AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA
MESA, CALIFORNIA PROHIBITING SLEEPING IN MOTOR VEHICLES
AND PROVIDING FOR OPEN AND FULL VIEW WITHIN VEHICLES AT
ALL TIMES.
THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA DOES
HEREBY ORDAIN AS FOLLOWS:
Section 1. There is hereby added to Chapter III, Article 4,
of the Costa Mesa Municipal Code a Division XVIII which shall
read as follows:
"DIVISION XVIII
Sleeping in Motor Vehicles
Sec. 3418.1. Sleeping in motor vehicles prohibited.
It is hereby declared unlawful for any person or persons
to sleep in or on any motor vehicle parked any place in
the City of Costa Mesa at any time. This section is not
intended to prohibit the use of campers or motor coaches
or motor vans for sleeping purposes where the samc are
parked in an authorized trailer court or camp site within
the city.
Sec. 3418.2. Any motor vehicle parked on the public
streets shall have curtains or window obstructions in
such a position that there shall be a full view of the
interior at all times."
Section 2. The City Council finds and declares that the
reasons for urgency in the passage of this ordinance are as
follows:
1. That the season, proximity of the beach, the proximity
of art colonies, fair weather and comfortable climate are attracting
large bands of "hippies," "flower -children" and other youthful.
vagabonds.

2. That the recent popularity of youth gatherings for
"happenings" and other events have caused temporary and permanent
migrations of the youthful bands as heretofore described.
3. That said groups are in many cases without means for
lodging and by reason of fair weather and comfortable climate are
inclined to lodge at night in parked motor vehicles.
4. That the lack of lodging facilities or the means to
hire the same, with the resulting lodging in parked motor
vehicles has and does result in serious sanitation problems
relating to restroom facilities.
5. That the imposing influx of said bands of youths
migrating to the beach area is predicted, encouraged and invited
by youthful leaders in the art colony communities for the summer
months and permanently.
6. That said influx and the resulting lodging situation will
and does constitute an impending and immediate threat to the
health, safety and welfare of this city.
7. That this ordinance is necessary for the preservation
of the public peace, health, and safety as no other ordinance has
been enacted in this city prohibiting the sleeping in motor
vehicles.
Section 3. This ordinance shall take effect immediately upon
its adoption and shall within 15 days after its passage be published
once in the Orange Coast Daily Pilot, a newspaper of general
circulation, printed and published in the City of Costa Mesa,
together with the names of the members of the City Council voting
for and against the same.
PASSED AND ADOPTED this 15th day of July, 1968.
