ORDINANCE NO. 6 6 - 7'4 -
AN
G
AN ORDINANCE OF THE CITY OF COSTA MESA REPEALING,
AMENDING AND ADDING TO CERTAIN PORTIONS OF
ARTICLE 3, CHAPTER IX, COSTA MESA MUNICIPAL CODES
RELATING TO OFF STREET PARKING.
THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1
Sections 9360.3, 9360.4, 9360.6, 9360.8, 9360.9, 9360.10,
9370.2, 9370.3.1, 9370.3.2, 9370.3.3, 9370.3.4, 9380.1 of Article 3,
Chapter IX, are hereby repealed.
SECTION 2
Sec. 9330.3 of Article 3, Chapter IX, is hereby amended to
read as follows:
"Sec. 9330.3 - Ingress. Shall mean that portion or portions
of the building site abutting a dedicated street or alley used or
intended to be used for access to a parking area, improved with macadam
surfacing or equal."
SECTION 3
Sec. 9330.4 of Article 3, Chapter IX, is hereby amended to
read as follows:
"Sec. 9330.4 - Egress. Shall mean that portion or portions of
the building site abutting a dedicated street or alley used or intended
to be used for the entering on to a public street or alley improved with
macadam surfacing or equal."
SECTION 4
Sec. 9350.1 of Article 3, Chapter IX, is hereby amended to
read as follows:
"Sec. 9350.1 - Off -Street Parking - Garages.
(a) R-1 and R -1-E zones. Each R-1 or R -1-E residence shall
provide off-street parking in the form of a garage or

garages which &hall be a minimum of twenty (20) feet in length
and twenty (20)feet in width inside measurements.
(b) R-2, R-3, R -4-W and R-4. One garage and one additional open
parking space shall be provided for the first six units,
one garage and 1/2 an open parking space shall be provided for
the seventh through the fifteenth units and one garage
and 1/4 an open parking space shall be provided from the 16th
unit upward.

SECTION 5
Sec: 9350.2 of Article 3, Chapter IX, is hereby amended to read
as follows:
"Sec. 9350.2 - Combination. When a building site is used for a
combination of professional, commercial or other use, and uses are
clearly not in conflict with each other, over -lapping parking may
be permitted when such uses or proposed uses are approved by the
Planning Commission of the City of Costa Mesa or its delegated authority."
SECTION 6
Sec. 9360.2 of Article 3, Chapter IX, is hereby amended to read
as follows:
"Sec. 9360.2 - Administrative Offices.
(a) Six (6) spaces for the first 1000 square feet of groes
building area per standards of the City of Costa Mesa.
(b) your (4) spaces per thousand square feet of gross building
area from 1000 square feet to 11,000 square feet of building area.
(c) 11,000 square feet up, three (3) spaces per 1000 square feet or
fraction thereof.
(d) In addition, one additional space shall be required for each
22' of linear curb cut or fraction thereof upon a dedicated
street."
SECTION 7
Sec. 9360.5 of Article 3, Chapter IX, is hereby amended to read
as follows:
"Sec. 9360.5 - Doctors.
One (1) space for each Doctor's office
One (1) apace for each nurse and receptionist
Three (3) spaces for each two (2) examination rooms.'

SECTION 8
Sec. 9360.7 of Article 3 of Chapter IX, is hereby amended to read
as follows:
"Sec. 9360.7 - Demist.
One (1) space for each dentist's office
One (1) space for each nurse and receptionist
Three (3) spaces for each two (2) examination rooms
SECTION 9
Division 7 of Article 3 of Chapter IX is hereby amended to read
as follows:
"Sec. 9370.1 - CI -S Shopping Center District. Where an area
is zoned C1 -S in the Costa Mesa Zoning Ordinance, the off-street parking
ratio shall not be leas than three (3) square feet of gross parking area
to one (1) square foot of gross building area.
Sec. 9370.2.1 Cl, C1 -CP, C2, C2 -CP - Commercial Districts.
(a) Six (6) spaces per the first 1000 square feet of gross building
area per standards of the City of Costa Mesa.
(b) Four (4) spaces per thousand square feet of gross building
area from 1000 square feet to 11,000 square feet of gross
building area.
(c) 11,000 square feet up,three (3) spaces per 1000 square feet or
fraction thereof.
(d) In addition, one additional space shall be required for each 22
feet of linear curb cut or fraction thereof upon a dedicated street.

Sec. 9370.2.2 - Spaces Required Based Upon Number of Persons.
The following uses shall provide parking based upon the number of persons
such use can accommodate as shown by capacity signs posted by the Costs
Mesa Fire Department.
(a) 1 for 2 persona first 100
1 for 3 persona 101 to 300
1 for 4 persona 301 plus
Amusement Resorts
Auction Houses
Auditorium
Bowling Alley
Business College
Cafe
Church
Dancing and Music Academies
Gymnasium
Mortuary
On -Sale Liquor (including beer)
Pool Ball
Restaurants
Skating Rinks (ice or roller)
Theater
Wedding Chapel
(b) Hotel
One (1) apace for each room to 50 rooms
One (1) space for each two (2) rooms from 51 to 100 rooms
One (1) space for each three (3) rooms from 101 rooms on
(c) Motels
One (1) for each rentable unit (no cooking facilities)
Each rentable unit with cooking facilities shall be governed by
Section 9350.1 (b).

SECTION 10
Division VIII of Article 3 of Chapter IX, is hereby amended to read
as follows:
"Sec. 9380.0 - M1, 142 District
(a) Four (4) spaces per 1000 square feet of gross building area
for the first 25,000 square feet of building.
(b) 25,001 - 50,000 square feet, three (3) spaces per 1000 square
feet of building.
(c) 50,001 plus, 2-1/2 spaces per 1000 square feet."
SECTION 11
Thete is hereby enacted Division IX of Article 3 of Chapter fX which
shaii read de follows:
"Sec. 9390.1 - Driveway Standards
(a) Driveways less than 100 feet in length shall maintain a minimum
width of 12 feet.
(b) Driveways in "case of 100 feet in length shall maintain a
minimum usable width of twenty (20) feet.
Section 9390-2 - Landscaping
Landscaping up to 10% of the required parking area may be approved
by the Planning Department in lieu of parking spaces."
SECTION 12
There is hereby created Division X of Article 3 of Chapter IX which
shall read as follows:
"Sec. 93100.1 Exceptions to Parking Requirements.
Whenever practical difficulties and unnecessary hardships result from
the parking requirements as set out in this Article, the Planning Commission
or a designated representative may grant relief from said requirements upon
proper application being made by the parties seeking relief. Procedures as
set forth in Sec. 9299.11 of the Costa Mesa Municipal Code shall be followed
in granting said variance.
Sec. 93100.2. Whenever an applicant presents to the Planning Commission
or its designated representative a precise plan of development for any project
which said precise plan shall include as an integral part the parking spaces
proposed, said precise plan may be approved by the Planning Commission even
though the parking thereon does not meet the requirements of this Ordinance
if the Planning Commission shall first find that the non -conforming parking is
of an over-riding paramount importance for the entire precise plan development.
In case of the presentation of a precise plan as herein set forth no
applications for variances shall be necessary."
SECTION 13. This Ordinance shall take effect and be in full force thirty
(30) days from and after its passage and prior to the expiration of fifteen (15)
days from its passage shall be published once in the ORANGE COAST DA= PILOT, a
newspaper of general circulation, printed and published in the City of Costa Mesa,
together with the names of the members of the City Council voting for and against
the same.
