse of the current system. (04:00:20) Mr. Munoz spoke on returning to the Council in one year to provide an update on the implementation of the new permit parking program. (04:16:50) MOVED/SECOND: Mayor Pro Tem Righeimer/Mayor Mensinger • The petitions require a majority, fifty-one (51) percent support, to initiate a resident permit parking study. • The threshold on usage of on -street and off-street parking is seventy (70) percent of on -street and visible off-street parking (driveways) available to residents. • Limit the number of permits to three (3) per eligible household. Additional permits will be considered based on the documented need. The permits shall be "hanger" type and interchangeable among vehicles. • Limit the number of guest permits to one hundred (100) per eligible household per year. Residents may request an additional twenty five (25) guest permits for specific events at their residence. • Eligible households are defined as those on a designated permit parking street and single-family households located within 250 feet of the permit parking street. Permits will be color coded or uniquely marked to identify the parking zone. • The permits in each zone will need to be renewed every three (3) years. Forums to be open to all candidates and all persons on a first come, first serve basis. The date the filing period opens is the date that the application for a forum request to be opened.
