AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF COSTA
MESA
AMENDING SECTIONS
2200 AND 2203 OF THE MUNICIPAL CODE
OF THE
CITY OF COSTA MESA
REGARDING COUNCIL
MEETINGS.
The City Council of the City of Costa Mesa does hereby ordain
as follows:
SECTION 1. Section 2200 of the Municipal Code of the City of
Costa Mesa is hereby amended to read as follows:
"Section 2200.Number, time and place of Council meetings.
The City Council of the City of Costa Mesa shall hold regular meetings
on the first and the third Mondays of each month at the hour of
6:30 o'clock P.M. in the Council Chambers, except that when the day
for any regular meeting falls on a holiday, Christmas Eve or New Year's
Eve, such meetings shall be held at the same hour and place on the
next succeeding day not a holiday.
SECTION :2:.. Section 2203 of the Municipal Code of the City of
Costa Mesa is hereby amended to read as follows:
"Section 2203. Order of Business. The regular meetings
of the City Council shall be divided into two parts, commencing at
6:30 o'clock P.M. and 7:30 o'clock P.M. respectively.
"Part one of the regular meeting of the City Council
shall commence at 6:30 o'clock P.M. and shall be for the purpose of
discussion and d4a.te on matters scheduled for Part Two of the meeting
commencing at 7:30 o'clock P.M., or on any other matter desired by
the City Council. In addition, the City Council shall, if it so
desires, take action on any or all of the following matters:
1. Approval of minutes of the previous meetings.
2. Opening of bids, if specified in the bid.
3. Action on proposed ordinances.
4. Written communications.

7, Warrants.
"Part Two of the regular meeting of the Council shall
commence promptly at 7:30 o'clock P.M. and, unless otherwise specified
by the City Council, shall have the following order of business:
1. Pledge of Allegiance to the Flag.
2, Invocation.
3. Roll Call.
4. Minutes of Previous Meeting.
5. Opening of Bids.
6. Public Hearings.
7, Reports.
8, Old Business.
9. New Business.
10. Oral Communications.
11. Written Communications.
12, Warrants.
13. City Manager's Report.
14. Adjournment.
"The Council may, if it so desires, recess between Part One
and Part Two of the meeting.
"Promptly at 6:30 o'clock P,M, on the night of each regular
meeting the members of the Council, the City Clerk, City Attorney,
City Manager, and other officers and employees specified by the City
Council, shall assemble at their regular stations in the Council
Chamber.
"The order of business set forth above may at any meeting,
on motion duly made and carried, be changed or suspended for the
period of such meeting,"
SECTION 3. This Ordinance shall be enacted as an urgency ordinance
and shall take effect and be in full force and effect immediately upon
its adoption. The facts constituting the urgency are as follows:

that the volume of business has resulted in the City Council
holding sessions long after reasonable hours which has a tendency
to affect the health of those citizens required to stay at such
late hours; that in order to protect the health of those citizens
who must appear and for whom it is desirable to attend the City
Council meetings, and to be able to adjourn to their homes at
reasonable hours, it is necessary to change the meeting time to an
earlier hour.
SECTION 4. This Ordinance, together with the names of the
members of the City Council voting for and against the same shall be
published once in the ORANGE COAST DAILY PILOT, a newspaper of
general circulation, printed and published in the City of Costa Mesa,
within fifteen (15) days from the date of its adoption.
PASSED AND ADOPTED this 5th day of August, 1963.
