AN ORDINANCE FOR THE CITY OF COSTA MESA, CALIFORNIA
ADOPTING THE 1965 NATIONAL ELECTRICAL CODE AND IN-
CLUDING CERTAIN AMENDMENTS TO SAID CODE.
THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. It is hereby adopted the National Electri-
cal Code for the year 1965 is the same as been compiled by the
National Fire Protection Association.

Section 2. Certain pages of the National Electric Code
1965 are hereby amended or deleted as follows:
210-1. SCOPE. The provisions of this Article shall apply to
branch circuits supplying lighting or appliance loads or combina-
tions of such loads. Where motors, or motor -operated appliances,
are connected to any circuit supplying lighting or other appliance
loads, the provisions of both this Article and Article 430 shall
apply. Article 430 shall apply where branch circuit supplies only
motor loads.
(a) Accessory uses or other building, signs, etc., separately
located on the same lot or premises, shall have connecting conduct-
ors run underground.
(b) Where spare circuit protective devices are provided or
space for future circuit protective devices are provided on the buss
in any flush mounted panel, then reaceways of sufficient capacity
to permit utilization of such spares or spaces shall be provided
to an accessible location.
Section 210-22 of the National Electric Code is hereby amended to
read as follows:
210-22. (subsection (d) and (e) amended) RECEPTACLE OUTLETS
REQUIRED. Receptacle outlets shall be installed as follows:
(d) Minimum Wire Size. For the supply of current to general
appliance and convenience receptacle circuits, no conductor smaller
than No. 12 AWG shall be installed, and with a maximum of twelve
(12) outlets per circuit. No convenience receptacle or appliance
receptacle shall be installed or operated on a general lighting
branch circuit at any time in any occupancy.
(e) At least one grounding type receptacle shall be installed
in rooms containing one or more wash basins or lavatories.
Section 210-24 of the National Electric Code, BRANCH CIRCUIT REQUIRE-
MENTS, subsection (c) is amended to read as follows:
210-24 (c) All 220 volt circuits shall be wired in metal race-
ways.
EXCEPTION: In lieu of metal raceway in Type I occupancies for
range, oven, dryers, and water heaters and other built-in ovens -
minimum size cable shall be:
Built-in range tops, built-in ovens - minimum size cable,
3 No. 6 with ground.
Dryers and water heaters - minimum 3 No. 8 with ground.
All other 220 appliances shall be in accordance to the
load required.
Section 210-26 of the National Electric Al Code, LIGHTING OUTLETS, sub-
section (b) and (c), is hereby amended to read as follows:
210-26 (b) Each room in any dwelling shall have outlets sup-
plied by not less than two (2) branch circuits, with no more than
twelve (12) outlets per circuit. At least one outlet shall be
switched. It may be alight fixture or a receptacle. If a recepta-
cle, it may be considered a light outlet or a receptacle outlet and
installed on either a lighting circuit or a receptacle circuit.
(c) Entrance doorways, all occupancies, providing access to
the premises from the exterior shall be provided with exterior il-
lumination suitably located. The illuminating source shall be con-
trolled by an interior switch conveniently located near the doorway.
NOTE: The intent of the above is not to provide a light and switch
at every door but only to provide adequate illumination for normal
egress and ingress at all doors.
(d) In cases where a door is accessible by a stairway the light
shall be controlled by a 3 -way switch or time clock.

Section 215-2 of the National Electric Code is amended to read as
follows:
215-2. CONDUCTOR SIZE. Feeder conductors shall have a cur-
rent rating not smaller than the feeder load as determined by Sec-
tion 220-4. A 2 -wire feeder supplying two or more 2 -wire branch
circuits, or a 3 -wire feeder supplying more than two 2 -wire branch
circuits, or two or more 3 -wire branch circuits, shall be not smaller
than No. 10.

Section 230-1 of the National Electric Code is amended to read as
follows:
230-1. SCOPE. The provisions of this Article shall apply to
the conductors and equipment for control and protection of services -
circuits that conduct electric power from the supply system or plant
to the premises to be served. Regardless of the requirements of
other Sections of this Code the minimum size of conduit, conductors,
switch or circuit breakers for services shall not be less than the
following: (conductor sizes are based on copper wire. For aluminum
wire, see Table No. 2).
