Register on the development initiative; Council Member requesting a City Measure on
medical marijuana issues; urban coyote's problems; and permanent lighting at Kaiser

Mayor Pro Tem Righeimer spoke on the Fire Fighter's Association; homeless issues;
replacing problem Motels with new development; and a $20 million dollar bond issue for

Mayor Mensinger requested Staff to look into the lighting issues at GMC Cadillac
dealership; requested Staff to meet with Mr. and Mrs. Coffman on homeless issues;
spoke on homeless issues; requested Mr. Munoz meet with Chuck Perry regarding bus
benches; spoke on clapping during Council meetings; and spoke about Ed Baum.

Brown Act issues; spoke on the Hixson Metal meeting; tour of the County Emergency
Response Center; praised the Police Department; and spoke on homeless issues and

ACTION:
City Council approved the minutes of February 16, 2016.
4. YEAR THREE OF THE SUPPORT PERIOD OF RIMINI STREET FOR
ORACLE/PEOPLESOFT SUPPORT SERVICES
ACTION:
City Council authorized the City CEO to sign the Purchase Requisition for
$121,648 with Rimini Street, Inc. (Rimini), to continue providing support for the
City's Oracle/PeopleSoft products on Year Three of the Support Period
Commencing on March 18, 2016.

5. VICTORIA STREET AND VALLEY ROAD/PACIFIC AVENUE INTERSECTION
IMPROVEMENTS, FEDERAL PROJECT NO. HSIP3-5312 (084), CITY
PROJECT NO. 12-14
ACTION:
1. City Council accepted the work performed by PTM General Engineering
Services, Inc. and authorized the City Clerk to file the Notice of Completion;
and
2. City Council released the Labor and Materials Bond seven (7) months after
the filing date; released the Faithful Performance Bond six (6) months after
the filing date; and released the retention monies 35 days after the Notice of
Completion filing date.
6. FINAL MAP FOR TRACT NO. 17870 LOCATED AT 2366 ORANGE AVENUE,
COSTA MESA, CALIFORNIA
ACTION:
City Council approved Final Map for Tract No. 17870 and authorized signing of
the Map by the City Clerk and the City Engineer.
7. AUTHORIZE AND DIRECT THE CITY OF COSTA MESA'S CONVEYANCE
AND ASSIGNMENT TO THE COSTA MESA HOUSING AUTHORITY OF ALL
INTERESTS IN THAT CERTAIN REAL PROPERTY AND AFFORDABLE
HOUSING PROJECT LOCATED AT 717, 721 JAMES STREET ACQUIRED
THROUGH FORECLOSURE PROCEEDINGS
ACTION:
City Council and Housing Authority adopted a Joint Resolution authorizing and
directing:
1. The City's (a) conveyance and transfer of fee title by Quitclaim Deed to the
Costa Mesa Housing Authority, and (b) Assignment of Regulatory Agreement
and bill of sale to all personal property to the Housing Authority; and
2. The Housing Authority's acceptance of such conveyance by Quitclaim Deed
and the Assignment of Regulatory Agreement and bill of sale, all relating to
certain real property located at 717, 721 James Street (APNs: 424-053-06
and 424-053-07) in the City of Costa Mesa, State of California; and
3. The CEO and his authorized representative(s) on behalf of the City, and the
Executive Director and his authorized representative(s) on behalf of the
Housing Authority, to execute, and the City Clerk/Secretary to attest, the
Quitclaim Deed and the Assignment and Bill of Sale Agreement for such
affordable housing Property.

8. APPROVE A BUDGET ADJUSTMENT IN THE AMOUNT OF $1,500 IN
REGARDS TO A DONATION MADE BY THE COSTA MESA COMMUNITY
RUN TO THE CITY'S "HAPPY FEET RUNNING CLUB" YOUTH SPORTS
PROGRAM
ACTION:
City Council authorized a budget adjustment in the amount of $1,500 to accept a
donation from the Costa Mesa Community Run for the youth sports program,
"Happy Feet Running Club." The donated funds will be accepted and then used
for club expenses which may include race entry fees, club apparel, nutritional
snacks and other miscellaneous club supplies.

Mayor Pro Tem Righeimer spoke on the lease agreement; and concern with
maintenance costs in the contract and deadlines. (02:00:41)

$10,000 for roof repairs and $5,000 for plumbing and electrical work; and

Discussion ensued on an interim agreement; support of the Boys and Girls Club;

ACTION:
City Council provided staff direction for the Lease Agreement with the Boys and
Girls Club of the Harbor Area, Inc.
