HomeMy WebLinkAbout68-48 Uniform Plumbing Codes1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29' 30 31 32, ORDINANCE NO._LL-yB AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ADOPTING BY REFERENCE THE 1967 EDITION OF THE UNIFORM PLUMBING CODE INCLUDING THE APPENDICES THERETO, AND ADOPTING MODIFICATIONS AND AMENDMENTS TO SAID 1967 EDITION OF THE UNIFORM PLUMBING CODE. THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. The 1967 edition of the Uniform Plumbing Code, including Appendices thereto, is hereby adopted for the City of Costa Mesa subject to the modifications and amendments as shall hereinafter appear. SECTION 2. The 1967 edition of the Uniform Plumbing Code herein adopted, is modified and amended as follows: Section 1.1 Administrative Authority. Section 1.1 is amended to read as follows: "Whenever the term "administrative authority" is used in this Code, it shall be construed to mean the Director of Building Safety of the City of Costa Mesa or his authorized representative." Section 1.2 Assistants. Section 1.2 is amended to read as follows: "Whenever the term "assistants" is used in this Code, it shall be construed to mean the Senior Plumbing Inspector Plumbing Inspector, or other inspector of the Department of Building Safety and Housing of the City of Costa Mesa Section 1.3 Department Having Jurisdiction. Section 1.3 is amended to read as follows: 'Unless otherwise provided for by law, the office of the Administrative Authority shall be part of the Department of Building Safety and Housing of the City of CostaMesa.' Section 1.4 Duties of Administrative Authority. Section 1.4 is amended by deleting subsection 1.4 (10). Section 1.7 Violations and Penalties. L 1 Section 1.7 is amended by changing the first sentence of the 2 first paragraph to read as follows: 3 "Any person, firm, or corporation violating any of the 4 provisions of this Code shall be deemed to be guilty 5 of a misdemeanor and upon conviction thereof shall be 6 punishable by a fine of not to exceed five hundred 7 dollars ($500.00) or by imprisonment in the County 8 Jail for not to exceed six (6) months, or by both 9 such fine and imprisonment." 10 Section 1.10 TO Whom Permits May Be Issued. 11 Section 1.10 is amended to read as follows: 12 "No permit shall be issued to any person to do or 13 cause to be done any plumbing or drainage work regulate 14 by this Code except to a person who employs a qualified 15 special inspector to provide continuous inspection of 16 the work being done. The special inspector shall be a 17 qualified person approved by the Administrative Authori 18 EXCEPTION: The following are exempt from this require - 19 ment: 20 1. Any person holding a valid state license as a 21 Plumbing Contractor who is acting in a contractual 22 capacity. 23 2. Any person who does any plumbing or drainage 24 work regulated by this Code in a single family dwelling 25 used exclusively for living purposes, including the 26 usual accessory buildings and quarters in connection 27 with such buildings in the event that such g person is th 28 bona fide owner of any such dwelling and accessory 29 buildings and quarters, and that the same are occupied 30 by or designed to be occupied by said owner, provided 31 that said owner shall personally purchase all material 32 and shall personally perform all labor in connection therewith." -2- i 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 Section 1..15 Reinspection Fees. Part One is amended by adding Section 1.15 to read as follows "Sec. 1.15 Reinspection Fee. When any reinspection is required due to the negligence of the permit holder, his agent, or other responsible persons, or due to the failure of said parties to comply with previous correction instructions, a fee of $5.00 may be charged by the Building Official prior to each such ieinspection." Section 1.16 Refund of Permit Fee. Part One is amended by adding Section 1.16 to read as follows "Sec. 1.16 Refund of Fees. When construction authorized by a plumbing permit is not begun and no inspections have been made, the administra- tive Authority shall, upon written request from the permittee, make refund of fees subject to the following limitations: The Administrative Authority shall not make any refund of fees collected amounting to $2.00 or less. In case a refund is made the amount of such refund shall not be more than 85% of the amount of the fee paid. No refund of such fee or part thereof shall be made unless applied for within one year from the date of the issuance of the permit. When fees are erroneously collected by duplication of permits or for construction outside the jurisdiction of the City of Costa Mesa, 100% of the fee may be refunded." Section 2.1 through 2.11 Qualification of Plumbers. Part Two is amended by deleting Sections 2.1 through 2.11, both inclusive. Section 310 Precooler Drains. Section 310 is amended by deleting the second paragraph of Sub -section (e) thereof. min 1 Section 315 Identification of Piping. 2 Section 315 is amended by adding Sub -section (g) thereto to 3 read as follows: 4 "(g) Any system of piping that conveys liquids or 5 gases which may become a danger to life or property 6 shall be readily identified by means acceptable to the 7 Administrative Authority." 8 Section 406 (i) Cleanouts. 9 Section 406 (i) is amended to read as follows: 10 "(i) Cleanouts shall be provided for pressure drainage 11 systems as classified under Section 409 (g)." 12 Section 502 Vents Not Required. 13 Section 502 is amended by deleting sub -section (c) thereof. 14 Section 702 Trap Arm. 15 Section 702 is amended by deleting sub -section (c) thereof. 16 Section 1008 (c) Ferrous Water Piping. 17 Section 1008 (c) is amended to read as follows: 18 "(c) Water piping installed in or under a concrete 19 floor slab resting on the ground within a building shall 20 be installed in accordance with the following require - 21 ments. 22 (1) Ferrous Piping shall not be used. 23 (2) Copper tubing shall be installed without 24 joints where possible. Where joints are permitted, they 25 shall be silver brazed or equal and fittings shall be 26 wrought copper." 27 Section 1009 (h) Building Supply Pipe and Hose Bibbs. 28 Section 1009 (h) is amended by changing the second paragraph 29 to read as follows: 30"No building supply pipe shall be less than one (1) 31 inch in size and shall continue undiminished in size 32 to the first fixture branch. Hose bibb at the point -4- I where service enters the building may be considered as 2 the first fixture branch. Not less than three-quarter 3 (3/4) inch hose bibb supplied by three-quarter (3/4) 4 inch piping shall be installed at the front and rear of 5 all buildings which normally require water piping." 6 Section 1107 (a) Cleanouts. 7 Section 1107 (a) is amended to read as follows: 8 "(a) Cleanouts shall be placed in every building sewer 9 at the junction with the soil pipe at the building, 10 and at intervals not to exceed one hundred (100) feet 11 in straight runs." 12 Section 1119 Abandoned Sewers and Sewage Disposal Facilities 13 Section 1119 is amended by adding sub-section (f) to read as 14 follows: 15 "(f) No such excavation shall be left unattended at 16 any time unless the permittee shall have first 17 provided a suitable and adequate barricade to assure 18 public safety." 19 Section 1214 (f) Liquified Petroleum Gas Appliances. 20 Section 1214 (f) is hereby amended to read as follows: 21 "(f) Liquified petroleum gas piping shall not serve 22 any gas appliance located in a pit or basement where 23 heavier than air gas might collect to form a flammable 24 mixture." 25 SECTION 3.
