City of Costa Mesa 77 Fair Drive Costa Mesa, Ca. 92626 Dear Mr. Newton: We live in a new townhome project in the City of Costa Mesa. (Tract 9464, lots 1-14) First escrows for the complex closed early in the spring of 1979, and there is only one unit left in the complex for sale by the developer. (Pacific Street Company, Alan MacGowan, principal) It is our understanding that building of this complex was begun when this area was part of the County of Orange, but that at some- time during or just after the completion of construction, the area was taken over by the City of Costa Mesa. We would like to call your attention to a very hazardous situation. There is a drainage ditch that runs along the lenth of the rear of the complex property, into which water runs from our complex as well as from several adjacent properties . This water just sits in this ditch, and does not drain any further, so that there is always water in it, even when it is not the rainy season, due to watering, etc . It is also our understanding that the vacant lot to the east at the rear of our property is supposed to provide "natural drainage for this water. However, the water does not drain down to this lower area, in part because someone has put fill dirt in this vacant lot, damming up the water from all the adjacent properties onto our property. In addition to being a health hazard ( it smell, and breeds mosquitoes) , this standing water is a constant source of attraction to local children who come to play in the water, which is usually standing 1 to 2 feet deep. Since there are never any adults watching over these children, it seems terribly dangerous - small unattended children have drowned. in less water. We would like to know what the City of Costa Mesa' s plans are for drainage in this area.
