CALL TO ORDER (00:00:16)
The meeting was called to order by the Mayor at 5:00 p.m. in the Council Chambers at
Costa Mesa City Hall, 77 Fair Drive, Costa Mesa, California.

Present: Council Member Foley, Council Member Genis, Mayor Pro Tem Righeimer,
Mayor Mensinger
Absent: Council Member Monahan
Officials Present: Chief Executive Officer Tom Hatch, City Attorney Thomas Duarte,
Assistant Chief Executive Officer Rick Francis, Assistant Chief Executive Tamara
Lefourneau, Economic and Development Services Director Gary Armstrong, Public
Services Director Ernesto Munoz, and City Clerk Brenda Green.
PUBLIC COMMENTS (00:00:36)
Barrie Fisher, Costa Mesa, spoke on funding for the wall closures. (00:01:01)
Ralph Taboada, Costa Mesa, spoke on capital expenditure budgets and actual head
counts. (00:01:59)
Beth Refakes, Costa Mesa, spoke on funding source for Fire Station #1 and construction
date; spoke on funding source for the library and Neighborhood Community Center; and
inquired on city-wide alley lighting. (00:04:00)
ITEMS FOR DISCUSSION
1. FISCAL YEAR 2016-17 BUDGET STUDY SESSION
CEO Hatch spoke on staff vacancies and the goal to fill the vacancies. (00:05:34)
Council Member Foley suggested to include actual head count from previous year and
spoke on filling vacancies. (00:12:25)
Council Member Genis spoke on the timeframe for filling vacancies. (00:15:33)
Public Services Director, Ernesto Munoz, stated estimated construction date for Fire
Station #1 is January, 2017, and spoke on funding and the alley reconstruction
program. (00:21:50).

Interim Finance Director, Stephen Dunivent, provided an overview of the Fiscal Year
2016-17 Preliminary Budget; and presented a Power Point Presentation. (00:28:07)
Public Services Director, Ernesto Munoz,
2016-2017 Preliminary CIP Budget; and

provided an overview of the Fiscal Year
presented a Power Point Presentation.
Council Member Foley expressed concerns on the Wilson Street Widening Design
project and potential parking issues. (01:46:00)
Council Member Genis requested more bike racks and wayfinding signs for bike trails.

Discussion ensued on the funding of Costa Mesa High School bleachers. (02:00:00)
Discussion ensued on the funding of Jack Hammett Park Improvements - Project
Numbers 34 and 36, and an itemization of the budget. (02:11:28)
Council Member Genis spoke on a Skate Park facility in the Shalimar area. (02:23:00)
