ORDINANCE NO.-4f—ay AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA AMENDING CERTAIN SECTIONS OF CHAPTER II, ARTICLE 2 OF THE MUNICIPAL CODE RELATING TO THE TIME, PLACE, AND CONDUCT OF COUNCIL MEETINGS. The City Council of the City of Costa Mesa does hereby ordain as follows: SECTION I. Section 2200 of the Municipal Code of the City of Costa Mesa, entitled 'Number, Time and Place of Council Meetings", is hereby amended to read as follows: "The City Council of the City of Costa Mesa shall hold regular meetings on the first and third Mondays and the first and third Tuesdays of each month at the hour of 7:00 o'clock p.m. in the Council Chambers, except that when the day for any regular meeting falls on a holiday, Christmas Eve or New Year's Eve, such meetings shall be held at the same hour and place on the next succeeding day not a holiday." SECTION II. Section 2203 of the Municipal Code of the City of Costa Mesa, entitled "Odder of Business" is hereby amended to read as follows: Sec. 2203 Order of Business. The regular meetings of the City Council shall be divided into two parts, commencing at 7:00 o'clock p.m. respectively. Part One of the regular meeting of the City Council shall commence at 7:00 o'clock p.m. on the first and third Mondays of each month for the purpose of discussion and debate on matters scheduled for Part Two of the meet- ing, or on any other matter desired by the City Council. In addition, the City Council shall, if it so desires, take action on any or all of the following matters: 1. Approval of minutes of the previous meetings. 2. Opening of bids, if specified in the bid. 3. Action on proposed ordinances. 4. Written Communications. 5. Permits 6. Departmental reports. 7. Warrants. Part Two of the regular meeting of the Council shall commence promptly at 7:00 o'clock p.m., on the first and third Tuesdays of each month, and, unless otherwise specified by the City Council, shall have the following order of business: 1. Pledge of Allegiance. 2. Invocation. 3. Roll Call. 4. Minutes of Previous Meeting. 5. Opening of Bids. 6. Public Hearings. 7. Reports. 8. Old Business. - 2 - 9. New Business. 10. City Manager's Report. 11. Oral Communications. 12. Councilmanic Suggestions and Comments. 13. Adjournment. Promptly at 7:00 p.m. on the night of each regular meeting the members of the Council, the City Clerk, City Attorney, City Manager, and other officers and employees specified by the City Council, shall assemble at their regular stations in the Council Chamber. The order of business set forth above may at any meeting, on motion duly made and carried, be changed or suspended for the period of such meeting. SECTION III. This Ordinance is hereby declared an urgency ordinance and shall become effective and in full force upon its adoption. The nature of the urgency is as follows: The rapid growth and increase in population of the City has caused a comparable increase in the volume of business coming before the City Council and has impaired the efficiency and slowed the procedure of Council meetings to such an extent that citizens are subject to unnecessary and inconvenient delays. SECTION IV. This Ordinance shall be published once in the ORANGE COAST DAILY PILOT, a newspaper of general circulation, printed and published in the City of Costa Mesa, together with the names of the members of theCity Council voting for and against the same.