(a) Commercial and store buildings A to G inclusive, 100 sq.
ft. and over. The minimumservice requirements for commercial and
store buildings A to G inclusive, 100 sq. ft. and over, shall be:
Conduit - 1" trade size
Conductors - 3 No. 6 AWG
Switch - 60 ampere
Circuit breaker - 50 ampere
Provisions shall be made in the service panel for a minimum of
10 single pole over -current protective devices in addition to the
main switch or circuit breaker.
(b) Single family dwellings, under 800 sq. ft. The minimum
service requirements for single family dwellings, under 800 sq. ft.,
shall be:
Conduit - 1" trade size (copper)
Conductors - 3 No. 6 AWG
Switch - 60 ampere
Circuit breaker - 50 ampere
Provisions shall be made in the service panel for a minimum of
10 single pole over -current protective devices in addition to the
main switch or circuit breaker.
(c) Single family dwellings, 800 sq. ft. and over. The
minimum service requirements for single family dwellings, 800 sq.
ft. and over shallbe:
Conduit - 1 1/2" trade size (copper)
Conductors - 3 No. 1 AWG
125 ampere Main Disconnect
Provisions shall be made in the service panel for a minimum
of 24 single pole over -current protective devices in addition to
the main switch or circuit breaker.
(d) Duplex dwelling I occupancy. For duplex dwelling I
occupancy:
1. The combined minimum service requirements shall be:
Conduit - 1 1/2" trade size
Conductors - No. 1 AWG
2. The minimum service for each individual occupancy
shall be:
Conduit - 1" trade size
Conductors - 3 No. 6 AWG
Switches - 60 ampere
Circuit breaker - 50 ampere
3. Service entrance conductors shall have a current car-
rying capacity sufficient to carry the load. The branch circuit
protective devices shall be located in and for each occupancy.
(e) Multi -family dwelling H occupancy. For multi -family
dwelling H occupancy:
1. The minimum service requirements for combined unit
occupancy load shall be:
Conduit - 1 1/2 " trade size
Conductors - 3 No. 1 AWG
2. The minimum feeder or sub -feeder for each individual
occupancy shall be:
Raceway - 3/4" trade size
Conductors - 3 No. 8 AWG
Switches - 60 ampere
Circuit breaker - 40 ampere
3. Service entrance conductors shall have a current
carrying capacity sufficient to carry the load and in no case
smaller that #1 AWG. Branch Circuit protective devices shall be
located in and for each multi -family occupancy with kitchen facili-
ties for cooking.
(f) Rough Inspection. Service shall be complete at the time
of rough inspection.
Section 230-44 of the National Electric Code is amended to read as
follows:
230-44. METHOD OF INSTALLATION OF SERVICE. Every service shall
be installed in galvanized, sheradized or equial rigid metal conduit
and in accordance with the provisions of this Code, and all service
equipment conduits and fittings installed on the exterior of any
building shall be listed and approved by a recognized testing lab-
oratory as rain -tight. (Service -entrance conductors shall not be
run within the hollow spaces of frame buildings unless provided
with overcurrent protection at their outer end.)
Section 240-16 of the National Electric' Code is amended to read as
follows:
(a) Readily accessible, except as provided in Sections 230.91
and 230-92 for service equipment and Section 364-11 for busways.
(b) Not exposed to physical damage.
(c) Not in the vicinity of easily ignitible material.
(d) Branch Circuit protective devices shall be installed in
and for each occupancy. Nothing contained in this Code shall be
deemed or construed to permit the installation of any electrical
device outlet or circuit in any occupancy, the control of or the
protection of which is not accessible to the occupant at alltimes
except, remodeled existing occupancies if changed to a different
classification as defined by "Table of Groups of Occupancy", then
protective devices may be located at one central point. No parts
of any circuit shall supply electrical energy to more than one (1)
occupancy.
