ORDINANCE NO. 6 �--2)
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA
MESA, CALIFORNIA, CREATING AND ESTABLISHING A CRIME
PREVENTION COMMITTEE; FINDING AND DECLARING A NEED
THEREFORE; PROVIDING FOR ITS MEMBERSHIP; SETTING FORTH
ITS POWERS AND DUTIES; PROVIDING FOR ITS STAFF AND
GENERALLY INITIATING ITS PURPOSES.
THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, DOES
HEREBY ORDAIN AS FOLLOWS:
SECTION 1. The City Council of the City of Costa Mesa does
hereby make the following findings and declarations:
There has been an alarming increase in crime and lawlessness
in the past several years in the City of Costa Mesa.
It is necessary for citizens involvement in the reasons
for this increase, its causes, sources, possible and probable
deterrents and solutions which must come from grass roots, person
to person concern with these growing problems.
It is also necessary that local government go into the
neighborhoods among its citizens for information, advice,
knowledge and ideas aimed toward crime prevention. It is also
necessary that local government rely upon its citizens for
community help which, hand in hand with city government and the
law enforcement agencies, will effectively combat this alarming
and unnecessary increase in crime and lawlessness in our community
It is also necessary that an orderly, convenient and workable meth
be developed to accomplish these goals, avoiding cross-purposes,
duplication of effort and wasted motion.
Accordingly, there is hereby enacted the following article
to Chapter II of the Costa Mesa Municipal Code to effectuate the
aforementioned purposes.
SECTION 2. Chapter II, Article 5.5, Section 2500 of the
Cotta Mesa Muncipal Code shall read as follows:

Sec. 2500.1 Committee Established
There is hereby established as a part of the government
of the City of Costa Mesa, a Crime Prevention Committee,
whose prime function shall be the responsibility for planning
the improvements in crime prevention and control and encourag-
ing their implementation through recommendations to the City
Council.
Sec. 2500.2 Regular Members.
The Committee shall consist of not less than nine (9)
members and shall be appointed by the Mayor, subject to
approval by a majority vote of the City Council. Six of said
members shall be chosen one each from the six areas of the
city which have been established and now provide members for
the Costa Masa Beautification Committee. One member shall
be chosen as a student from a Costa Mesa High School and
one shall be chosen as a student from a Costa Mesa College.
A ninth member shall be picked from the City at large.
Members shall serve without compensation and all regular
members mall be entitled to vote.
Sec. 2500.3 Ex -officio Members.
The City Council, may, from time to time, by resolution
designate ex -officio members of the crime Prevention Committe
Ex -officio members shall participate in all discussions but
shall have no vote and may include, but not be limited to,
members of the judiciary, county juvenile department, police
department, city attorney's office, and members of the City
Council.
Sec. 2500.4 Terms of Members.
All regular members shall be appointed for a term of four
years. Upon the initial meeting of the committee, following

1 appointment by the City Council, the regular members shall
2 draw lots for terms with three committeemen's terms expiring
3 in two years from date of appointment; three committeemen's
4 terms expiring in three years from the date of appointment an
5 three committeemen's terms expiring in four years from date
6 of appointment.
7 Sec. 2500.5 Requirements.
8 All regular members shall be qualified electors of the City
9 of Costa Mesa, with the exception of the student members
10 who must be residents of the City of Costa Mesa during their
11 term of office. Any committeeman who no longer qualifies
12 as an elector of the City of Costa Mesa or moves his or her
13 residence from within the geographical limits of the City of
14 Costa Mesa, shall forthwith be deemed no longer a member
15 of the Committee and the :position thus vacated shall be
16 filled in accordance with Section 2500.2.
17 Sec. 2500.6 Powers and Duties
18 The Committee shall serve as an advisory board to the
19 City Council.
20 The Committee shall gather and analyze statistics about
21 crime; acquire knowledge about the program and procedures
22 to fight crime; and about those that have proved successful
23 elsewhere; gather data about the social conditions that appea
24 to be linked with crime; and information about potentially
25 helpful individuals and organizations in the community, and
26 communicate their recommendations on such matters to the City
27 Council.
28 The committee shall appraise the needs of the city to
29 reduce crime and analyze the resources available to meet
30 those needs.
31 The Committee shall also make recommendations to the
32 City Council on any other matter which, in their opinion

I will assist in preventing crime, improve the social environ -
2 ment, and will make better utilization of the human resources
3 of the community, in accordance with its prime responsibility
4 as stated herein.
5 Sec. 2500.7 Police Review Board Not Created.
6 This article shall not be construed as granting authority
7 to the Crime Prevention Committee to review, discipline or
8 regulate the act or actions of any police officer of the City
9 of Costa Mesa.
10 Sec. 2500.8 Meetings.
11 The Committee shall meet not less than once a month, and
12 oftener, as may be necessary, if so determined by a majority
13 of the Committee. Meetings shall take place in the City Hall
14 unless special problems necessitate meeting elsewhere. The
15 Committee shall choose its own presiding officer, and such
16 other officers as may be needed. Members may be reimbursed
17 for their actual expenses incurred in the course of
18 committee duties.
19 Sec. 2500.9 Staff.
20 Within the limitations of funds appropriated in the annual
21 budget, the City Council may provide for such employees as
22 they may determine to assist the City government in the
23 prevention of crime. Such employees shall be appointed by
24 the City Manager and shall be responsibile to him.
25 Employees of the city, designated by the City Manager to
26 perform work in the field of crime prevention, shall provide
27 assistance to and work in harmony with the Crime Prevention
28 Committee to the end that the policies of the city, as
29 specified by the City Council, are carried out. However,
30 any specific orders or instructions to such employees shall
31 be channeled through the City Manager by him through the
32 appropriate established administrative supervisory personnel

I of the City. The Chief of Police or an officer designated
2 by him and the City Attorney or his Assistant or a deputy
3 shall in any event be required as additional duties to serve
4 the Crime Prevention Committee as a staff officer.
5 SECTION 2. This Ordinance shall take effect and be in full force
6 thirty (30) days from and after its passage and prior to the
7 expiration of fifteen (15) days from its passage shall be
8 published once in the Orange Coast Daily Pilot, a newspaper of
9 general circulation, printed and published in the City of Costa
10 Mesa, together with the names of the members of the City council
11 voting for and against same.