Section 334-6 of the National Electric °Code is hereby amended to
read as follows:
334-6 USE. Except where otherwise specified elsewhere in this
Code, and where not subject to physical damage, metal clad cable
may be installed for branch circuits and feeders in concealed
work as follows:
(a) Type NC. This type of power cable may be used in partially
protected areas, such as in continuous rigid cable supports and
the like in dry locations and when any of the following conditions
are met it may be used in wet locations:

3. The insulated conductors under the metallic
covering are approved for use in wet locations. (See Section 300-5)
(b) Type AC. Metal -clad .cable of the AC type may be used in dry
locations; for under plaster extensions as provided in Article
344; and embedded in plaster finish on brick or other masonry,
except in damp or wet locations. This cable may be run or fished
in the air voids of masonry block or tile walls; where such walls
are exposed or subject to excessive moisture or dampness or are
below grade line, Type ACL cable shall be used. This cable shall
contain lead covered conductors (Type ACL), if used where exposed
to the weather or to continous moisture, for underground runs and
embedded in masonry, concrete of fill in buildings in course of
construction, or where exposed to oil, or other conditions having
a deteriorating effect on the insulation. Type AC metal -clad
cable shall not be used where prohibited elsewhere in this Code,
including (1) In theatres, except as provided in Section 520-4:
(2) in motion -picture studios; (3) in any hazardous locations;
(4) where exposed to corrosive fumes or vapczs: (5) on cranes or
hoists, except as provided in Section 610-11 Exception No. 3;
(6) in storage battery rooms; (7) in hoistways or on elevators,
except as provided in Section 620-21; or (8) commercial garages
where prohibited in Article 511. (9) Type AC or ACL Metal -clad
cable may only be used on single family and duplex dwellings and
their accessory buildings.
SECTION 336-3 of the National Electric Code is hereby amended to
read as follows:
336-3 USE. Non-metallic sheathed cable shall not be used for
exposed wiring and shall only be used for concealed wiring on
single family or duplex dwellings as follows: (grounding type
cable only shall be used with grounding receptacle)
(a) Type NM. This type of non-metallic sheathed cable may be
installed for concealed work in dry, moist, damp or corrosive loc-
ations, and in outside and inside walls of masonry block or tile.
Where embedded in plaster or run in shallow chase in masonry walls
and covered with plaster within 2 inches of the finished surface,
it shall be protected against damage from nails by a cover of
corrosion -resistant coated steel at least 1/16 inch in thickness
and 3/4 inch wide in the chase or under the final surface finish.
SECTION 336-6 of the National Electric iCode is hereby deleted.
SECTION 336-6 (a) of the National Electric Code is tereby deleted.
SECTION 336-6 (b) of the National Electric Code"is hereby deleted.
SECTION 336-9 of the National Electric Codelis hereby amended to
read as follows:
346-1. USE. Rigid metal conduit may be used under all atmos-
pheric conditions and occupancies, and shall be galvanized, sher
adized, or equal, and shall be required in concrete or masonry
floors and walls, underground and outside of buildings of one
foot under grade level unless protected by at least four inches
of concrete. Where practicable dissimilar metals in contact
anywhere in the system shall be avoided to eliminate the pos-
sibility of galvanic action. (See Section 300-5 for limitation
in the use of ferrous raceways and fittings protected from cor-
rosion solely by enamel.)
SECTION 350-2 of the National Electric y'Code is amended to read as
follows:
350-2. USE. Flexible metal conduit may be used in all occu-
pancies A to J in concealed locations, with the following execep-
tions. Flexible metal conduit shall not be used (1) in wet loca-
tions, unless conductors are of the lead -covered type or of other
type specially approved for the conditions; (2) in hoistways, ex-
cept as provided in Section 620-21; (3) in storage battery rooms;
((4) in any hazardous location excapt as permitted in Section 501-4
(b), 502-4 and 503-3; nor (5) where rubber -covered conductors are
exposed to oil, gasoline, or other materials having a deterior-
ating effect on rubber; (6) where embedded in masonry, concrete,
adobe, plaster of similar finish; (7) where exposed to mechanical.
injury.
SECTION 410-8„_sub-section (a) of the National Electric AlCode is
hereby amended to read as follows:
410-8 (a) All closets or storage rooms of all occupancies, hav-
Ing a floor area of 12 or more square feet shall be provided with
a light operated by a wall switch. Such outlet shall be located
in the ceiling or in the wall over the door. Such lighting out-
let shall not be within twelve inches (12 in) horizontally or dir-
ectly over any shelving.
SECTION 422-2 of the National Electric :/Code Is hereby amended to
read as follows:
422-2. BRANCH CIRCUIT REQUIREMENTS. Every appliance shall
be supplied by a branch circuit of one of the types specified in
Article 210. Motor operated
appliances shall also conform to the requirements of Article 430.
In every dwelling unit, fixed appliances, such as food grinders,
dishwashers, washing machines, dryers, laundry tray locations,
built-in refrigerators, built-in freezers, furnaces, air con-
ditioners and built-in heaters, or any other fixed appliance
with motors 1/4 HP or larger shall be on a separate branch cir-
cuit supplied by a minimum of No. 12 AWG wire. Each single fam-
ily dwelling and each occupancy of a multi -family dwelling shall
have installed therein an individual food waste grinder branch
circuit. Said circuit shall be supplied with a minimum No. 12
AWG wire and a 15 ampere indicating type switch. Said switch
shall be located in the wall adjacent to the sink. Food waste
grinder shall be wired with a minimum of No. 16 AWG 3 -wire SPT -3,
thermoplastic hard finish cord or equal and an approved, ground-
ing type, cord grip cap must be used.

SECTION 422-4o of the National Electric lode is hereby amended
to read as follows:
422-42. GENERAL
(a) Equipment for use with electrical space heating system
shall be of a type approved for such service.
(b) In addition to complying with the general requirements
for appliances, such equipment shall comply with Part E of this
article.
(c) The special provisions of this Article shall apply to
electrically energized units, panels and cables for space heat-
ing. They shall also include central heating systems employing
electrical heating units.
(d) Electrical space heating systems employing methods of
installation other than covered by Part E of this Article may be
used only by special permission.
Paragraph (e) is hereby added to Section 422-40 of the Code
to read as follows:
(e) Approved recessed ceiling heaters using not more than
one (1) 250 watts infrared lamp may be installed on a lighting
branch circuit by reducing the allowable number of lighting out
lets by two(2), for each single lamp device used. However, not
more than two(2) such devices shall be connected to any one (1)
lighting branch circuit. Any number of multiple lamp and single
lamp heaters the total wattage not exceeding 1500 watts of the
total number of 250 watt lamps and not exceeding six (6), may
be connected to a separate 20 ampere branch circuit.
SECTION 512-3 of the National Electrlc1Code is hereby amended to
read as follows:
512-3• BELOW GRADE. Where the lowest floor is below adjacent
ground or driveway level, the following shall apply:
(a) The entire area of the garage or of any enclosed space
which includes the garage shall be classified as a Class I, Divi-
sion 2 location up to a level 18 inches above the garage floor.
All electrical equipment and wiring within such hazardous location
shall conform to applicable provisions of Article 501.
(b) Wiring and equipment above the defined hazardous location
shall conform to the requirements of this Code for non -hazardous
locations.
(c) Adjacent areas in which hazardous vapors or gases are not
likely to be released, and having floor elevated at least 18 in-
ches above the garage floor, or separated therefrom by tight
curbs or partitions at least 18 inches high, shall not be classed
as hazardous.
Paragraph (d) is hereby added to Section 512-3 of the Code to
read as follows:
(d) Garages or carports accessory to dwellings or duplexes
shall be wired with a minimum of one switched light outlet, and
one grounding type receptacle. Said wiring, if exposed, shall
be in approved metal raceways. All wiring to detached accessory
buildings is to be run underground.

SECTION 600-1 of the National Electric Code is hereby amended to
read as follows:
600-1 SCOPE, the provisions of this Article shall apply to
the installation of conductors and equipment for electric
signs and outline lighting as defined in Article 100. A
sign circuit shall be provided and installed to an acces-
sible location at the front of all commercial and store
buildings.
Paragraph (a) is hereby added to Section 600-1 of the
Code to read as follows:
(a) Disconnecting means shall be in or adjacent to a sign.
Section 3. This Ordinance shall take effect and be in
full force thirty (30) days from and after its passage and
prior to the expiration of fifteen (15) days from and after
its passage and prior to the expiration of fifteen (15)
days from its passage shall be published once in the Orange
Coast Daily Pilot, a newspaper of general circulation,
printed and published in the City of Costa Mesa, together with
the names of the members of the City Council voting for and
against the same.
